REASON FOR CHASE: A Georgia State Patrol trooper stopped a white Audi after its driver failed to move over for an emergency vehicle with flashing lights on Interstate 20. After initially stopping, the driver fled from the traffic stop and a police pursuit followed.

NARRATIVE:
On 02/12/2021, 26-year-old Michael Ryan Lee Manago was killed while riding as a passenger in a vehicle that crashed during a Georgia State Patrol pursuit in Douglas County.

A Georgia State Patrol trooper was investigating a crash on Interstate 20 when the driver of a white Audi failed to move over for an emergency vehicle displaying flashing lights. The trooper initiated a traffic stop.

The Audi initially stopped. The trooper requested identification from the driver and directed him to move the Audi to the gore area for safety. As the trooper returned to his patrol vehicle, the driver made a U-turn and fled back onto Interstate 20.

The Georgia State Patrol pursued the Audi as its speed exceeded 120 mph. After approximately three miles, the fleeing driver exited Interstate 20 at Lee Road and traveled north for less than a mile before making another U-turn.

Law-enforcement officers had blocked the entrance ramp to prevent the driver from returning to Interstate 20. The driver then entered the opposing ramp traveling in the wrong direction and collided head-on with an oncoming vehicle.

Manago sustained fatal injuries in the collision. The two 67-year-old occupants of the vehicle struck by the fleeing Audi were seriously injured. They had been returning home from a church function and sustained injuries that included a compound arm fracture and multiple foot fractures requiring surgeries and rehabilitation.

The Douglas County District Attorney's Office later identified Manago as the passenger who died in the collision. His obituary identifies him as Michael Ryan Lee Manago, born 10/16/1994 and died 02/12/2021, making him 26 years old.

On February 12, 2021, 21-year-old bystander Isabella “Bella” Calhoun-Chipress was killed when a police chased an allegedly stolen minivan into her vehicle at Jamacha Road and Sweetwater Road. On February 11, 2021, Alexis Leigh Davis-Gooden, 35, was initially stopped by a Menands Police Department officer on Broadway in Menands, New York. After providing her information, the officer returned to his patrol car to run checks through state and federal systems. Before the officer could complete the stop, Davis-Gooden fled the scene in her vehicle, heading toward Watervliet. Shortly thereafter, she lost control of the vehicle and crashed into the front gate of the Watervliet Arsenal. Davis-Gooden was pronounced dead at the scene.

NARRATIVE:
On 02/10/2021, 67-year-old Larry Wayne Franklin of Waverly and his wife, 67-year-old Patricia Ann Dotson Franklin, were killed when a stolen pickup truck fleeing law enforcement crashed into their vehicle at U.S. Highway 70 and Clydeton Road in Waverly.

The GMC pickup had been reported stolen approximately two weeks earlier. At approximately 12:55 p.m., the vehicle's owner reported seeing his stolen truck on North Pine Street in Bruceton and followed it toward Camden on Highway 70.

During the flight through Benton County, McConahie rammed a vehicle being driven by the owner of the stolen truck on Sawyer's Mill Road. The collision disabled that vehicle. The owner was evaluated by emergency medical personnel but was not transported to a hospital.

On 02/07/2021, one person was killed when a vehicle crashed into a semi-truck during a Los Angeles Police Department pursuit in downtown Los Angeles.

At approximately 5:13 p.m., Los Angeles Fire Department personnel were dispatched to a traffic collision at 875 S. Alameda Street. LAFD reported that the collision was related to a police pursuit and referred questions concerning the pursuit to the Los Angeles Police Department.

The collision involved a passenger vehicle and a semi-truck. The passenger vehicle became pinned beneath the semi-truck, trapping one occupant inside.

Firefighters initially described the trapped occupant as being in critical to grave condition and began an extrication operation. A second person involved in the collision sustained non-life-threatening injuries.

At approximately 5:35 p.m., LAFD confirmed that the person trapped in the vehicle beneath the semi-truck had died at the scene. The incident was turned over to the Los Angeles Police Department for investigation.

NARRATIVE:
On 02/02/2021, Wayne Keith Smith Jr., 37, of Campobello, South Carolina, was killed when his vehicle struck a tree during a Polk County Sheriff's Office pursuit that began in North Carolina and continued into Spartanburg County, South Carolina.

Shortly after 9:00 p.m., a Polk County Sheriff's Office deputy attempted to stop Smith for a traffic violation in the Green Creek community of Polk County. According to the Sheriff's Office, Smith continued away when the deputy activated emergency lights and a pursuit followed.

The pursuit continued across the North Carolina-South Carolina state line into Spartanburg County. The Polk County Sheriff's Office initially reported that speeds during the pursuit reached approximately 90 mph.

Smith was traveling west on Ray Blackley Road in Spartanburg County when his vehicle left the left side of the roadway near Peachtree Road and struck a tree. Smith died at the scene.

The South Carolina Highway Patrol investigated the fatal collision. The Spartanburg County Coroner's Office identified the deceased driver as Wayne Smith Jr. of Campobello.

NARRATIVE:
On 02/01/2021, 20-year-old Jordan Southers of Angier was killed with three passengers when the car she was driving crashed into a pond during a North Carolina State Highway Patrol pursuit in Duplin County.

At approximately 10:13 p.m., a state trooper attempted to stop the Ford passenger car for speeding on NC Highway 24. Southers continued away from the trooper and a pursuit followed through Kenansville on Highway 24 before turning north onto NC Highway 11.

The subsequent Highway Patrol crash investigation determined that Southers drove at speeds reaching approximately 110 mph during the pursuit and at times drove with the vehicle's headlights turned off.

