NARRATIVE: On 12/09/2023, 85-year-old David Rearden of Edgefield was killed when a Dodge Ram fleeing Greenwood County sheriff’s deputies crashed into his Lincoln at U.S. 25 Bypass and West Laurel Avenue in Greenwood. Deputies had attempted to stop the Dodge after an improper turn on U.S. 25. The driver fled and deputies pursued. At approximately 12:50 a.m., the westbound Dodge collided with a Jeep and then struck Rearden’s southbound Lincoln. Rearden was transported to a hospital, where he died from blunt-force injuries. The Dodge driver was also hospitalized. South Carolina Highway Patrol investigated the fatal crash.

Police attempted to stop the BMW after observing it speeding and traveling without headlights. The driver fled at speeds reported around 100 mph before crashing into the vehicle carrying Mason, his 8-year-old brother Malikai and their mother. Mason and Malikai were killed. The case later became a focus of public complaints and official examination of San Diego police pursuit policy.

On December 7, 2023, at approximately 12:06 a.m., Anne Arundel County Police officers Corporal K. Schnell and Corporal E. Vasquez initiated an unauthorized high-speed pursuit of a sedan traveling at a high rate of speed with its headlights off on the Stoney Creek drawbridge in Pasadena, Maryland. The officers followed the vehicle without activating their emergency lights or sirens and did not notify dispatch or obtain authorization for the pursuit. The chase continued for over three miles, reaching speeds exceeding 100 mph. The pursuit ended when the sedan crashed into a utility pole at the intersection of Fort Smallwood Road and Bar Harbor Road. The passenger, 22-year-old Damione Gardner of Baltimore, was pronounced dead at the scene. The driver sustained life-threatening injuries and was transported to a hospital. Following the incident, both officers made factual misrepresentations and material omissions about their involvement in the pursuit. A subsequent investigation by the Maryland Attorney General's Office's Independent Investigations Division led to the indictment of Corporal Schnell and Corporal Vasquez on charges of misconduct in office.

On 12/08/2023, Luis Humberto Armenta Espinoza, 26, was killed when a Los Angeles Police Department officer driving a marked police SUV struck him as he crossed Century Boulevard near McKinley Avenue in South Los Angeles. Espinoza was transported to a hospital, where he died. LAPD subsequently released dash-camera and surveillance video showing the collision.

The officer, a woman assigned to LAPD's Community Safety Partnership Bureau, was driving eastbound on Century Boulevard with the police vehicle's emergency lights activated. Espinoza was crossing southbound approximately 75 feet outside the marked crosswalk when the SUV struck him. Video shows the impact throwing Espinoza onto the windshield and then down the roadway.

Although LAPD initially described the officer as driving with emergency equipment activated, subsequent reporting found that she was not responding to an emergency. Sources familiar with the investigation told the Los Angeles Times that she was instead running an errand for a member of a youth sports team affiliated with the department and was traveling at high speed.

Then-LAPD Chief Michel Moore publicly said he had "very serious concerns" about the officer's driving leading up to the collision. LAPD opened both a Multi-Disciplinary Collision Investigation Team investigation and an Internal Affairs investigation, and the collision investigation was presented to the Los Angeles County District Attorney's Office for consideration of criminal charges.

Espinoza's family subsequently filed a damages claim against the City of Los Angeles. Their attorneys alleged that the officer was improperly using the police vehicle's emergency lights despite not responding to an emergency and was speeding through the 35-mph zone.

LAPD has not publicly disclosed the driver's name in the sources located. She was approximately 30 years old and assigned to the Community Safety Partnership Bureau at the time she killed Espinoza. On 12/07/2023, 56-year-old Maria “Tonie” Schwab of Schertz, Texas, was killed when off-duty Chicago Police Officer Tiara Brown drove her SUV onto the sidewalk in the 300 block of North State Street in Chicago’s River North neighborhood. At approximately 12:30 a.m., Brown was driving when she became distracted while reaching for her cellphone, lost control of the SUV, jumped the curb and struck Schwab, pinning her against a metal fence. Schwab was transported to Northwestern Memorial Hospital, where she died. Brown was initially cited for failure to reduce speed, failure to keep in lane, negligent driving and using a cellphone while driving and was relieved of her police powers. Subsequent investigation found Brown had a blood-alcohol concentration of .093. She was charged with aggravated DUI causing death, aggravated use of a communication device causing death, failure to render aid and reckless driving.

