***UPDATE 10/15/2023: While the DA initially cleared the shooter officers, the Washington County Coroner spoke up and said evidence presented at the inquest proves without a doubt the usage of deadly force was unnecessary and the officer responsible for Hoover Jr.'s death should be held accountable. Coroner Timothy Warco concluded from testimony presented at the inquest that the manner of death was a homicide and the person responsible is Officer Tyler Evans of the Mt. Pleasant Police Department.
Police attempted to make a traffic stop on Eduardo Lee Hoover but report that he did not stop. Police surrounded his vehicle which he allegedly put it in reverse,first hitting a police cruiser and then a utility pole. He then allegedly began to drive towards police again when officers shot and killed him.It is not known how many officers fired their weapons.

Officers identified Gregory “Japan” Jackson, 31, and pursued him on foot through the entertainment district. Police stated Jackson was holding a handgun while running.
