NARRATIVE:
On 11/14/2022, 17-year-old Jaquan Cason was killed when the vehicle he occupied crashed during a Fort Worth Police Department pursuit in Tarrant County. Nineteen-year-old Gabrielle Ramirez was also killed, and a third occupant was injured.

At approximately 2:30 p.m., an off-duty Fort Worth police sergeant was traveling east on Interstate 20 when he reported seeing someone in another vehicle fire a gun at a second vehicle. Fort Worth police located the vehicle and attempted to stop it near I-20 and Mansfield Highway. The driver continued away and police followed.

The vehicle traveled south toward Kennedale. At West Kennedale Parkway and North Dick Price Road, it collided with another vehicle and overturned. Two firearms were ejected from the vehicle during the rollover. Investigators subsequently determined that the vehicle had been reported stolen in Grand Prairie.

Cason and Ramirez suffered fatal blunt-force injuries. A third occupant of their vehicle was transported to a hospital. The driver of the uninvolved vehicle struck during the crash was also hospitalized.

On 11/02/2022 at about 11:40 a.m., Dallas Police Department officers responded to a 911 call from Diana Evelyn Ruan, who reported that she had shot a man inside a motel room and was going to shoot herself. Officers who arrived learned both Ruan and the male victim were inside the room. Patrol officers requested SWAT for a barricaded person call. As SWAT attempted to negotiate and prepare for emergency entry, they heard gunshots from inside the room. Officers made entry after forcing the door open and found Ruan deceased from a self-inflicted gunshot wound. The male victim was located inside the bathroom with gunshot wounds and taken to a local hospital in critical condition. No officers discharged their weapons. The encounter occurred at approximately 1:30 a.m. Sheriff Benny Martinez said a deputy was parked alongside FM 755 when a Ford F-150 and Ford Excursion passed at high speed. The deputy turned around to go after the vehicles. Texas DPS accounts described the deputy as attempting to stop the F-150 for a traffic violation, after which the driver continued away and a high-speed chase followed.

Both vehicles subsequently crashed in an area locally known as “Dead Man’s Curve.” The F-150 rolled over and struck a gas pipeline, while the Excursion crashed head-on into a tree. The pickup contained 14 migrants from Mexico and Guatemala. One passenger died at the scene.

Passenger killed during a Texas Department of Public Safety pursuit initiated after Trooper Justin Derr received a BOLO for a pickup truck suspected of human smuggling and attempted a traffic stop on U.S. Highway 377.

NARRATIVE:
On 10/13/2022, 28-year-old Jorge Moreno Lopez, a Guatemalan national, was killed when a Chevrolet pickup truck in which he was a passenger overturned into the South Llano River during a Texas Department of Public Safety pursuit that began near Rocksprings and ended in Kimble County near Junction.

Shortly after 2:00 a.m., DPS Trooper Justin Derr received a BOLO alert for a vehicle suspected of human smuggling. Derr located the black Chevrolet pickup on U.S. Highway 377 and attempted a traffic stop. The driver, 40-year-old Ruben Fernandez Sandoval of Austin, continued driving and Derr initiated a pursuit.

The pursuit continued north from the Rocksprings area toward Junction for more than 30 minutes. Later court-related reporting documented a pursuit distance of approximately 34 miles and speeds exceeding 90 mph.

As Sandoval approached a curve in Kimble County, he lost control of the pickup. The truck overturned and landed upside down in a low-water crossing in the South Llano River, leaving the cab submerged and multiple occupants trapped underwater.

Trooper Derr entered the water and attempted to rescue the occupants. U.S. Border Patrol personnel and other responding officers joined the rescue effort. Four passengers were rescued and transported for medical treatment, but Moreno Lopez drowned inside the overturned truck and died at the scene.

OFFICER BACKGROUND:
Texas DPS Trooper Justin Derr of Junction was publicly identified as the trooper who initiated and conducted the pursuit. DPS later awarded Derr a Lifesaving Award for entering the submerged vehicle and participating in the rescue of its occupants.

On 10/04/2022, U.S. Border Patrol agents were processing Manuel Gonzalez-Moran at the Ysleta Border Patrol Station in El Paso when he exited a holding cell, advanced past an agent, and grabbed an edged weapon from a desk. Agents issued verbal commands and attempted non-deadly force including a taser, which was ineffective. Gonzalez-Moran continued advancing toward agents with the weapon and was shot by agents. He was transported by Emergency Medical Services to a local hospital, where he died from multiple gunshot wounds. The Federal Bureau of Investigation and U.S. Customs and Border Protection’s Office of Professional Responsibility jointly investigated the agent-involved shooting.

On 09/28/2022, at approximately 5:54 p.m., a U.S. Border Patrol agent driving an unmarked agency vehicle westbound on U.S. Highway 90 toward the Uvalde Border Patrol Station checkpoint observed a black Toyota Tacoma drive through a ranch fence gate near the eastbound lanes approximately eight miles west of Uvalde. The agent reported seeing the pickup drive recklessly into the median and enter eastbound U.S. 90 toward Uvalde with multiple occupants. The agent radioed the observation and requested that the Uvalde County Sheriff's Office and Uvalde Police Department be contacted to intercept the truck.

The Border Patrol agent turned around and followed the Tacoma eastbound for approximately one mile. When the pickup slowed and moved toward the shoulder, the agent activated the Border Patrol vehicle's emergency lights. Ramos then returned to the eastbound travel lanes and accelerated toward Uvalde at high speed. The agent continued behind the truck while broadcasting its direction and location. The agent eventually radioed that he could no longer maintain visual contact because of the Tacoma's speed.

A Uvalde Police Department officer intercepted the Tacoma and successfully deployed a tire-deflation device. At approximately 5:59 p.m., the first Border Patrol agent radioed that the tire-deflation device had been successfully deployed. A second Border Patrol agent driving a marked patrol vehicle then observed the Tacoma traveling eastbound at high speed and pursued it.

A Texas Department of Public Safety trooper traveling westbound on U.S. 90 subsequently saw the Tacoma traveling in the highway median while being pursued by a Border Patrol vehicle with its emergency lights activated. The DPS trooper activated emergency equipment, made a U-turn and joined behind the marked Border Patrol vehicle as the pursuit continued east toward Uvalde.

Approximately one minute later, an agent reported that the truck had been involved in a three-vehicle collision at Main Street and Getty Street in central Uvalde. The Tacoma collided with a semi-tractor-trailer and a Dodge Dakota. Agents requested emergency medical assistance within seconds of discovering the crash.

Anahi Ramos, 17, an Austin resident and Mexican citizen, was driving the Tacoma and was killed in the collision. An unidentified male passenger, also a Mexican citizen, was killed. Eight additional occupants of the Tacoma were injured and transported to hospitals. The drivers of the other two vehicles were also taken to hospitals and were subsequently reported to have non-critical injuries. Contemporary Uvalde police reporting initially described 10 people hospitalized in addition to the two fatalities.
