On 10/27/2023, 30-year-old Anthony Wayne Grant of Elkhart was killed when his Chevrolet Cruze was struck by a semi-truck at County Road 1100 East and State Road 120 in LaGrange County after a multi-county police pursuit that began in Michigan.

At approximately 4:15 p.m., a Branch County Sheriff’s Department deputy attempted to stop Grant for speeding in Sherwood Township, Michigan. The pursuit continued through Matteson Township, west into St. Joseph County toward Burr Oak, back into Branch County and eventually south across the state line into Indiana.

Grant was traveling south on County Road 1100 East at a high rate of speed when the Chevrolet went through the stop sign at State Road 120 and was struck broadside by an eastbound semi-truck hauling potatoes. Grant was pronounced dead at the scene.

A 7-year-old boy was crossing the street in what is believed to have been the crosswalk with his mother when an NYPD tow truck turned the corner of Myrtle Avenue and North Portland Avenue just above Fort Greene Park. The tow truck during the right turn hit and killed the boy.

Kendra Outlaw, 16, was chased by DC Metro PD for driving a stolen car and crashed and died at Brentwood Road and Bryant Street and died as a result of the chase.

After a shooting was reported in Parramore, deputies arrived and began chasing a vehicle until it crashed into oncoming traffic. The fleeing driver died and the passenger was hospitalized. The man killed was not publicly identified.

NARRATIVE:
On 10/24/2023, 29-year-old Tylon Jordan of Fayetteville was killed when the Dodge Charger in which he was a front-seat passenger crashed during a Halifax County Sheriff’s Office pursuit on Interstate 95 South near mile marker 160.5.

Deputy D. Harrison was running radar near mile marker 169 when he clocked the Charger traveling approximately 117 mph. Harrison attempted a traffic stop, and the driver turned off the vehicle’s lights and continued southbound. Harrison pursued the vehicle.

The Charger left the roadway, struck a guardrail and overturned multiple times. Investigators estimated it was traveling more than 100 mph when it hit the guardrail. Jordan and the driver were ejected. Jordan died at the scene. The driver was critically injured, while two rear passengers were hospitalized in stable condition.

The driver was subsequently charged with death by motor vehicle, speeding to elude arrest, speeding, reckless driving and failure to maintain lane control.

An unnamed 50-year-old man on a motorcycle hit a deer on I-75 in Palmetto and was thrown from his motorcycle. Florida Highway Patrol came to help and ran over and killed the man who had been injured in the road.

Police began hunting a car in Wayne County, West Virginia and ended in Huntington after an intense high-speed chase by at least 2 police departments together. The chase ended when the vehicle crashed while being chased. A 68-year-old man was driving, and the passengers were identified as a 43-year-old man, a 16-year-old boy, and a 15-year-old girl. All four were transported to the hospital for medical treatment. Officials say the 16-year-old died at the hospital as a result of his injuries. Nazi memorabilia was found in the crashed vehicle. Police explained that this chase was drug-related.

On 10/23/2023, Tristan Carter was killed when a fleeing Camaro crossed into oncoming traffic and crashed into Carter’s vehicle on State Route 111 near mile marker 16 in Van Buren County.

A Van Buren County sheriff’s deputy detected the Camaro by radar and attempted to catch up to it to make a traffic stop. Deputies were unable to catch the vehicle because of its speed. The Camaro continued northbound at high speed, passing other vehicles before crossing into the southbound lanes and continuing northbound against traffic.

The Camaro narrowly missed a school bus before colliding with Carter’s vehicle near mile marker 16. Carter was pronounced dead at the scene.

Tennessee Highway Patrol investigated the fatal crash. The fleeing driver was later charged with reckless vehicular homicide, felony evading arrest involving risk of death to others, two counts of felony reckless endangerment, and DUI.

Cass County deputies were chasing a vehicle they felt to be stolen and escalated a chase when the car lost control on Old 205 and Cassopolis Road, hit a tree and the passenger, 49-year-old Adrian Smith died.

Correctional Officer Kelly Rolando was killed in a vehicle crash at 7:14 p.m. on the 54 Bypass in Mexico, Missouri. Officer Rolando was returning to the Northeast Correctional Center in Bowling Green from a temporary assignment at the University Hospital in Columbia when he collided head-on with a vehicle traveling southbound. He and Jeffrey Jappa, the driver of the other vehicle, were killed instantly.

NARRATIVE:
On 10/21/2023, 28-year-old Elvin Miranda Martinez died after being struck by a Honda CR-V on Interstate 5 in Marion County while fleeing arriving Woodburn police officers on foot.

Oregon State Police said Martinez was driving a Toyota Corolla southbound on I-5 and had been the subject of several driving complaints before crashing into the center median near milepost 293. OSP units were dispatched to the crash, but before they arrived Martinez drove away and continued southbound at high speed. He struck the median again and the Toyota eventually became disabled in the median near milepost 271.

