On 09/14/2022, Rusk County Sheriff's Office Sgt. Shane Iversen stopped Timothy Michael Randall shortly after 12:30 a.m. at the intersection of State Highway 64 and County Road 4125 near Turnertown, alleging that Randall had failed to stop at a stop sign. Randall had been driving to his cousin's house after leaving a local sports bar and had just ended a phone call with his mother after telling her he would be home shortly.
Dash camera video later released through federal court proceedings shows Randall complying with orders to exit his vehicle. As he stepped out, he placed his wallet into his back pocket and adjusted his waistband. Iversen immediately began searching around the front of Randall's waistband and ordered him to place his hands behind his back. Randall repeatedly kept his hands raised and told the deputy, "Officer, I don't have anything on me." He also repeatedly asked why he was being arrested, saying, "Officer, please, can you tell me what I'm under arrest for?" The deputy did not answer his questions.
The encounter escalated into a physical struggle after Iversen forced Randall to the ground. Randall attempted to stand several times while pleading with the deputy. After being thrown to the ground again, Randall turned and began running away from the deputy. As Randall fled, Iversen drew his handgun. Simultaneously with yelling "Get down," Iversen fired a single shot into Randall's chest. Randall continued running a short distance before collapsing in the roadway. The bullet passed through his ribs, lungs, and heart, causing fatal injuries. Although Iversen radioed for an ambulance and attempted medical aid, Randall died at the scene. Randall was unarmed. After the shooting, Iversen located what he said was a methamphetamine pipe inside a soft eyeglass case found on Randall. Investigators also reported later finding suspected methamphetamine in Randall's wallet, while toxicology testing found methamphetamine, marijuana, and a low level of alcohol in his system.
Body camera and dash camera evidence released during subsequent federal litigation captured Iversen returning to his patrol vehicle after another deputy arrived and telephoning a colleague, stating, "I just smoked a dude." He also remarked to another deputy that the object he believed was a weapon "was a f------ meth pipe." Those recordings became central evidence in a federal civil rights lawsuit filed by Randall's mother, Wendy Tippitt.
A Rusk County grand jury declined to indict Iversen in 2022. However, in January 2025, U.S. Magistrate Judge John D. Love denied Iversen qualified immunity in the federal civil lawsuit, finding that a reasonable jury could conclude Randall never threatened the deputy and that the warning to "Get down" was effectively given at the same moment the shot was fired, making it insufficient. On 09/08/2022, Edinburg Police Department officers approached Robert Peña at a residence on the 1200 block of Harrison Avenue as part of a homicide investigation into the death of 28-year-old Maritza Idette Zamora of Mission, who had been found unresponsive the previous day inside an apartment on the 3700 block of Sarah Evans Street. When officers made contact, Peña ran inside the residence and barricaded himself in a bathroom. Police secured the perimeter. After a short time, officers entered and found Peña had died from a self-inflicted gunshot wound. He was pronounced dead after being discovered inside the residence.
Peña was identified by investigators as a person of interest in Zamora’s death. His father, Rogelio Ramirez Cortez, 61, was charged with murder, a first-degree felony, in connection with Zamora’s death. Authorities stated Cortez and Peña were both tied to the homicide investigation. Cortez was taken into custody.

On 09/04/2022, Ronaldo Del Real Gonzalez was killed when a stolen vehicle fleeing Webster police crashed into his vehicle at the Beltway 8 frontage road and Spencer Highway in Pasadena.

Webster police attempted to stop the stolen vehicle, but the driver fled. Court reporting indicates the pursuit extended more than 16 miles and reached speeds exceeding 100 mph.

On 09/01/2022, 53-year-old Lili Sanclur Hernandez of Donna was killed in a three-vehicle crash on FM 493 near Stites Road while another driver was fleeing law enforcement.

A male driver in a black Nissan Altima was traveling south on FM 493 when he attempted a U-turn while evading law enforcement. The Nissan collided with a Saturn ION and a Toyota passenger vehicle.