The officer was found to be intoxicated above the legal limit when causing the accident and in February of 2024 was charged with Aggravated DUI/Accident/Death, one felony charge of Aggravated Use of Communication Device/Death, two misdemeanor charges of Failure to Give Info/Render Aid/Injury and one misdemeanor charge of Reckless Driving. She was also cited for Failure to Reduce Speed and Improper Traffic Lane Usage.

Officer Paul Tracey was working at a road construction site when a vehicle made a U-turn on the road, hit a vehicle, kept driving, hit and killed Officer Paul Tracey and a 36-year-old construction worker on the road, then pulled a knife and at knife point stole a police cruiser and drove away in it. He abandoned the cruiser and fled on foot and was arrested. Officer Paul Tracey and road worker Roderick Jackson both died from the impact of the fleeing car.

REASON FOR CHASE: Armed robbery and theft of an Amazon delivery van.

NARRATIVE: On 12/06/2023, 70-year-old Dr. Curtis Birchall was killed when a stolen Amazon delivery van fleeing Cleveland Heights police crashed into his vehicle on Interstate 90 in Cleveland. Earlier that day, police said Jalen Jackson stole the Amazon van at gunpoint near Summit Park Road and Cleveland Heights Boulevard. Cleveland Heights police located the stolen van and pursued it through Cleveland Heights and into Cleveland. Jackson drove the wrong way on I-90 before crashing into Birchall’s vehicle near Fulton Road. Birchall died from his injuries. Jackson survived and was arrested. He later pleaded guilty to charges including involuntary manslaughter, aggravated robbery and failure to comply and was sentenced to 30 to 35½ years in prison.

Troup County Sheriff’s Office announced that they chased a vehicle, escalated the hunt to 100 mph and attacked the vehicle with a PIUT maneuver which is known to be almost certainly lethal at such speeds and as expected, the car was hit by police, knocked off the road, ejecting a man and 2 women. The man died. The women were confirmed to be injured and in unknown condition. Police did not accuse the vehicle of anything other than not stopping on command and it appears that was why they were targeted by high-speed PIT and killed and injured.

A 22-year-old man in a Lamborghini caught the attention of NYPD with a female passenger allegedly ran a red light in Inwood, NY. Police initiated a traffic stop. Apparently, the driver initially stopped but for unknown reasons drove away. Police escalated a chase and hunted the vehicle into another car, then crashing into the support pillar of the subway with 2 trains passing overhead during the crash. It is not clear whether police profiled the young man but the Lamborghini turned out to be legally rented. The only reason police mentioned as cause for the fatal chase was a traffic infraction. A 21-year-old female died inside of the flames.

On December 10, 2024, a Minnesota State Patrol trooper attempted to stop a driver for speeding near Interstate 94 and Marion Street in St. Paul. The driver initially stopped but then drove away. Police escalated a "brief pursuit." The trooper allegedly discontinued the chase when the driver exited at Marion Street at high speed, crashing into a concrete wall. The driver, identified as 26-year-old Ahayna Elizabeth Sanders, was pronounced dead at the scene.

A Dunn County deputy began a high-speed car chase around 1:30 a.m. on December 1, 2023 that began in Dunn County. The person was hunted by the Dunn County Sheriff’s Office across 2 counties and many miles into another county. The vehicle being hunted at high speed until it crashed into a Wisconsin State Patrol vehicle that was “providing assistance” in the hunt. The driver who was not named died.

At least two law enforcement agencies were involved in this multi-jurisdiction fatal chase. Wisconsin State Patrol is handling the investigation and has not given a reason why this dangerous chase was undertaken.

