A disturbance call was received for Lowes Home Improvement in Davenport involving a problem with terminating an employee and retrieving a company vehicle. The man allegedly refused to return the vehicle and threatened he was armed with a pistol and rifle.The man fled but was tracked via GPS signal. Police tried to pull over the vehicle and a vehicle chase ensued. The vehicle unexpectedly ran off the roadway to the east, entered the ditch and struck a tree. Deputies approached the vehicle and found the driver dead from an apparent self-inflicted gunshot wound, according to police.

David Downing was chased for a traffic violation near Ida Grove. He lost control near the Crawford Creek Recreation area and struck a tree, rolled his vehicle several times and he was pronounced dead at the scene of the crash. On 12/08/2021, officers responded to a report from a woman who stated a man followed her vehicle through Iowa Falls and struck her car. Officers located Jared Lynn Risius at the intersection of Siloam Avenue and River Street and ordered him out of his vehicle. Officers reported he displayed a shotgun and remained inside the vehicle. Officers opened fire during the confrontation and struck him. He died at the intersection. Authorities initiated investigation of the shooting and reported no charges at the time of public reporting.

An officer saw a van driving in reverse on Southeast 14th Street before it entered a parking lot. The officer stopped the van and questioned the driver, who gave a false name. The driver, identified as Donald Hill, ran from the scene on foot. The officer chased Hill, and they began struggling. Around 8 p.m., the officer radioed for help, reporting a violent encounter. As Hill ran into Southeast 14th Street, the officer followed. A vehicle struck both Hill and the officer. Hill died at the scene, and the officer suffered injuries.

On 09/11/2021, Winnebago County Sheriff’s deputies responded to a reported assault at 164 Van Buren Street in Thompson. Police later said the call was a ruse. Police said Deputy Josh Douglas encountered resident James Anderson, 48, who had a loaded 9mm handgun and refused to drop it while officers negotiated for nearly ten minutes. Police said Anderson was despondent over a recent medical diagnosis and pointed the gun toward officers, after which Douglas shot him once. Police said Anderson later died from the gunshot injury. The Iowa Division of Criminal Investigation investigated, and the Iowa Attorney General’s Office later ruled Douglas’s use of deadly force legally justified.

On September 8, 2021, around 12:04 p.m., a Linn County deputy attempted to stop a blue Nissan Altima reported in a domestic disturbance. The driver, Leo Alan Ray, refused to stop. A pursuit began but was called off near Highway 151 and Wright Brothers Boulevard due to safety concerns. Shortly afterward, Ray’s vehicle crossed the center line on Highway 151 near the 300 block and collided nearly head-on with a northbound Kenworth dump truck. Ray and his female passenger were ejected and died at the scene. The truck driver was not injured.

On May 31, 2021, a Linn County deputy attempted to stop a reportedly stolen vehicle near Center Point. The juvenile driver did not stop, and officers escalated a chase that continued northbound on I-380 and westbound on Highway 150. In the 2800 block of Highway 150, both the driver and a juvenile passenger jumped from the moving vehicle. The driver was struck by the car and died at the scene. The vehicle continued moving and crashed into a home; no one inside was injured. The Iowa State Patrol is investigating.