Hernandez was a passenger in the Saturn and died at the scene. Three other people in the Saturn were transported to hospitals. The drivers of the Nissan and Toyota were also hospitalized.

On 08/30/2022, 19-year-old Walker James Porretto shot himself inside his vehicle as members of the Harris County Sheriff’s Office Violent Criminal Apprehension Team approached to arrest him in the parking lot of the Kroger Marketplace in Willis. Porretto was being sought in connection with a shooting the previous evening near Friendswood that killed 18-year-old Redha Sayed and critically wounded her 20-year-old sister, Mahenoor Sayed.
Harris County deputies had identified Porretto as the person they believed shot the sisters and began searching for him after he left the shooting scene in a gray vehicle. Investigators tracked him approximately 70 miles north into Montgomery County.
Members of the Harris County Sheriff’s Office Violent Criminal Apprehension Team located Porretto early the following morning sitting inside a vehicle parked outside the Kroger Marketplace in the 12600 block of Interstate 45 North in Willis. Rather than immediately confronting him, HCSO personnel conducted surveillance and coordinated the attempted arrest.
At approximately 6:50 a.m., Montgomery County sheriff’s deputies and Willis police were dispatched to the Kroger parking lot to assist the Harris County team. As Harris County deputies moved toward Porretto's vehicle to arrest him, Porretto shot himself inside the vehicle. The available accounts do not report that deputies fired their weapons.
Porretto was initially alive after the gunshot. Emergency personnel transported him to a nearby hospital in critical condition, where he subsequently died. The Montgomery County Sheriff’s Office Homicide and Violent Crimes Unit and Crime Scene Investigators, together with the Montgomery County District Attorney’s Office, investigated the death.
The events prompting the manhunt began at approximately 7:30 p.m. on 08/29/2022 in the 4700 block of Backenberry Drive at Constitution Lane in southeast Harris County. Harris County deputies found sisters Redha Sayed and Mahenoor Sayed suffering from gunshot wounds. Redha died at the scene and Mahenoor survived a gunshot wound to the neck.
According to Harris County Sheriff Ed Gonzalez, investigators alleged that Porretto had been dating Redha. Gonzalez said investigators believed Porretto had made inappropriate comments toward Mahenoor and that the sisters met with him to discuss what had happened. Police alleged that Porretto then shot both women and drove away. A nearby surveillance system recorded portions of the encounter, and a witness described seeing the women approach a vehicle and an argument immediately before gunfire.
Porretto's full name was Walker James Porretto. He was born on 05/02/2003 in Webster, Texas, and was 19 when he died. His obituary identifies his mother, brother and grandparents among his surviving family members.
Later reporting and a Texas Council on Family Violence review confirmed that Porretto was under criminal-justice supervision when the shootings occurred. Because those circumstances relate directly to the events immediately preceding the deaths, the relevant point is that Porretto had been released from jail approximately four weeks earlier and was subject to conditions prohibiting him from possessing a firearm.
The later investigation therefore clarifies several points that were missing from the earliest account: Porretto's full identity was Walker James Porretto; the Harris County Sheriff’s Office Violent Criminal Apprehension Team tracked him to Willis; deputies conducted surveillance before attempting the arrest; Montgomery County deputies and Willis police were summoned to assist; and Porretto shot himself inside the vehicle as Harris County deputies approached to take him into custody. On 08/27/2022, 37-year-old Hector “Tito” Ruiz-Diaz was killed when a vehicle Arlington Police Department officers were pursuing crashed into traffic at New York Avenue and East Arkansas Lane. Ruiz-Diaz had no involvement in the police encounter. He and a friend had gone out to find a cake for the friend’s daughter’s quinceañera when the pursuit reached the intersection and the pursued vehicle crashed into six vehicles. Later court proceedings identified Ruiz-Diaz by his full surname, established additional details about the pursuit, and ended in 2024 with the pursued driver receiving a 50-year prison sentence.