Laurel PD set up a “safe checkpoint” and stopped 18-year-old Dakota Gray. Police felt they smelled marijuana and the driver fled with police chasing the vehicle at high speeds until it crashed into a tree, killing Dakota Gray. Police allege that they called off the chase just before impact, a very common police action when a fatal crash is likely. During a chase, a person is considered “in custody” with the PD bearing responsibility for the chase. If a crash is imminent at high speeds and the chase is “called off” moments prior, it is just an accident and no longer the result of a pursuit. This pattern is so repetitive that numerous cases can be found in this database by searching for the words “called off.” Dakota Gray, an 18-year-old driver died in such a called-off chase and a cannabis odor.

On 11/30/2023, 15-year-old Zy'Mier Zulueta was killed when the vehicle he was driving crashed into a wall during a Syracuse Police Department pursuit. The City of Syracuse subsequently identified Zulueta by name and age.

At approximately 3:25 a.m., Syracuse police officers on patrol saw a vehicle that had been reported stolen near South Salina Street and West Onondaga Street. Officers attempted to stop the vehicle at Clinton Street and West Onondaga Street. Zulueta continued driving, and police pursued him.

The pursuit continued for several blocks before Zulueta crashed into a wall at Seymour Street and South Wilbur Avenue. He was the vehicle's only occupant. Officers found him unresponsive and attempted life-saving measures, but Zulueta was pronounced dead at the scene.

A later Times Union investigation into fatal police pursuits in New York reported that the vehicle was a stolen Kia and that Zulueta crashed into the stone wall less than a minute after police attempted to stop him. The Syracuse Police Department Traffic Section investigated the crash, and the department said the New York Attorney General's Office would be notified under state law.

NARRATIVE: On 11/27/2023, 19-year-old Andres Saldana Sorto was killed when a stolen Kia Forte fleeing Houston police struck his motorcycle at FM 1960 and the Interstate 45 frontage road. At approximately 2:08 a.m., officers saw two vehicles racing northbound on I-45 near Gulf Bank Road at speeds exceeding 100 mph. An officer attempted to stop the Kia and pursued when its 16-year-old driver accelerated away. The pursuit continued north for approximately six minutes. The Kia exited at FM 1960 at more than 100 mph, ran a red light and struck Sorto, who had the green light while riding eastbound through the intersection. Sorto died at the scene. The Kia continued approximately half a mile before becoming disabled, and the driver fled on foot before being arrested.

A sergeant of Auburndale PD was apparently speeding to an emergency when he crashed at high speeds into a civilian car and killed a 5-year-old passenger. The officer was sent on a call where a fist fight had ensued between a deputy and civilian elsewhere. It is unknown whether the event was deemed such an emergency that warranted the risk to the public which led to the death of Jolena Englin.

NARRATIVE:
On 11/26/2023, 24-year-old Gunnar Lee Kratz of Sioux City was killed when the 2014 Dodge Charger he was driving crashed during a Sioux City Police Department pursuit.

At approximately 7:50 p.m., Sioux City police attempted to stop the Charger, which police said had been reported stolen earlier that day. Kratz continued driving and police pursued him through the west and north sides of Sioux City.

During the pursuit, police deployed stop sticks in an attempt to stop the Charger. At approximately 8:00 p.m., Kratz lost control and crashed in the 1700 block of Floyd Boulevard. He suffered life-threatening injuries and was transported to a local hospital, where he died from his injuries.

A Sioux City police officer who deployed the stop sticks was also injured during the incident and was taken to a hospital with injuries described as minor. Available reporting does not explain how the officer was injured or establish that the stop sticks caused Kratz to lose control.

A family fundraiser created the following day independently confirms that Kratz was 24 and died on 11/26/2023 in a car crash. It identifies him as the oldest of eight children.

NARRATIVE:
On 11/26/2023, 21-year-old William David Singleton was killed when his motorcycle collided with an SUV during a North Carolina State Highway Patrol pursuit in Raleigh.

