OPEN RECORDS SUMMARY :

On 07/09/2026, members of the Alaska State Troopers, Alaska Wildlife Troopers, and the Alaska State Troopers SWAT Team located Philip Phillips, 58, on a boat anchored near Whittier after he failed to appear for his trial and a warrant was issued for his arrest. Troopers attempted to take Phillips into custody and used chemical agents and less-lethal tools during the encounter. Phillips was shot by SWAT officers and pronounced dead at the scene. The Alaska Bureau of Investigation is investigating the shooting, and the Office of Special Prosecutions will review the investigation.