Arlington police were attempting to arrest a man who was wanted in connection with multiple armed robberies. According to a later search-warrant affidavit, officers located his vehicle and attempted to stop and arrest him. When he continued driving away at high speed, Arlington police pursued.
The pursuit continued into southeast Arlington toward the heavily traveled intersection of New York Avenue and East Arkansas Lane. Arlington police later emphasized that the pursuit had been relatively short, but its duration did not prevent it from ending in a major multi-vehicle collision involving people who had nothing to do with the police operation.
At New York Avenue and Arkansas Lane, the pursued vehicle entered the intersection against a red traffic signal and crashed into vehicles that were stopped there. The collision ultimately involved six other vehicles. Ruiz-Diaz’s vehicle overturned, and he was killed.
The scale of the crash was substantially greater than the earliest accounts of Ruiz-Diaz’s death conveyed. Later criminal proceedings established that 14 additional people were injured in the collision. Ruiz-Diaz was the only person killed.
Ruiz-Diaz was not simply an unidentified motorist caught in the collision. Friends knew him as “Tito.” He was born in Mexico and was one of 11 siblings. He worked at an Arlington collision center, where he had developed close relationships with his coworkers and regarded them as family. Friends and relatives remembered him as caring, helpful, playful and direct.
The circumstances of his final trip were especially ordinary. Ruiz-Diaz and his friend Flores were looking for a cake for Flores’s daughter’s quinceañera when the police pursuit entered their path. After Ruiz-Diaz was killed, his family faced significant financial difficulty, and his body was returned to Mexico for burial.
The case subsequently produced a much more substantial criminal record than was available when Ruiz-Diaz was killed. Prosecutors charged the pursued driver with murder, evading arrest causing serious bodily injury and offenses associated with the robberies that had prompted police to seek his arrest.
In August 2024, nearly two years after Ruiz-Diaz’s death, the pursued driver pleaded guilty. He was sentenced to 50 years in prison for killing Ruiz-Diaz and injuring the other motorists. The guilty plea encompassed murder, robbery charges and evading arrest causing serious bodily injury.
The later prosecution therefore firmly established several details missing from the initial reporting: Ruiz-Diaz’s full name was Hector Ruiz-Diaz, rather than simply Hector or “Tito” Ruiz; he was 37; the pursuit occurred on 08/27/2022, not 08/30/2022 as some database entries have recorded; the pursued vehicle crashed into six vehicles; Ruiz-Diaz’s vehicle overturned; and 14 other people were injured.
Arlington Police Department’s own 2022 pursuit analysis provides additional context for the department’s pursuit practices that year. APD officers conducted 63 vehicle pursuits during 2022, 43 of them initiated for suspected felony offenses. Thirteen pursuits — 20.6% of all APD pursuits that year — ended in collisions. The department reported that each pursuit was required to be documented and reviewed by a supervisor under General Order 402.03.
The same report shows that supervisors ordered officers to terminate 18 pursuits during 2022, while officers independently terminated another 17. Those figures establish that terminating an active pursuit was an established and regularly used option within Arlington police operations that year.

