REASON FOR CHASE: Speeding and driving without headlights.

NARRATIVE: On 12/08/2023, 8-year-old Malikai Orozco-Romero was killed when a BMW fleeing San Diego Police Department officers crashed into the vehicle in which he was riding near the Interstate 805 off-ramp at 43rd Street. Police attempted to stop the BMW after observing it speeding and traveling without headlights. The 20-year-old driver fled, reaching approximately 100 mph. The BMW struck the vehicle carrying Malikai, his 4-year-old brother Mason and their mother. Both children were killed. The deaths subsequently prompted complaints and a San Diego Commission on Police Practices review of SDPD pursuit policy.