Shortly before 4:15 p.m., a state trooper attempted to stop Singleton on U.S. Highway 401 near Old Stage Road in Wake County. Highway Patrol said the motorcycle was traveling 89 mph in a 45-mph zone and did not display a registration plate. The trooper activated emergency lights and siren and pursued Singleton when he continued driving.

The pursuit continued toward downtown Raleigh. Highway Patrol said Singleton turned right onto South Wilmington Street and continued toward Martin Luther King Jr. Boulevard. At the intersection, his motorcycle collided with a Dodge SUV traveling west on Martin Luther King Jr. Boulevard. Police said Singleton had entered the intersection against a red light.

Singleton was pronounced dead at the scene. No other injuries were reported. The North Carolina State Highway Patrol investigated the fatal crash.

On 11/25/2023, 32-year-old Jesse Ruiz was killed while riding as a passenger in a Ford Mustang that crashed shortly after Tempe Police Department officers attempted to stop its driver. Another passenger, 33-year-old Devin Anello, was also killed. The driver, 21-year-old Eddie J. German, survived.

At approximately 1:30 a.m., Tempe police officers saw the Mustang and another vehicle traveling at high speed near Rural Road and Terrace Road. NARRATIVE: On 11/25/2023, 31-year-old Maria Rangel was killed after Tempe police attempted to stop a Ford Mustang that officers observed street racing near Rural and Terrace roads at more than 150 mph. The Mustang fled the attempted traffic stop. Police said officers did not pursue it. Moments later, the Mustang crashed into a utility pole and palm trees on Rural Road just south of Broadway Road while traveling approximately 153 mph. The impact sent the vehicle airborne and ejected both passengers. Rangel was thrown approximately 80 feet and was transported to a hospital, where she died.

On 11/23/2023, 66-year-old Connie Allison of Des Moines was killed when the vehicle in which she was a passenger crashed during a Des Moines Police Department pursuit.

At approximately 1:30 a.m., Des Moines police attempted to stop the vehicle near Southeast 5th Street and Hughes Avenue because police said it displayed a false license plate. The driver did not stop, and police pursued the vehicle through the southeast side of Des Moines.

The pursuit ended near Southeast 8th Street and Emma Avenue when the driver attempted to turn and lost control. The vehicle left the roadway, entered a ditch and crashed. Allison was seriously injured and transported to a hospital, where she died from her injuries. The driver was also transported to a hospital with serious injuries.

Des Moines Police identified Allison as the passenger killed in the crash. Police said the Iowa State Patrol was investigating the fatal crash.

NARRATIVE:
On 11/23/2023, an unidentified driver was killed when a stolen Jeep crashed into a tree during a Forsyth County Sheriff’s Office pursuit in Lewisville.

At approximately 12:50 p.m., a Forsyth County sheriff’s deputy received an automated license-plate-reader alert for a stolen license plate near Country Club Road and Meadowlark Drive. The deputy notified communications and turned around after the Jeep, which was traveling on Shallowford Road toward Lewisville.

At approximately 12:55 p.m., another deputy located the Jeep and activated emergency lights in an attempt to stop it. According to the Sheriff’s Office, the driver accelerated away at high speed on Lewisville-Vienna Road and the deputy pursued.

At approximately 12:56 p.m., the driver lost control while traveling through a curve in the 600 block of Lewisville-Vienna Road. The Jeep left the roadway, struck a tree and came to rest in the front yard of a residence. Emergency medical personnel responded and found the driver dead at the scene.

The Forsyth County Sheriff’s Office said 34 seconds elapsed from the deputy activating emergency lights until the crash. The agency said both the Jeep and its license plate had been reported stolen to the Chesapeake Police Department in Virginia on 11/21/2023. The North Carolina State Highway Patrol investigated the fatal crash.

Iris Danea Billy was a pedestrian on the road when a deputy hit and killed her. The deputy fled the scene but was dispatched to the accident scene shortly after that when someone reported a body on the road. Officer Joshua Anderson pretended not to know anything about the fatal crash. A piece of his bumper was found at the crash scene. When he went home, Anderson removed the bumper. Police arrested him the next day.