On 08/28/2022, two Fort Worth Police Department officers shot and killed 38-year-old J’Quinnton Donye Hopson after a police pursuit of approximately 115 to 130 miles ended in a crash on Interstate 35W near Spur 280 in Fort Worth. Hopson was a passenger in a Toyota Prius driven by 31-year-old Shaelan Jazmanique Hill. During the pursuit, police learned that Hopson was armed and that Hill was being held against her will. Hopson shot Hill before Fort Worth officers approached the wrecked vehicle and killed him. Hill subsequently died at a hospital.
The incident began in Central Texas after authorities received reports of a vehicle being driven recklessly northbound on Interstate 35 between Belton and Temple. Troy Police Department officers encountered the Prius as it entered Troy at speeds exceeding 100 mph and passing other motorists by using the left shoulder. Troy police attempted to stop the vehicle and then pursued when it continued north.
The pursuit continued north on Interstate 35 for more than 100 miles. Texas Department of Public Safety troopers and Hill County sheriff’s deputies also became involved. During the pursuit, police learned that an armed male passenger was threatening the female driver. Fort Worth police were contacted at approximately 7:20 p.m. as the pursuit approached their jurisdiction.
The Prius continued onto Interstate 35W toward Fort Worth and eventually crashed near Spur 280. By then, Fort Worth officers had been advised that Hopson was armed and Hill was being held hostage. Police initially had difficulty seeing inside the wrecked vehicle because of deployed airbags, crash debris and obstructions around the rear window.
Police helicopter personnel reported seeing Hopson holding a gun against Hill. Officers ordered the people inside the vehicle to come out, but Hill did not emerge. Police said a struggle occurred inside the car and officers then heard a gunshot. Investigators determined that Hopson had shot Hill.
Because Hill had been shot and remained inside with Hopson, Fort Worth officers formed a rescue team and approached the wrecked Prius. Body-camera footage released several days later showed officers breaking through the rear window and confronting Hopson inside the vehicle. Hill was lying across Hopson, and police described him as using her body as a shield.
The footage shows Hopson holding a black handgun against Hill's midsection. Officers repeatedly ordered him to remove his hand from the weapon and drop the gun. One officer can be heard repeatedly telling him not to do it. Hopson spoke to officers and at one point asked them to get his mother on the phone.
Two Fort Worth officers then opened fire, striking Hopson. He died at the scene at approximately 7:51 p.m. Officers pulled Hill from the vehicle. Because traffic congestion was delaying an ambulance, police transported her directly to John Peter Smith Hospital in a patrol vehicle. She died at approximately 8:02 p.m.
The subsequent release of the body-camera footage revealed a significant fact that was not apparent to officers during the confrontation: Hopson's handgun apparently could not have fired at the moment police shot him. A magnified view showed that the pistol had no magazine inserted and its slide was locked or jammed to the rear.
Police Chief Neil Noakes acknowledged that the video showed the weapon in that condition but said the officers could not reasonably have been expected to recognize it during the rapidly unfolding confrontation. Body cameras were mounted below the officers' eye level, and police maintained that the officers saw Hopson holding what appeared to be a functional handgun against a woman whom they knew had just been shot.
The shooting was investigated by the Fort Worth Police Department's Major Case Unit and Internal Affairs Unit, with the evidence to be submitted to the Tarrant County District Attorney's Office for review. The publicly available records located for this update do not identify the two officers who fired at Hopson.
The incident is unusual because the police pursuit involved a person who was later determined to be a hostage rather than a voluntary participant. Hill was driving while Hopson was an armed passenger. On 08/28/2022, Houston Police Department Officer Scott Mills shot and killed 54-year-old Roy Cravin after police and firefighters responded to a fire and mass shooting at a multi-room rental property in southwest Houston. Police alleged that Cravin set fires at the property and shot residents as they fled, killing three men and wounding two others before his confrontation with police. Cravin’s identity and age were confirmed after the initial reporting, which had described him only as a Black man believed to be in his 40s.

