OPEN RECORDS SUMMARY :

On 07/24/2026, Shakair T. Moncrieffe, 27, was at a residence in the 1200 block of Old Gate Road in Allen Township when a dispute developed involving family members. According to the criminal complaint, a juvenile family member told investigators that Moncrieffe had verbally threatened him, causing the juvenile to contact several relatives for help, including off-duty Philadelphia Police Officer Kenroy Anthony Cummings, 25. Cummings, who was Moncrieffe’s nephew, came to the residence.

According to witness statements described in the criminal complaint, Moncrieffe and Cummings became involved in a physical confrontation inside the home. The juvenile reported seeing Moncrieffe push Cummings as Cummings attempted to stand. The juvenile then entered and punched Moncrieffe twice in the face. Investigators said Cummings subsequently drew a Taurus G2C 9mm handgun and fired repeatedly at Moncrieffe. Court records state that Moncrieffe was shot six times in the head, with investigators alleging that Cummings fired additional gunfire after Moncrieffe had fallen.

Cummings told investigators that he acted in self-defense because he believed Moncrieffe was attempting to reach for Cummings’ concealed firearm. Moncrieffe was transported by Northampton Regional EMS to Lehigh Valley Hospital-Muhlenberg, where he was pronounced dead at 2:45 p.m. An autopsy determined that he died from multiple gunshot wounds, and the Lehigh County Coroner’s Office ruled the death a homicide.

After the shooting, Cummings left in an orange 2023 Kia Forte. Pennsylvania State Police later located him near Race Street and Airport Road in Hanover Township and attempted to stop him. Police alleged that Cummings fled, at times exceeding 100 mph through residential areas, failed to stop at a stop sign, and continued driving away while state troopers pursued. Cummings eventually drove back to the Old Gate Road residence, where he surrendered and was taken into custody.

Cummings was charged with criminal homicide and fleeing or attempting to elude an officer and was jailed without bail. The Pennsylvania State Police and Northampton County District Attorney’s Office are investigating the killing. The Philadelphia Police Department Internal Affairs Bureau opened a separate administrative investigation.

OFFICER BACKGROUND

Kenroy Anthony Cummings, 25, was a Philadelphia Police Department officer assigned to the 24th District and patrolled the Kensington area. Cummings had approximately two years with the department and held an entry-level officer rank.

Philadelphia Police Commissioner Kevin Bethel said the department had begun the process of firing Cummings following his arrest. Cummings remained subject to both the Pennsylvania State Police criminal investigation and a Philadelphia Police Department Internal Affairs investigation.
