OPEN RECORDS SUMMARY :

On 07/22/2026 at approximately 8:15 p.m., Indianapolis Metropolitan Police Department officers attempted to arrest 21-year-old Dalys Scott Kohl Jett in the 2400 block of North Sherman Drive. Police stated Jett was wanted in connection with a felony investigation. During the attempted arrest, gunfire was exchanged between Jett and officers.
Three IMPD officers fired their weapons during the encounter. IMPD later identified them as Officer Donald Meier, an 11-year veteran; Officer Jessica Dickinson, a four-year veteran; and Officer Brian Franks, a 10-year veteran. Jett was struck by gunfire and died at the scene.
During the exchange of gunfire, an IMPD officer was also shot. After completing its investigation, IMPD determined that the wounded officer had been struck by gunfire from another IMPD officer rather than by Jett. The injured officer underwent surgery, was hospitalized in stable condition, and is expected to recover. Police have not publicly identified the wounded officer or specified which officer fired the round that struck him.
Investigators recovered a firearm at the scene that police said was associated with Jett. Detectives processed the scene, interviewed witnesses, reviewed body-worn camera footage, and conducted forensic firearm examinations that ultimately determined the source of the round that wounded the officer.
The Indiana State Police are conducting the independent criminal investigation into the fatal police shooting. The Marion County Prosecutor's Office will review the findings to determine whether the officers' use of deadly force complied with Indiana law. IMPD has also initiated an internal administrative review. As of the latest available information, no officers have been charged.