Police and firefighters began receiving calls shortly after 1 a.m. concerning a fire, gunfire and people down at the rental property at 8020 Dunlap Street. Houston Fire Department personnel arrived while gunfire was still occurring and took cover. Police Chief Troy Finner initially said it was unclear whether the gunfire was specifically directed at firefighters.

According to police, Cravin had been a longtime tenant at the property and had recently been told he would be evicted. Police alleged that he deliberately set fire to portions of the property and then waited for residents to emerge before shooting at them with a shotgun. The property owner later said Cravin had lived there for approximately nine years and had not previously caused problems. The owner said Cravin had fallen behind on rent and was facing eviction.

Three residents were killed. They were later identified as Dan Schupbach, Donald Lee Hall and Morris Washington. Schupbach died from a shotgun wound to the abdomen. At least two additional residents suffered gunshot wounds and survived. Another resident, Michael James, described being shot in the arm and back after seeing the fire and attempting to report it.

Houston police arrived while the incident was still active. Officers located Cravin lying prone on the ground beside a building across the street from the burning property. Police ordered him to show his hands. According to HPD, Cravin instead pointed a shotgun toward officers. Officer Scott Mills then opened fire, striking Cravin.

Cravin died at the scene. The Harris County Institute of Forensic Sciences subsequently determined that he died from multiple gunshot wounds, establishing that his death resulted from police gunfire rather than a self-inflicted wound or another cause.

On 08/28/2022, 31-year-old Shaelan Jazmanique Hill was fatally shot by her boyfriend, 38-year-old J’Quinnton Donye Hopson, after police pursued the vehicle she was driving for more than 100 miles from Central Texas into Fort Worth. Later records established that Hill was being held hostage at gunpoint during the pursuit and was not voluntarily fleeing police.

Troy officers observed the vehicle traveling more than 100 mph and passing other motorists on the left shoulder. Police attempted to stop it and then pursued when it continued north.

As the pursuit continued, authorities learned that an armed male passenger was threatening Hill, who was driving. On 08/23/2022, members of the U.S. Marshals Service Gulf Coast Violent Offenders Task Force and Harris County law enforcement shot and killed 24-year-old Jose Angel Velazquez while attempting to arrest him at 12221 Veterans Memorial Drive in Harris County. Houston police alleged that a disturbance occurred in the parking lot and that Velazquez opened fire, killing 29-year-old Lenis Zelaya and wounding three other people. Investigators subsequently identified Velazquez and charged him with murder and three counts of aggravated assault with a deadly weapon. The charges remained pending when police killed him.

On 08/23/2022, officers assigned to the Gulf Coast Violent Offenders Task Force conducted surveillance while preparing to execute the warrant. On 08/21/2022, 32-year-old Curtis Ray McCoy died from a self-inflicted gunshot wound during a multi-county police pursuit that followed an earlier shooting in Bryan in which police alleged that McCoy shot a resident and Bryan Police Department Officer Sarah Popham. McCoy was broadcasting on Facebook Live when he shot himself while driving on Interstate 35 between Waco and Hillsboro.

The events began at approximately 7:30 a.m. when Bryan police responded to a disturbance between two people who police said had a child together at a residence in the 1100 block of Crossing Drive near Leonard Road. McCoy was not present when officers initially arrived but returned to the residence while police were investigating.

According to Bryan police, McCoy returned armed and opened fire. Police alleged that his gunfire struck both a resident and Officer Popham. Both suffered injuries described as minor. On 08/16/2022, at approximately 12:43–12:45 a.m., Houston Police Department patrol officers encountered a 43-year-old man driving a red Nissan Altima in north Houston. Officers initiated the attempted traffic stop specifically because the Altima was being driven without its headlights on. Police said this caused officers to suspect that the driver might be impaired.
Officers activated their emergency lights and siren and directed the driver toward a parking lot. Instead, the driver continued driving away at high speed northbound on West Montgomery Road while Houston police pursued.
The pursuit ended in the 10500 block of West Montgomery Road. According to HPD, the Nissan struck a curb on the east side of the roadway while negotiating a curve, crossed the median and crashed into a pole on the opposite side of the road. Officers reached the crashed vehicle, and the driver was pronounced dead at the scene. He was the sole person in the Nissan, and no other vehicles were involved.
At the scene, HPD spokesperson Belinda Knoll said police did not know why the driver continued driving away and characterized intoxication only as a police suspicion. The available reporting does not establish that impairment had been confirmed at the time of the crash.

On 08/13/2022, 63-year-old Maria Magdalena Montenegro de Carreon of Laredo was fatally injured when a Ford Expedition fleeing Texas DPS crashed head-on into the Chevrolet Tahoe in which she was a passenger on Bob Bullock Loop near Lakeview Boulevard.

