OPEN RECORDS SUMMARY :

REASON FOR CHASE: Carroll County Sheriff's deputies pursued a stolen GMC pickup driven by Tory A. McConahie, who was also wanted on outstanding warrants in Carroll County. The pursuit began after the owner of the stolen truck reported seeing it in Bruceton. Deputy Kenny Tucker subsequently located the truck and recognized McConahie, who fled at speeds exceeding 100 mph.

NARRATIVE:
On 02/10/2021, 67-year-old Larry Wayne Franklin of Waverly and his wife, 67-year-old Patricia Ann Dotson Franklin, were killed when a stolen pickup truck fleeing law enforcement crashed into their vehicle at U.S. Highway 70 and Clydeton Road in Waverly.

The GMC pickup had been reported stolen approximately two weeks earlier. At approximately 12:55 p.m., the vehicle's owner reported seeing his stolen truck on North Pine Street in Bruceton and followed it toward Camden on Highway 70.

During the flight through Benton County, McConahie rammed a vehicle being driven by the owner of the stolen truck on Sawyer's Mill Road. The collision disabled that vehicle. The owner was evaluated by emergency medical personnel but was not transported to a hospital.

Carroll County Sheriff's Deputy Kenny Tucker joined the pursuit after the stolen truck entered Highway 70 from Old Bruceton Road. Tucker recognized McConahie and knew that he was wanted for a parole violation and had pending felony charges and outstanding warrants in Carroll County.

According to contemporaneous reporting based on law-enforcement accounts, McConahie reached speeds exceeding 100 mph while traveling through Camden, crossed double-yellow lines and nearly collided head-on with several vehicles. The pursuit continued east on Highway 70 toward New Johnsonville.

After the pursuit crossed the Tennessee River into Humphreys County, Humphreys County deputies moved to the front of the pursuit while Tucker continued several vehicles behind them.

Waverly police officers deployed spike strips as the pursuit approached Waverly, deflating one tire on the stolen truck. McConahie continued driving with the damaged tire.

At approximately 1:45 p.m., McConahie entered the intersection of Highway 70 and Clydeton Road against a red traffic signal and crashed into the vehicle occupied by Larry and Patricia Franklin. Both Franklins were killed.

McConahie sustained injuries and was transported to Three Rivers Hospital in Waverly. He was treated and released into police custody.

Waverly Police Department investigated the fatal collision. The 02/10/2021 Humphreys County entry in the National Highway Traffic Safety Administration's Fatality Analysis Reporting System, documenting two fatalities, corresponds with the independently documented pursuit crash that killed Larry and Patricia Franklin.

DISPOSITION:
McConahie was initially charged in Humphreys County with two counts of vehicular homicide, evading arrest, reckless driving, DUI, possession of drug paraphernalia and driving on a revoked license. His initial Humphreys County bond was set at $1,016,750. Additional charges were pursued in Carroll County in connection with the stolen vehicle and his conduct during the pursuit.
