OPEN RECORDS SUMMARY :
On 07/01/2026 at approximately 4:00 a.m., Houston Police Department officers observed three men entering a vehicle that had been reported stolen from Perthshire Road near Interstate 10 and Highway 6. Officers attempted a traffic stop after activating their emergency lights and siren, but the driver continued driving away while officers pursued. During the pursuit, police reported the vehicle reached speeds approaching 120 mph and the driver turned off the vehicle's headlights.
The fleeing vehicle lost control on the Highway 6 overpass at the Westpark Tollway, crashed into a barrier, and came to a stop. All three occupants exited and ran from the vehicle. One Houston police patrol vehicle attempted to avoid the disabled vehicle but struck Ibrahim Abousway as he fled on foot. Officer body-camera footage released by the department shows the collision followed by officers immediately attempting CPR until Houston Fire Department personnel arrived. Abousway was pronounced dead at the scene.
The other two occupants, identified as Steven Molina and Nathan Ramirez, were taken into custody after attempting to flee. Assistant Chief Yassar Bashir identified Molina as the driver during the department's public briefing. Harris County prosecutors charged Molina with Murder, Evading Arrest, and Unauthorized Use of a Motor Vehicle under Texas felony-murder provisions because the death occurred during the commission of the felony evading offense. Bond was denied.
On 07/31/2026, Houston Police released selected body-camera footage from the incident. Before the release, Abousway's family, represented by attorney Brandon Scott Riley, held a press conference outside HPD headquarters demanding the release of all body-camera, dash-camera, and unedited video evidence. The family stated they were shown only approximately six minutes of edited footage from three body cameras and questioned why officers initiated and continued a high-speed pursuit over a vehicle reported stolen several days earlier. They also stated they were informed Abousway remained at the scene for several hours before next of kin were notified.
Assistant Chief Bashir stated that HPD's Internal Affairs Division and Crash Investigation Unit continue to investigate the incident, including the officer's use of the patrol vehicle and compliance with departmental pursuit policy. As of the latest available information, the identity of the officer whose patrol vehicle struck Abousway has not been publicly released.