At approximately 7:28 a.m., a DPS trooper attempted to stop the Expedition near McPherson Road. The driver fled and eventually traveled south in the northbound lanes of Bob Bullock Loop. During the pursuit, the Expedition reached approximately 80–90 mph, struck a Ford F-150 and continued driving the wrong way.

The Expedition then collided head-on with the Chevrolet Tahoe. Montenegro de Carreon suffered multiple fractures, internal bleeding and traumatic brain injuries. She and the Tahoe's 44-year-old driver were initially taken to Laredo Medical Center and then airlifted to Brooke Army Medical Center in San Antonio. Montenegro de Carreon died later that day.

On 08/18/2022, at approximately 8:20 a.m., Harris County Constable Precinct 4 deputies responded to the Frontier Inn motel in the 16520 block of the North Freeway after a man called 911 claiming he had killed his wife. During the call, the man also reported that he was armed with a firearm and a knife. Deputies responded to the motel to investigate the reported homicide and conduct a welfare check.
Deputies knocked on the motel room door, and the man briefly opened the door before closing it. As deputies moved away from the room to take cover, the man exited while armed with a handgun. According to investigators, he pointed the firearm at the deputies. Two of the three deputies at the scene fired their weapons, striking him. He was pronounced dead at the scene.
After the shooting, investigators searched the motel room and determined there was no deceased woman inside despite the 911 caller's claim that he had killed his wife. Authorities stated they also worked to locate and verify the welfare of the man's wife. Officers from the North Richland Hills Police Department also responded to assist in the search.
Officers located 32-year-old Darrel Glen Hood near Boulevard 26 and Glenview Drive. According to investigators, Hood was carrying a semi-automatic rifle. Police reported that when officers attempted to contact him, he raised and pointed the rifle toward them. Multiple Richland Hills officers fired their weapons, striking Hood. Paramedics rendered aid, but he was pronounced dead at the scene. The Tarrant County Medical Examiner later identified him and ruled his death a homicide, the medical classification for a death caused by another person.
The Texas Rangers conducted the officer-involved shooting investigation, while the North Richland Hills and Haltom City police departments investigated the reports that Hood had fired shots before officers arrived. Court records showed Hood had been arrested two days earlier on aggravated assault and unlawful carrying of a weapon charges and was released from jail shortly after midnight on the day of the shooting.

According to investigators, the shooting targeted a home where a woman lived whose daughter Javier Alanis had reportedly been pursuing for years. No one inside the residence was struck by the gunfire.
Deputies and Harris County Precinct 1 constable's deputies located a vehicle matching the description provided by witnesses. As a deputy approached the parked vehicle, Alanis drove away and deputies pursued. The pursuit ended after the vehicle crashed near Veterans Memorial Drive and North Sam Houston Parkway West. Alanis then ran from the vehicle on foot.
According to the Harris County Sheriff's Office, Alanis fired a handgun during the foot pursuit. Two Harris County Sheriff's Office deputies and two Harris County Precinct 1 deputies returned fire, striking him. On 08/07/2022, a Texas Department of Public Safety trooper attempted to conduct a traffic stop on a vehicle driven by 31-year-old Exavion Dontrelle Mackey. Mackey continued driving away, and DPS initiated a pursuit. During the pursuit, deputies with the Kimble County Sheriff's Office deployed a tire deflation device. Mackey steered around the first device and continued driving. Deputies deployed a second tire deflation device a short distance later.
As Mackey attempted to drive around the second tire deflation device, he lost control of the vehicle after crossing the spikes. The vehicle left the roadway on U.S. Highway 377 approximately three miles south of Junction, struck multiple trees and a metal fence, and came to rest off the roadway. Mackey died at the scene. Two passengers, Silvia Ruiz-Hernandez, 30, and Pedro Luis Hernandez Ruiz, 41, also died in the crash.
Public reporting did not identify the reason DPS initially attempted the traffic stop. The Concho Valley report stated only that the vehicle attempted to evade law enforcement before the pursuit began.

