REASON FOR CHASE: Houston Police Department officers located a reported stolen Toyota Camry at approximately 3:30 a.m. in the 14800 block of Parkshire Drive. Police said three masked people entered the vehicle and officers attempted a traffic stop. Police alleged driver Steven Andrew Molina fled, initiating a pursuit that reached approximately 120 mph.

NARRATIVE:
On 07/01/2026, 19-year-old Ibrahim “Abe” Abousway was killed when a Houston Police Department patrol vehicle struck him after he exited a crashed Toyota Camry at the end of a high-speed police pursuit on Highway 6 in Harris County, Texas. Abousway survived the Camry's initial crash and was outside the vehicle when he was struck by police.

Houston police said officers located the reported stolen Camry at approximately 3:30 a.m. in the 14800 block of Parkshire Drive and observed three masked people enter it. When officers attempted to stop the Camry, police alleged driver Steven Andrew Molina, 21, fled. Court records later cited in news reports said Molina drove as fast as approximately 120 mph. Police also alleged that Molina switched off the Camry's headlights during the pursuit.

The pursuit continued onto Highway 6. Molina eventually lost control on the Highway 6 overpass near the Westpark Tollway and Alief Clodine Road, leaving the Camry disabled on the roadway. Abousway was a passenger. Molina and passenger Nathan Ramirez also survived the initial crash and subsequently fled from the vehicle on foot.

Abousway also exited the disabled Camry. Houston police said one approaching police vehicle managed to avoid the crashed car, while another HPD patrol vehicle swerved at the crash scene and struck Abousway while he was outside the vehicle. Thus, Abousway was not killed by the Camry's initial pursuit crash; he was fatally struck by an HPD vehicle after surviving that collision and getting out.

Body-camera footage released by HPD approximately one month later shows portions of the fatal sequence. Reporting identifies the body camera as belonging to HPD Officer Danish Raoofi. The footage captures the impact sequence and subsequent efforts to provide CPR to Abousway, who was below the overpass near the feeder road. Public City of Houston records identify Danish Raoofi as an HPD officer assigned to the Westside Division and show that he entered HPD service in 2020.

Abousway's family attorney, Brandon Scott Riley, said Abousway was already on foot when the police vehicle struck him and knocked him from the bridge. Riley said Abousway was pronounced dead below the overpass. The family's account that the impact knocked him from the bridge should be attributed to their attorney pending release of the complete recordings and investigative findings.

The Harris County Sheriff's Office is investigating the fatal police-vehicle collision because it occurred within its jurisdiction. No criminal charge against Raoofi in connection with Abousway's death was located in the current reporting.

Instead, authorities charged Molina with murder in connection with Abousway's death. Prosecutors alleged that Molina's conduct while fleeing police created the circumstances resulting in the fatal collision. Molina also faced additional felony charges arising from the incident. Court records cited by local reporting alleged that Molina admitted fleeing police and admitted consuming alcohol and cocaine before driving.

Abousway's family has disputed implications that he shared responsibility for the stolen vehicle. His mother said she did not believe her son knew the Camry was stolen. The public reporting reviewed does not establish that Abousway stole the vehicle or knew it was stolen.

The circumstances surrounding Abousway's actual impact with the HPD vehicle did not become substantially clearer until HPD released edited body-camera footage at the end of July, approximately one month after his death. Before the public release, Abousway's family and attorneys went to HPD headquarters expecting to view complete recordings from the incident. Riley said the family instead was shown approximately six minutes of edited footage assembled from three body cameras, with only one portion providing information about Abousway's death. The family subsequently demanded release of all complete, unedited recordings.

The released material also revealed an important limitation in the available video evidence. HPD said the police vehicle involved was not equipped with a dash camera. Consequently, there is no publicly disclosed forward-facing patrol-car dashcam recording providing an uninterrupted view from that vehicle of the moments immediately preceding the collision with Abousway.

Radio traffic audible in the released body-camera material reportedly includes information that the Camry was traveling approximately 120 mph. The family's attorneys have argued that the complete recordings and radio communications are necessary to establish the officers' speeds, positioning and actions during the pursuit and immediately before Abousway was struck.

Abousway was born 10/09/2006 and was 19 when he died. His obituary identifies him as Ibrahim “Abe” Abousway. His family described him as outgoing, affectionate and exceptionally comfortable talking with people he had just met. He was close to his parents, brothers, sister and girlfriend.
