On June 20, 2025, at approximately 11:17 PM, a Lodi Police Department officer observed a vehicle driving recklessly near South Cherokee Lane and East Vine Street. The officer activated emergency lights and sirens to initiate a traffic stop. The driver did not stop. Police escalated a chase that ended when the vehicle entered the on-ramp to southbound Highway 99 at Century Boulevard. The vehicle lost control, rolled over, and came to rest on its roof. Emergency personnel extracted the 19-year-old driver, who was pronounced dead at the scene. A passenger exited independently and was transported to a local hospital with non-life-threatening injuries. The San Joaquin County Officer Involved Critical Incident Protocol was activated. An investigation is being conducted by Lodi PD, the San Joaquin County District Attorney’s Office, the California DOJ, the San Joaquin County Medical Examiner, and CHP is leading the crash reconstruction.

On 06/20/2025 at approximately 6:14 p.m., a Chula Vista police officer was speeding westbound on Olympic Parkway with lights and sirens activated, responding to a radio call. Simon Robledo was traveling eastbound on his motorcycle, approaching Windingwalk Street. The police vehicle turned left into Robledo’s path, resulting in a forceful collision with the passenger side of the patrol car. Robledo suffered fatal injuries and was pronounced dead at a local hospital. The officer was evaluated at the same hospital and released. The California Highway Patrol has taken over the collision investigation.

The deputy escalated the pursuit on Highway 450, during which Jonathan Townsend’s motorcycle, carrying passenger Amber M. Cisneros, collided with a pickup truck in the 5300 block area. Both Townsend (43) and Cisneros (44) died at the scene from crash injuries. The Wyoming Highway Patrol is investigating.

On June 19, 2025 at approximately 7:20 p.m., a Phoenix Police Department officer was traveling northbound on Cave Creek Road when a collision occurred at the intersection with Pinnacle Peak Road. Erik Sosteno Yrigollen was driving westbound and ran a red light, striking the passenger side of the marked police Tahoe. Yrigollen was transported to a nearby hospital in critical condition, where he later died. The officer received non-life-threatening injuries and was also evaluated at the hospital. Phoenix PD detectives, along with the Arizona Department of Public Safety and Maricopa County Medical Examiner, are conducting the investigation.

On May 8, 2025, deputies from the Kershaw County Sheriff’s Office attempted to stop Antwan Washington for a moving violation of failure to yield. Washington did not stop. Kershaw County deputies escalated a high-speed pursuit that reached speeds up to 85 mph, traversing dirt roads, highways, and wooded terrain. The chase ended near Providence Road when Washington crashed his vehicle. Deputies secured the scene, and Washington was transported by air ambulance to a hospital. On 05/23/2025, Larimer County Sheriff’s Office Sergeant Samuel Roth attempted to stop a Toyota Camry after identifying the driver, Kenneth Lujan, as a wanted fugitive with an active felony warrant.

EVENT NARRATIVE:
On 05/23/2025, Sergeant Samuel Roth attempted to stop the Toyota Camry in Fort Collins. The driver continued driving away and Roth escalated a pursuit. During the pursuit, the Camry struck a brick mailbox at 6001 South Ridge Greens Boulevard but continued driving.

Roth continued pursuing the Camry through south Fort Collins. Investigators later reconstructed and mapped the pursuit route. Roth ultimately performed a tactical vehicle intervention, or PIT/TVI maneuver, against the Camry. The maneuver caused the vehicle to crash, and the Camry caught fire.

Roth stopped and extinguished the engine fire. Officers broke a window to gain access to the rear seat and removed Timothy Lobato and another passenger. Lujan was found in the driver’s seat. All three people were transported to hospitals. Lujan suffered multiple serious injuries and Lobato suffered extensive, life-threatening injuries.

Lobato remained alive for nearly four weeks following the police pursuit crash before dying from his injuries on 06/18/2025. His death certificate attributed his death to injuries sustained in the collision. Lobato was 54 years old; an obituary identifies him as Timothy Rae Lobato, born 10/16/1970.

DISPOSITION:
The Eighth Judicial District Critical Incident Response Team investigated Sergeant Samuel Roth’s use of the PIT/TVI maneuver and the circumstances of the fatal crash. The Larimer County District Attorney subsequently determined that Roth’s actions were legally justified and did not criminally charge him for his role in initiating the pursuit and performing the maneuver that preceded the fatal crash.

OFFICER BACKGROUND:
The pursuing officer was Larimer County Sheriff’s Office Sergeant Samuel Roth. Sergeant Samuel J. Roth was involved in two serious pursuit/use-of-force incidents within 74 days in 2025. On 03/10/2025, Roth joined a pursuit of a mini dirt bike that continued onto the Spring Creek Trail and through Edora Park at approximately 30–40 mph; after the rider crashed and then fired a handgun at Deputy Jason Hart, Roth fired eight rounds, striking the rider. The Eighth Judicial District Attorney ruled Roth’s shooting legally justified and filed no charges.

On 05/23/2025, Roth pursued Kenneth Lujan’s Toyota Camry in Fort Collins and performed the PIT/TVI maneuver that caused the vehicle to crash into a tree and catch fire. Passenger Timothy Rae Lobato suffered catastrophic injuries and died on 06/18/2025. The Critical Incident Response Team investigated Roth’s conduct, and the District Attorney again found him legally justified and filed no criminal charges.

On 06/14/2025 at approximately 12:41 a.m., Ocean Springs Police Department officers attempted a traffic stop on a Harley-Davidson motorcycle near Bowen Avenue. The driver, Joseph Jereidini, 26, did not stop, and officers escalated a chase north on Cox Avenue into unincorporated Jackson County. The pursuit continued as Jereidini entered Bienville Boulevard (Highway 90), where he collided with a westbound silver Chrysler 300 at the intersection with Cox Avenue. Jereidini was transported to Ocean Springs Hospital, where he was pronounced dead. The driver and passenger of the Chrysler 300 were hospitalized at USA Medical Center in Mobile. The driver, later identified as 27-year-old Jose Armando Ceja, did not stop. Deputies escalated into a high-speed pursuit, reportedly reaching speeds well over 100 mph. The collision forced Zanguina’s Jeep back into active lanes of traffic, causing a five-vehicle chain reaction crash involving a GMC Sierra pickup truck, a Lincoln Aviator SUV, and a Volkswagen Passat. Zanguina was pronounced dead at the scene. Several other drivers and passengers, including the trooper, sustained injuries and were taken to area hospitals. According to family statements shared through local community groups and obituary notices, Zanguina was described as a devoted father of two young children and a respected figure in the local West African community.