REASON FOR CHASE: Round Rock police chased a stolen vehicle when a bystander was hit.

NARRATIVE:
On 07/31/2022, 14-year-old Tobias “Victor” Soto was killed when a stolen vehicle fleeing Round Rock police struck him as he walked through the crosswalk at Louis Henna Boulevard and La Frontera Boulevard in Round Rock.

Round Rock police had received information from a law-enforcement traffic-camera system concerning a stolen vehicle traveling westbound on Gattis School Road. Officers located the vehicle in the La Frontera area and activated their emergency equipment in an attempt to stop it.

The driver accelerated away and began weaving through traffic on Louis Henna Boulevard at speeds approaching 100 mph. Police subsequently attempted to disengage from the vehicle.

The fleeing driver ran a red light, crashed into another vehicle in the intersection and then struck Soto, who was walking in the crosswalk. The impact propelled the 14-year-old approximately 300 feet. He died at the scene.

The entire police encounter occurred within seconds and covered less than one-quarter mile.

The driver fled from the wreck on foot but was apprehended by Round Rock police. He was identified as Leandro Brito-Martinez. Investigators said Brito-Martinez admitted knowing the vehicle was stolen and acknowledged seeing police behind him before officers attempted the stop.

Soto had left home that Sunday afternoon to meet his best friend but never arrived. His mother traced his phone to the intersection after she could no longer reach him and encountered the emergency response at the crash scene.

Soto was preparing to begin high school and was looking forward to playing football. Family and friends described him as an athlete who had boxed since he was eight years old. He also enjoyed drawing, gaming, reading and cooking.

On 07/31/2022, officers with the Aransas Pass Police Department responded to reports that Joseph Torres was pursuing a woman in a vehicle while firing gunshots at her. During the incident, a passenger in the woman's vehicle was struck by gunfire and injured. Investigators also alleged that the incident involved an aggravated kidnapping.
Officers located Torres, who continued driving away before stopping near the Buckhorn Saloon at 2816 Main Street in Ingleside. Torres then ran from the vehicle on foot. Officers from the Aransas Pass and Ingleside Police Departments pursued him to the rear of the business, where a physical struggle occurred.
According to investigators, Torres fought with officers during the encounter. Officers then fired their weapons, striking Torres. He was pronounced dead at the scene. The injured passenger from the earlier shooting was transported to a hospital and survived.
The Texas Rangers conducted the independent investigation into the shooting. Publicly available records do not indicate that the officers involved were publicly identified or that the investigation resulted in criminal charges against any law enforcement officer. REASON FOR CHASE: Driving the wrong way on South 17th Street.

NARRATIVE:
On 07/30/2022, 32-year-old Kelvin Hubert of Bellmead was killed when his vehicle crashed at the Moonlight Drive overpass on Interstate 35 in Hewitt while being pursued by McLennan County Sheriff's Deputy James Robison.

The incident began at approximately 10 p.m. after Robison observed Hubert driving the wrong way on South 17th Street in Waco. Robison activated his emergency lights and began pursuing Hubert. Hubert entered Interstate 35, where the pursuit reached speeds exceeding 90 mph.

Robison eventually lost sight of Hubert during the pursuit. At the Moonlight Drive overpass, Hubert attempted to turn left, struck a retaining wall and flipped over the wall. His vehicle fell approximately 20 feet to the pavement below and caught fire.

Robison reached the wreck after the vehicle had already gone over the overpass. He attempted to reach Hubert as flames began engulfing the vehicle but was forced away by the fire. Other sheriff's deputies, Hewitt police, firefighters and Texas Department of Public Safety troopers responded to the crash.

McLennan County Sheriff Parnell McNamara said investigators did not know why Hubert fled and that he was not aware of any outstanding warrants for Hubert. McNamara also said he would not reconsider the department's pursuit policy following the fatal crash, even though the pursuit had begun with a minor traffic violation.