At the intersection of NC Highway 11 and NC Highway 903, Southers continued through a stop sign, crossed Highway 903 and left the roadway. The Ford struck a fence post and became airborne before landing upside down in a pond containing approximately 15 feet of water.

On 01/29/2021, 76-year-old William Tidwell Sr. of Jasper was seriously injured in a single-vehicle crash on Winston County Road 41 near Arley, Alabama.

According to the Alabama Law Enforcement Agency, Tidwell was speeding when his vehicle left Winston County Road 41, struck a utility pole and then struck two trees.

Tidwell survived the initial collision and was transported to a hospital with serious injuries. He died on 02/11/2021 from injuries sustained in the January 29 crash.

At approximately 9:30 p.m., Aurora police responded to an apartment complex in the 1200 block of Coventry Place after receiving reports of multiple people with guns in the parking lot. Police said people scattered when officers arrived and a white Dodge Charger rapidly left the property.

Other Aurora officers saw the Charger traveling at high speed on Indian Trail and running red lights. Officers briefly pursued the vehicle.

Police said the Charger traveled through a red light at Lake Street and continued east on Indian Trail. Officers terminated the pursuit and turned off East Indian Trail. Less than a minute later, officers encountered the aftermath of a collision at North Ohio Street and East Indian Trail.

The Charger had collided with a minivan at the intersection. One passenger in the Charger died at the scene. A second passenger was transported to a hospital in critical condition and died shortly afterward. Two occupants of the minivan sustained minor injuries.

The driver of a Chevrolet Malibu with gold-colored rims fled a high-speed traffic stop. Officers escalated the chase in Houston, lasting approximately 10 minutes. The chase ended when the driver lost control, crashing into a tree near the 1900 block of Evergreen Drive. The vehicle burst into flames, and the driver was pronounced dead at the scene.

On January 20, 2021, a male driver was killed following a police pursuit in Fontana, California. Fontana Police Department officers attempted to stop a vehicle in connection with an ongoing investigation. The driver did not stop. Police escalated a pursuit through Rialto and Rancho Cucamonga until the vehicle exited the 210 Freeway at Beech Avenue and collided with another vehicle occupied by a man and a woman. The male occupant of the struck vehicle was pronounced dead at the scene, while the female passenger and the pursued driver were hospitalized with injuries.

On 01/20/2021, 33-year-old Michael Hayes died following a police pursuit in St. Louis, Missouri. Officers attempted to stop a vehicle they believed to be stolen. The driver fled at high speed. Officers escalated a chase during which the fleeing Infiniti collided with another vehicle at the intersection of Chambers Road and Crete Drive. Michael Hayes, a passenger in the struck vehicle, was pronounced dead at the scene.

Officers received a report of a driver speeding through a neighborhood. Although they lost sight of the vehicle, they later observed it traveling at 114 mph in a 45 mph zone. The driver lost control, hitting a sign and a tree before coming to a stop. The driver, Juan Carlos Marquez, was killed.

REASON FOR CHASE: California Highway Patrol officers attempted to stop a group of dirt-bike riders after riders drove recklessly and against traffic on the San Francisco-Oakland Bay Bridge. Christopher Lee subsequently became a passenger on a dirt bike whose driver fled from CHP officers.
NARRATIVE:
On 01/17/2021, 20-year-old Christopher Lee of Beaumont, Texas, was killed during a California Highway Patrol pursuit on the San Francisco-Oakland Bay Bridge.

During the afternoon, several hundred motorcycle, dirt-bike and all-terrain-vehicle riders traveled through Oakland and San Francisco and onto the Bay Bridge. Shortly after 5:00 p.m., CHP officers encountered a smaller group of approximately 15 dirt bikes on the bridge. According to CHP, riders turned around after encountering officers and began traveling against traffic.

The group exited the bridge into San Francisco using the Sterling Street and Fourth Street ramps, traveled through downtown San Francisco, and then entered the bridge again using the Fremont Street on-ramp, traveling east on the upper deck of the westbound bridge.

Lee was initially operating his own dirt bike. According to CHP, he crashed near the Treasure Island ramp and abandoned that motorcycle. Another rider, 20-year-old Humza Zahoor of Stockton, California, picked Lee up as a passenger on his dirt bike.

CHP officers subsequently pursued the dirt bike carrying Zahoor and Lee. Near the Yerba Buena Island portion of the bridge, Zahoor attempted to evade officers by crossing or jumping a concrete median barrier separating portions of the bridge roadway.

The dirt bike struck the barrier and Lee was thrown from the motorcycle onto the roadway. A pickup truck traveling on the bridge then struck Lee. He was pronounced dead at the scene.

The San Francisco Medical Examiner's Office subsequently identified the deceased passenger as Christopher Lee, 20, of Beaumont, Texas.

CHP arrested Zahoor following the crash. He was booked into the San Francisco County Jail on suspicion of murder and other offenses arising from the fatal pursuit crash.

The 01/17/2021 San Francisco County fatality documented by the National Highway Traffic Safety Administration's Fatality Analysis Reporting System is consistent with the independently documented death of Christopher Lee: the date, jurisdiction, Bay Bridge roadway location and single fatality correspond to the fatal collision reported by CHP and multiple contemporaneous news organizations.

On January 17, 2021, at approximately 1:30 a.m., a Warsaw Police Department officer attempted to stop a vehicle on US-42 in Warsaw, Kentucky, for speeding. The driver, 31-year-old Josh Hodges of Florence, Kentucky, did not stop. Police escalated a chase during which he lost control of the vehicle while navigating a curve and collided with a concrete wall. A passenger, 54-year-old Shanda Marie Withrow of Hamilton, Ohio, was pronounced dead at the crash site. Hodges and another passenger sustained injuries and were sent to a hospital.
