Investigators reported that Luis Matsumoto fired at another vehicle before leaving the area. Officers later located Matsumoto and attempted to stop his vehicle, leading to a pursuit. During the chase, Matsumoto struck another vehicle near Avondale Boulevard and Thomas Road, causing minor injuries to the other driver. He continued driving before losing control and crashing. Matsumoto was transported to a hospital with critical injuries and later died. The incident remains under investigation.
