Whitfield County deputies saw a silver BMW driven by Jeffrey Thomas drive too fast and commit traffic infractions and began a high-speed chase on I-75. An officer initiated a PIT maneuver at high speeds, causing the BMW to run off the road, hit a guardrail, flip over and eject Thomas who died as a result. No record can be found at this time that Mr. Thomas had been accused of anything other than speed.

A Forsyth County deputy alleged that he saw Randall Mize operating a vehicle unsafely. The deputy attempted a stop but the car sped off at a high rate of speed. Police escalated a chase and he crashed and died.

Crawford County Sheriff’s Deputy William Owenby attempted to conduct a traffic stop for speeding. Owenby escalated a chase and Denrick Stallings crashed, reportedly exited the vehicle and ran away from Owenby. Tasered, Stallings fell to the ground where Owenby struggled with him, finally shooting him dead, claiming that Stallings had reached for his gun.

Deputy Owenby had shot and killed a man in May 2020 during a similar situation, beginning with a car chase.

On May 1, 2020, Deputy Owenby had also escalated a high-speed chase and when catching up with the driver Jamie Lamar Darley, shot and killed him.

Calhoun PD were sent to a burglary in progress, encountered a man, demanded he show his hands, tasered him and shot him dead. Initial report stated that he had a knife while a subsequent report stated he had been unarmed.

On 12/27/2021, Savannah Police responded to a reported armed robbery at a retail business on Martin Luther King Jr. Boulevard and approached Kevin Dubois outside the business while he held a handgun. Officers attempted to detain him and he continued running away along nearby streets while officers chased him. During the pursuit, officers reported that he raised the handgun toward them. Two officers opened fire and struck Dubois. He was transported to a hospital where he died. Investigators documented recovery of a handgun and cash at the business location. The Georgia Bureau of Investigation conducted an independent investigation and forwarded findings to the district attorney for review.

On 12/24/2021, DeKalb County Police responded to a reported shoplifting incident at a retail store on Gresham Road during busy holiday shopping hours. Officers contacted Benny Antonio Hood inside the store and police engaged him in a shootout in the retail area while customers were present. Officers opened fire and struck Hood. On 12/21/2021, Savannah Police investigated an aggravated assault involving a stolen vehicle and stopped the vehicle without locating Shawn Martin. The driver directed officers to a residence on Vassar Street connected to him. Officers entered and searched the home and located Martin inside a closet while he held a knife. Officers issued commands and Martin moved out of the closet holding the knife. Two officers opened fire and struck him. He died inside the residence. Authorities initiated review of the shooting and reported no criminal charges against the officers.

On December 19, 2021, 62-year-old Walter Passmore of Loganville was killed by a police pursuit in Walton County, Georgia. Police had escalated a chase when deputies attempted to stop Passmore's vehicle for a traffic violation. Passmore did not stop. Police began a chase that ended when his vehicle collided with another car at the intersection of Highway 11 and Monroe Jersey Road. Passmore was life-flighted to Atlanta Medical Center with serious injuries and later succumbed to those injuries. The driver of the other vehicle was transported to Piedmont Walton Hospital with non-life-threatening injuries. The Georgia State Patrol is investigating the incident.

On 10/11/2021, Richmond County sheriff’s deputies stopped a vehicle in Augusta, Georgia, citing a license plate cover violation. Jermaine Jones Jr. was riding in the rear passenger seat along with family members. After hours of negotiations, SWAT entered the home and found Lillian Bishop dead from a gunshot, and police said they found Jeffrey Lawrence Bishop dead elsewhere in the home with what police described as an apparent self inflicted gunshot wound. Reporting reviewed does not describe police firing at Bishop, and the available accounts attribute his death to a self inflicted gunshot during the standoff, based on police statements.

On 09/18/2021, Smyrna police responded to reports of a man with a gun making suicidal remarks at an apartment complex near N Lincoln Trace Avenue. Police stated officers tried to talk with Thurmond for several minutes. Police stated he raised a gun toward officers and an officer opened fire, striking him. He was taken to a hospital and died. On 09/17/2021, Cobb County police responded just after midnight to a domestic disturbance call described as involving a suicidal man in the 4500 block of N Landing Drive in Marietta. Police stated Wilbanks was holding a knife when officers encountered him outside. Police stated he moved toward officers while still holding the knife, and an officer opened fire, killing him. Police stated Robert Parks barricaded himself inside an apartment with another person. Police alleged Parks had a firearm. On 09/10/2021, Georgia State Patrol troopers stopped a vehicle on GA-22 in Douglasville, Georgia, for a traffic violation. Police stated the driver did not provide identification and asked to speak with a supervisor. Police alleged that during the stop, the driver remained in the vehicle and that a trooper struck the vehicle window. Police stated the driver then drove away and troopers chased the vehicle at high speed. Police reported that during the pursuit, a trooper used a PIT maneuver, causing the vehicle to leave the roadway and overturn. Le'den Boykins, a 12-year-old passenger in the vehicle, was killed in the crash.

On August 29, 2021, a pregnant woman was killed when a stolen car being pursued by Newton County deputies crashed into another vehicle at the intersection of Highway 36 and Henderson Mill Road in Covington, Georgia. The woman bystander was in the struck vehicle and died from injuries sustained in the crash. Her identity was not released publicly. The pursuit began after the vehicle was chased by law enforcement.

On 08/24/2021, deputies from the Clayton County Sheriff’s Office went to an apartment at 2135 Godby Road in College Park, Georgia, to locate Tory Brown. Police stated Brown was wanted in connection with a probation violation. According to police statements, deputies requested that Brown exit the apartment and alleged that he refused to do so. Deputies then forced entry into the apartment. Police alleged that after entry, Brown moved toward deputies and did not comply with commands. A deputy fired a gun, striking and killing Brown inside the apartment. Police stated that Brown did not have a weapon at the time he was shot. An investigation into the shooting was pending, and a civil lawsuit related to Brown’s death was later filed.

On 08/21/2021, deputies from the Liberty County Sheriff’s Office responded to a report of a domestic dispute at 186 Maggie Lane in Allenhurst, Georgia. Deputies encountered Daryl Jay Carr at the residence and police stated the situation escalated into a hostage situation involving Carr’s wife and three children. A special response team was dispatched and negotiators secured the release of the three children. During ongoing negotiations, police stated Carr said he would shoot law enforcement if they attempted entry. At one point Carr’s wife exited the home by jumping from an upper floor onto a trampoline set up by officers during the negotiation process. After negotiations were no longer effective, the special response team deployed tear gas and a flash device to make entry. Police stated that while attempting entry, they encountered Carr on an upstairs landing and shots were fired. Carr was struck and transported to Liberty Regional Medical Center, where he later died. Authorities stated a firearm was located. An independent investigation by the Georgia Bureau of Investigation was underway at the time of reporting.

On 08/18/2021, Cobb County police initiated a traffic stop in Marietta, Georgia, after officers reported observing a vehicle driving erratically. According to police, the driver, identified as Devonte Dawayne Brown, did not comply and continued driving. Officers later surrounded Brown’s vehicle and boxed it in. On 08/09/2021, deputies from the Whitfield County Sheriff’s Department in Georgia responded to multiple 911 calls reporting a shooting near Chattanooga Road and Westgate Drive in Rocky Face. When deputies arrived they encountered an armed man, identified as Steven Ray Bailey. According to the Georgia Bureau of Investigation, deputies attempted to negotiate with Bailey for several minutes before he began firing a handgun at them.
