Location : 93 West Union Street

City : Athens

County : Athens

State : Ohio

Agency : Athens Police Department; Ohio University Police Department; Athens County Special Response Team; Columbus Division of Fire Bomb Squad; Federal Bureau of Investigation; Athens County Sheriff’s Office

Officer(s) : Not Disclosed

Cause of Death : Suicide

Event : Suicide under police duress

OPEN RECORDS SUMMARY :

At approximately 1:20 p.m. on August 7, 2025, Athens Police officers responded to the Beasley Mill apartment complex at 93 West Union Street for reports of a shooting. Officers arrived to find a woman with gunshot wounds; she was stabilized and flown to a Columbus hospital. Witness statements and scene evidence led police to identify 70-year-old Joseph C. Jennings as the shooter, barricaded inside an apartment. A note recovered at the scene claimed there were explosives inside, triggering a full-scale tactical escalation.
Command activated the Athens County Special Response Team (SRT) and requested support from the Columbus Division of Fire Bomb Squad and the Federal Bureau of Investigation. The bomb threat prompted a rapid evacuation of nearby buildings and cordoning of several blocks. Armored vehicles were positioned to shield entry teams and block all approaches. SRT operators in full tactical gear established layered perimeters, with sniper-observer teams covering all sightlines and shield-bearing breach units staged for immediate assault.
Negotiators bore down by phone and loudspeaker, but Jennings did not respond. The SRT maintained an aggressive, high-visibility posture while the bomb squad prepared for potential detonation mitigation, staging robots and specialized equipment outside the structure.
When continued silence indicated no movement inside, a drone equipped with live video feed was flown into the apartment under the cover of armed overwatch. The drone located Jennings unresponsive on the floor with a visible firearm. SRT entry teams moved in under ballistic protection, confirmed he had sustained a self-inflicted gunshot wound, and secured the weapon. No explosives were found inside after a complete bomb squad sweep.
The scene was declared safe, and investigators began processing ballistic evidence, the threatening note, and all tactical video recordings.

OPEN RECORDS SUMMARY :

Shortly after midnight on August 5, 2025, troopers from the Ohio State Highway Patrol initiated a high-intensity vehicle stop on Interstate 70. When the driver refused to yield, the operation escalated into a jurisdiction-spanning pursuit westbound. The Belmont County Sheriff’s Office, along with Bridgeport, Martins Ferry, and St. Clairsville police departments, rapidly coordinated to establish multi-point containment and intercept positions along the interstate corridor.

Aerial overwatch (via helicopter) maintained visual tracking of the fleeing F‑150 at high speeds, ensuring continuous situational awareness.
Ohio State Patrol and local units positioned spike strips and patrol vehicles to obstruct and slow the vehicle's escape trajectory near milepost 216.
Pursuit units pressed forward, weapon systems trained, prepared to engage.
The vehicle ultimately crashed into a barrier near milepost 216. First responders converged instantly, establishing a secure perimeter. The driver was located inside with an apparent self-inflicted gunshot wound. Deputies executed immediate life-saving measures: CPR and emergency response protocols. The man was declared dead.

Event : Killed by police during domestic violence call

OPEN RECORDS SUMMARY :

On Sunday, July 13, 2025, Middletown Police officers responded to a domestic violence call and welfare check at a residence at 3013 Mohawk Street. Reports indicated that a woman inside the home was possibly in danger. Upon arrival, officers encountered 60-year-old Ronald Hazen Kerr, who was allegedly involved in a violent altercation with a female resident, later identified as Lisa Marie Gilbert, 53.
According to official statements, officers attempted to communicate with Kerr, who was inside the home and initially refused to exit or cooperate. He was pronounced dead at the scene.
Officers later entered the residence and found Lisa Gilbert deceased inside the home from apparent gunshot wounds. Authorities have not publicly confirmed whether her death occurred before or during the police response. Initial statements suggest Kerr may have shot and killed her prior to the officers’ arrival, but the timeline remains under investigation.
Police have not confirmed how many officers discharged their weapons, what type of firearm Kerr used, or whether body camera footage will be released. The Ohio Bureau of Criminal Investigation (BCI) is handling the use-of-force investigation, while the Butler County Prosecutor’s Office is overseeing the case review.
As of this writing, the names of the involved officers remain undisclosed, and their duty status has not been publicly updated. No prior criminal record or domestic violence history for Kerr has been reported in available public records.
The incident has prompted community concerns over escalating domestic violence and mental health responses. A growing memorial has formed near the Mohawk Street residence in remembrance of Lisa Gilbert, whose family described her as kind and generous. Autopsies for both Kerr and Gilbert are pending, and further details are expected once BCI completes its investigation.