A motorist stopped to check on Martinez. Police said Martinez attempted to take the motorist's vehicle keys. As Woodburn Police Department officers arrived, Martinez ran across the northbound lanes of I-5 and was struck by a Honda CR-V.

Martinez was transported to a hospital, where he was pronounced dead. The northbound interstate was closed during the investigation.

Cleveland PD admitted that they escalated a car chase in Cleveland with Willowick PD at high speeds until the vehicle crashed on 92nd Street and St. Clair Avenue. One person died in the massive crash with a third-party vehicle as a result of the police chase. Police did not say why they escalated this deadly chase.

Around 11:15 p.m. on October 21, 2023, Bay PD Officer Shull informed dispatch that he was “in pursuit of a side-by-side.” Several minutes into it, Shull informed dispatch that he had hit the driver. In his next radio call, Shull mused that the vehicle “may be stolen” and he justified this assumption by stating that “it is brand new.” It is not known what type of vehicle it had been. Only 26 seconds later, Officer Shull again radio’d dispatch and announced “I just hit him. Dispatch. He wrecked out.”

Less than a minute later, Officer Shull was back on the radio, requesting an ambulance and then asking for a medical helicopter because McMasters was “bleeding from the nose and mouth.” A total of 80 seconds after the crash, he announced that McMasters was “10-7”, the code for "deceased."

The family of Steven Kyle McMasters disputes the officer’s remarks that the vehicle may be stolen which was the assumption that led Officer Shull to make the fatal decision to chase the vehicle on an apparent profiling assumption. Officer Shull then announced beer “near” the side-by-side, formulating the next accusation against the deceased motorist. The family strongly denies the claims about intoxication and has hired a lawyer.

Bay Police Chief declined to release information about the incident. The City of Bay has cited an ongoing investigation into their inability to remove the incident’s body and dash camera footage. The Arkansas State Police are currently involved in the investigation.

Bay PD Police Chief Keith Milam declined giving more information about the crash. He also refused to allow the City of Bay to investigate the bodycam and dashcam footage.

Chief Milam initially stated the officer would not be placed on leave for this incident. This was changed later when the case began being dissected in the media and Shull was then placed on paid administrative leave.

Chief Milam stated he could not comment because Arkansas State Police were investigating the critical incident. Arkansas State Police were questioned about this by media and said they were not aware of any investigation. Bodycam and dashcam allegedly exist and have again been requested by media but so far were met with the unwillingness of the Police Chief to share these records. Renton PD and Washington State Police chased a vehicle at high speed for undisclosed reasons until the driver crashed into an SUV on the highway at 154th Pl. SE at around 10:16 p.m. The fleeing driver died and the third-party SUV driver was critically injured with current condition unknown.

A Baton Rouge officer crashed into eight vehicles while racing to Government Street where someone had allegedly fired at police. The officer involved in this wreck was traveling at unknown speed, hit a Domino’s delivery driver and 7 other cars. The impact ejected the engine of the pizza delivery vehicle and sent it airborne. Caleb James Chapetta, a third-party motorist who was on the road when the police cruiser crashed into multiple cars at once, was ejected from his vehicle from the high-speed impact and died. The exact speed of the officer is unknown. Also unknown is the necessity of the racing cruiser as multiple vehicles typically respond to a “shots fired” call and the need for numerous police cars to race through town commonly presents duplicate efforts and risks.

Police chased a man and woman for shoplifting, were chased by police. A first collision occurred and the woman’s body was seen hanging out of the drivers’ side window. Then a second collision occurred and the vehicle was hit on that side, killing her. This was done by police for the stated reason of simple shoplifting.

NYPD hunted a man described only as being in his 20s on a scooter who fit the description of someone sought in a robbery elsewhere. Police escalated a hunt against the scooter just before noon in the location depicted above, sourced from Google View. The chase ended when he collided at the above intersection with a box truck and died.

The hunt after this scooter was part of a wider NYC approach to crack down on scooters because Mayor Adams feels that too many crimes are being committed by people who escape on scooters. There have been a number of aggressive incidents including at least 2 deaths in NY with attacks by police on scooter drivers in 2023 so far due to these new policies, this being the third known to us.

Miami PD attempted a traffic stop and police from the interventional robbery unit allegedly chased the vehicle. The driver allegedly closed the door and the detective’s hand was caught in the door. The car fled and police escalated a chase until the vehicle rolled over and crashed into a house, causing significant damage to the home. Police allege that a gun flew out of the vehicle when it rolled over and was found nearby. Police state that the vehicle was a rental car and that it was not clear whether it was stolen or if the teenager had been permitted to drive it at this time. It is unclear why police created this deadly chase as no reason was given when Miami PD reported the death.

