OPEN RECORDS SUMMARY :

At approximately 4 p.m., police received a report that a woman had been abducted from her workplace at Mercy Health - West Hospital. Cincinnati Interim Police Chief Adam Hennie alleged that Cromwell pushed the woman from the driver's seat into the passenger seat of her vehicle and drove away with her still inside. The woman was able to contact family members, who notified police and provided information about the vehicle.

Cincinnati police subsequently located the vehicle in the area of Boudinot and Ramona avenues and attempted to stop it. Cromwell continued driving with the woman inside, beginning a pursuit that police said lasted approximately 45 minutes. Interim Chief Hennie said Cincinnati's pursuit policy generally restricts pursuits to violent felonies and that officers continued this pursuit because they were responding to a reported abduction with the victim still inside the vehicle.

Police used stop sticks during the pursuit but were unable to bring the vehicle to a stop. The pursuit eventually reached Green Township, where police used a SWAT vehicle to stop Cromwell near Werk and South roads, in the area of Our Lady of the Visitation School.

After the vehicle stopped, Cromwell got out. Police alleged that he was carrying a knife and approached officers. According to Hennie, officers repeatedly ordered Cromwell to drop the knife. Police body-camera footage reportedly shows Cromwell continuing toward an officer with the knife.

Two Cincinnati Police Department officers and one Green Township Police Department officer fired at Cromwell. Police said Cromwell was struck and fell, then got back up while still holding the knife and again moved toward officers. Officers fired again. Police said this sequence occurred more than once before Cromwell was finally incapacitated.

Cromwell was transported to a hospital and subsequently pronounced dead.
