On 07/21/2026, an unidentified adult man died from an apparent self-inflicted gunshot wound during a Dallas Police Department SWAT barricade and house fire in the 600 block of Delaware Avenue in the Oak Cliff neighborhood of Dallas, Texas.

At approximately 6:00 a.m., Dallas police responded to an armed disturbance. Police alleged that the man had threatened a woman and a juvenile with a weapon. The woman and child were able to get away safely.

NARRATIVE:
On 07/19/2026, a 46-year-old man died during an hours-long Los Angeles Police Department SWAT barricade and structure fire at a townhome at 5720 N. Owensmouth Avenue in Woodland Hills, California. His remains were found inside the burned residence after SWAT officers were eventually able to secure the scene.

At approximately 3:15 p.m., a woman went to LAPD's Topanga Station and reported that her husband had severely beaten and raped her. Officers responded to the couple's townhome to investigate and take the man into custody. The man remained inside and would not come out. Police determined that firearms were legally registered to him, and the encounter developed into a barricade.

LAPD SWAT was called to the residence. Police used chemical agents, including tear gas, in an attempt to force the man from the townhome, but he remained barricaded inside.

Officers subsequently located Watson in the Chippewa River near the Haymarket Landing Stairs. Police said officers attempted to persuade Watson to return to shore, but he instead moved farther into the river.

According to the Eau Claire Police Department, officers maintained visual and verbal contact with Watson while he attempted to cross the Chippewa River. Officers watched as Watson began having difficulty in the water and eventually disappeared beneath the surface.

On 07/13/2026, 19-year-old Noel Almandarez allegedly struck a pedestrian with his vehicle in Laverne, Oklahoma, and continued driving before emergency responders arrived. The pedestrian was transported to a hospital and was reported in stable condition. A Harper County sheriff's deputy later located Almandarez near U.S. Highway 412 and Western Avenue in Woodward County and attempted a traffic stop. Almandarez continued driving, leading deputies and officers from the Woodward County Sheriff's Office and Woodward Police Department on a pursuit. During the chase, authorities reported that Almandarez attempted to strike a Woodward police cruiser, and an exchange of gunfire occurred. Moments later, Almandarez crossed the center line and crashed head-on into a semi-truck. He was pronounced dead at the scene. The semi-truck driver sustained minor injuries and was treated at the scene. The Oklahoma State Bureau of Investigation is investigating the incident and will submit its findings to the Woodward County District Attorney's Office.

On 07/12/2026, 46-year-old Elliott Powers of Rockville was shot and killed by six officers from the Montgomery County Police Department and Gaithersburg Police Department following an approximately 20-minute encounter at a bus stop in front of Montgomery Village Plaza in Gaithersburg, Maryland.

At approximately 6:45 p.m., police responded after a bus driver reported seeing Powers sitting at the bus stop with a handgun and apparently loading the weapon. Powers had a black backpack with him, and another person was initially sitting at the bus stop nearby.

Gaithersburg Police Sgt. Christopher Leach was among the first officers to encounter Powers. Body-camera footage shows Powers reaching into his backpack as officers backed away and took cover behind a police vehicle. Officers said they saw a handgun and repeatedly directed Powers to show his hands and put down the weapon. The civilian sitting near Powers moved away.

The encounter then developed into a prolonged standoff. Officers spoke with Powers for more than 10 minutes and attempted to persuade him to put down the gun. One officer told Powers that police wanted to work through the situation and wanted him alive the following day. Powers repeatedly told officers to shoot him.

Leach requested a negotiator, although available reporting does not establish whether a trained negotiator reached the scene before police opened fire. Officers also discussed how they could safely take Powers into custody while he remained armed.

Police alleged that Powers eventually raised or pointed the handgun toward officers. Body- and dash-camera footage released by the Maryland Attorney General shows Powers apparently raising his hand holding the gun in the officers' direction immediately before police opened fire.

Six officers fired: Montgomery County Police Officers Michael Wengloski, Andrew Hanko and Robert Bullock, and Gaithersburg Police Officers Noah Whelan and Carissa Fortin and Sgt. Christopher Leach. After determining that Powers no longer had the gun in his hands, officers approached him and provided medical aid. Powers died at the scene.

The Maryland Attorney General's Office subsequently released body-camera and dash-camera recordings from the encounter. The released evidence includes footage from two body cameras and two police vehicle cameras and documents much of the prolonged interaction preceding the shooting.

Gaithersburg Police Sgt. Christopher Leach was a 14-year department veteran. Officer Carissa Fortin was an 8½-year veteran and Officer Noah Whelan was a five-year veteran. Leach was among the officers who initially confronted Powers and requested a negotiator during the standoff.

Further review is needed to determine whether any of the six officers had previous fatal shootings, other shootings, significant use-of-force complaints, discipline or civil litigation before Powers' death.