Daniel Brown, an unhoused 63-year-old cyclist, was riding east on State Road 200 around 3 a.m. near On Top of the World, a retirement community. East of the intersection with Southwest 80 Avenue, a sheriff’s office SUV came flying at 96 mph in a 50 mph zone without lights or sirens and with evidence that no brakes were ever used and hit and killed Brown on his bicycle. The deputy told troopers he could not see the cyclist before hitting them. Daniel Brown died at the scene.
Deputy Jaglal could have been charged with vehicular homicide but was cleared of criminal charges and was cited for failure to use due care when approaching a pedestrian or bicyclist. The ticket, the only repercussion for this deputy, requires a mandatory court appearance. Jalal's driver's license could be suspended for up to six months, and he could be fined up to $1,000. The case is pending a court appearance.

Round Lake Beach PD were called to a residence where a man who had once had a relationship with the resident had arrived and was unwanted. The resident had called police and the man left. Police allege that he had a meat cleaver at one point but there is no report of violence so far reported during the home invasion event.

Police arrived and looked for him, found him and hunted him westbound on Rollins Road. Police escalated a chase and promptly “called off the chase” before the vehicle crashed into 2 parked cars. The force of the pursuit crash was such that one of the parked vehicles spun into a 55-year-old man who was there to look at the vehicles as they were for sale. The 55-year-old was transported to the hospital in unknown condition and his survival is unknown. The man who had been hunted by police into this crash died and was identified as 38-year-old Lamar Chargois.

NARRATIVE:
On 10/18/2023, 38-year-old Lamar Chargois of Decatur was killed when his Nissan crashed shortly after Round Lake Beach police attempted to stop him and pursued him on Rollins Road.

At approximately 4:15 p.m., Round Lake Beach police responded to a reported domestic home invasion in the 100 block of Beach View Drive. Police were told that a man involved in a terminated relationship with a resident had attempted to enter the home and then left in a 2010 Nissan.

A responding officer spotted the Nissan traveling west on Rollins Road and activated the police vehicle's emergency lights to stop it. Chargois accelerated away at high speed. Police began following but terminated the chase because of traffic and safety concerns.

Chargois continued west at high speed. Near Lotus Drive, the Nissan left the roadway and crashed into two parked vehicles in the 800 block of West Rollins Road. One of the parked vehicles was pushed into a 55-year-old pedestrian, injuring him. Chargois was trapped inside the Nissan and pronounced dead at the scene.

Kerrville PD saw a white Honda sedan when they were looking for a stolen vehicle fitting that description. Police escalated a high-speed chase which ended when the vehicle being chased crashed into a pickup truck. The driver of the pickup was critically injured and airlifted to a hospital and a second hospital in unknown condition. The driver of the white Honda that had been chased died. The person was only identified as male without disclosure of his identity. Police initially stated they chased the vehicle because it “fit a description” of a stolen vehicle and police also initially also claimed the vehicle was stolen during an “armed carjacking” but have not followed up and given any details under which circumstances or alleged weapons threat the vehicle had been stolen and if this was indeed the same vehicle police hunted into this wreck.

Vallejo PD chased a car they believed was stolen at 60 mph in a quiet neighborhood. The vehicle crashed during the chase, pinning a 76-year-old local neighbor between 2 cars in his yard. The man had severe leg injuries and died.

Brady Hanna was driving on Route 41 when hit and killed by a police chase crash caused by a lengthy police pursuit of a stolen Ford F-150. Brady Hanna was a firefighter at the Nettie Fire Department. On October 16, 2023, Cullman County deputies hunted a vehicle into Jefferson County for undisclosed reasons. Police allege that there was a shootout between them and the fleeing vehicle. Police kept up the chase until the vehicle crashed in the Kimberly/Morris area. Police state that a “suspect” is dead without explaining what this person described with this criminalizing word is allegedly guilty of, also only vaguely admitting his death without clarifying whether they shot or hunted them to death or if this was a suicide under police duress.

Harrison County deputies pursued Howard after he allegedly failed to come to a complete stop at a stop sign before turning onto Simpson Street.

On 10/16/2023, 27-year-old Bryan Lee Howard was killed when he crashed his motorcycle during a high-speed Harrison County Sheriff’s Office chase in the Clarksburg area.

The chase began after deputies allegedly saw Howard fail to come to a complete stop at a stop sign before turning onto Simpson Street in the Summit Park area. Deputies pursued Howard for approximately five minutes over narrow, dark roads at speeds that reportedly exceeded 115 mph.

During the chase, deputies reportedly saw Howard nearly strike a deer and nearly lose control of the motorcycle but continued pursuing him. Howard ultimately lost control, was thrown from the motorcycle and suffered fatal injuries.