Hubert's mother, Dawn Johnson, later sought the pursuing deputy's dash-camera footage and questioned the circumstances surrounding her son's death. KWTX obtained separate dash-camera footage from a Bruceville-Eddy police vehicle showing an officer arriving after Hubert's overturned vehicle was already burning. KWTX also reviewed Robison's dash-camera footage and reported that it showed Robison losing sight of Hubert before the crash and remaining several hundred yards away when the vehicle caught fire.

n 07/27/2022, officers with the Dallas Police Department approached Kyle Dail outside a convenience store at 13015 Jupiter Road while investigating an alleged narcotics transaction.
According to police, Dail was armed with a handgun during the encounter and threw it aside as officers attempted to detain him. Police stated that Dail then moved toward the discarded firearm, prompting an officer to open fire. Dail was struck by gunfire and died at the scene. A handgun was recovered nearby.
Dail's family and community activists disputed the police account, arguing that he was unarmed when he was shot because the firearm had already been discarded. They demanded the release of complete, unedited body-worn camera footage, contending that the videos released by police omitted critical moments of the encounter.
Dail's family later filed a federal wrongful death lawsuit against the City of Dallas and the involved officers, alleging the use of excessive force and seeking damages for his death.

On 07/26/2022, deputies with the Matagorda County Sheriff's Office attempted to stop a vehicle near 3310 FM 521. The driver continued driving away while deputies pursued.
According to the Sheriff's Office, the pursuit ended near FM 521, where an exchange of gunfire occurred between deputies and the driver. The man was struck by police gunfire and died at the scene. No deputies were reported to have been struck.
Authorities released few additional details regarding the incident, including the reason for the attempted traffic stop or the circumstances immediately preceding the shooting. The Texas Rangers investigated the fatal shooting.

Gonzalez continued driving away while the officer pursued him eastbound into Dallas. During the pursuit, investigators said Gonzalez fired multiple shots from his vehicle at the pursuing officer. Additional officers from the Dallas Police Department and the Dallas County Sheriff's Office responded to assist.
The pursuit ended in the 2300 block of North Stemmons Freeway after Gonzalez stopped his vehicle and got out armed with a handgun. According to investigators, he again fired at officers. A Bedford police officer returned fire, striking Gonzalez. A passenger, Richard Nicholas Flores, surrendered and was arrested. Investigators later alleged that Flores had also fired at officers during the incident and charged him with aggravated assault on a public servant.
Gonzalez was transported to a hospital, where he was pronounced dead. During the exchange of gunfire, an uninvolved motorist sitting in a vehicle behind police was struck by a stray bullet and critically injured. The Dallas Police Department Special Investigations Unit and the Dallas County District Attorney's Office investigated the shooting. Despite later searches, I found no public release identifying the Bedford officer who fired the fatal shots, no publicly reported prosecutorial findings, and no publicly reported civil lawsuit filed by Gonzalez's family.

Multiple agencies established a perimeter near Winter Briar Drive, where police located Jeffrey Bundrent Jr. in a backyard. Police said he fired again and officers opened fire, striking him multiple times. He was transported to a hospital and later died.

According to investigators, Bundrent fired multiple rounds, striking Sepulveda in the face and foot. Despite her injuries, she was able to retreat and was transported to a hospital, where she survived. Officers from multiple agencies established a perimeter and searched the neighborhood.

Duron, a Texas Department of Public Safety trooper identified publicly only as Hamid, and a Fort Bend County Sheriff's Office deputy located Bundrent in the backyard of a residence in the 15500 block of Winter Briar Drive. According to investigators, Bundrent again fired at officers as they entered the yard. The officers returned fire, striking him multiple times. Officers rendered first aid before he was transported to a hospital, where he was pronounced dead. The Harris County medical examiner determined he died from multiple gunshot wounds to the neck, torso, arms, and legs.
