OPEN RECORDS SUMMARY :

On 08/08/2026, an unidentified man was shot and killed by five Houston Police Department officers inside the parking garage of an apartment complex at 8820 Westheimer Road in Houston. Another unidentified man was found fatally shot at the scene. The incident began at approximately 11:45 p.m.

Houston police were dispatched to a report of a person down with an armed person in the parking garage. Uniformed officers arrived and found one man lying motionless on the ground and another man standing over him with a firearm.

According to Houston police, officers repeatedly ordered the armed man to drop the gun. Police alleged that the man did not comply and subsequently raised the gun and pointed it toward officers. Sergeant T. Zhang and Officers J. Maldonado, J. Sanchez, P. Luu and N. Leon then fired their duty weapons, striking the man.

Houston Fire Department paramedics responded and pronounced both men dead at the scene. The man found on the ground had suffered gunshot wounds before officers arrived.

Importantly, initial police statements did not establish that the man killed by officers was responsible for shooting the other man. ABC13 reported that investigators had not determined or publicly stated whether the armed man killed by police was the person who shot the first man. The circumstances leading to the first man's death therefore remain under investigation.

The City of Houston's official update released on 08/10/2026 identified all five officers who fired: Sergeant T. Zhang and Officers J. Maldonado, J. Sanchez, P. Luu and N. Leon. All five were assigned to HPD's Midwest Patrol Division.

The identities of both deceased men remained pending verification by the Harris County Institute of Forensic Sciences in the latest official HPD release. The incident is recorded by HPD as case number 1005610-26.

The Houston Police Department Homicide Division Special Investigations Unit and Internal Affairs Division are investigating the fatal police shooting. The Harris County District Attorney's Office is conducting its own review.

OFFICER BACKGROUND
Officer J. Sanchez had previously fired his weapon during another Houston police shooting on 10/27/2025. Sanchez was one of five HPD officers who fired during an encounter with 42-year-old Darwish Wilson at an apartment in the 2400 block of South Loop West. Police alleged Wilson had barricaded himself inside a vacant apartment, set fires and pointed what appeared to be a handgun toward officers through window blinds. Officers fired multiple times, wounding Wilson. Investigators subsequently reported that the weapon recovered inside the apartment was a replica handgun.

Officer N. Leon had previously been involved in a fatal Houston police shooting on 03/03/2024 at 14427 Alrover Street. Leon, Sergeant C. Onwuka and Officer E. Datu fired during the encounter. Houston police alleged that the 45-year-old man pointed a pistol toward officers. The man was shot and killed. Leon had been with HPD since August 2021.

The prior shootings involving Sanchez and Leon make the 08/08/2026 Westheimer Road shooting at least the second documented police shooting involving each officer.
