NARRATIVE: On 02/15/2022, an unidentified person was one of three people killed when a stolen Chevrolet pickup crashed during a Texas Department of Public Safety pursuit on U.S. Highway 57 approximately four miles east of La Pryor in Zavala County.

Jacob Salas-Tijerina Was allegedly inside of a business on SW. 6th Ave. in Amarillo and it was in a suicidal or other mental health crisis. It is unknown how police approached him, but he allegedly came out of a back room and pointed a gun. An officer fired an unknown number of shots, also injured bystander with shots.

Harris County deputies were sent to the 6600 block of Amberfield Lane for a report of shots being fired. Police alleged that when they arrived, Alan Huaracha fired a gun at them. They shot and killed him.

On 02/13/2022, Pearsall Police Department officers responded to a disturbance call in the 900 block of South Ash Street. Officers encountered 38-year-old Fabian Garza outside a residence and reported that he was armed during the interaction. Police discharged their firearms during the confrontation, striking and killing Garza at the scene. The Texas Rangers assumed control of the investigation into the officer-involved shooting.

Houston PD had a warrant for the arrest of Charion Lockett, a criminal justice graduate studying for law school. Police allege that Charion Lockett opened fire on police from a parked car in the family’s driveway and that guns were found. The family and their attorney are disputing the police narrative and demanded the BWC footage.

REASON FOR CHASE: Passenger killed during pursuit after U.S. Border Patrol agents observed several people lying in the bed of a northbound Chevrolet Silverado on U.S. Highway 281 and attempted to stop the truck.

NARRATIVE:
On 02/01/2022, 22-year-old Jesus Adrian Alvarado of Mission was killed on U.S. Highway 281 north of Edinburg after the Chevrolet pickup in which he was riding was pursued by U.S. Border Patrol agents. The incident occurred at approximately 9:14 p.m.

A Border Patrol agent at an observation location approximately 35 miles north of McAllen saw a Chevrolet Silverado traveling north on U.S. Highway 281 with several people lying in the bed of the truck. The agent radioed the information to other Border Patrol agents conducting highway operations farther north.

The Silverado passed two marked Border Patrol vehicles near mile marker 750. Both agents followed the pickup and activated their emergency lights and sirens. The driver continued north for approximately three-quarters of a mile before stopping in the highway median near mile marker 748.

Multiple occupants got out and ran. Alvarado crossed the highway and was struck by a passing vehicle. Texas DPS subsequently publicly identified him as 22-year-old Jesus Adrian Alvarado of Mission.

Border Patrol agents immediately began CPR and requested Hidalgo County EMS, Texas DPS and an air ambulance. EMS continued lifesaving efforts, but Alvarado was pronounced dead at the scene.

Texas DPS investigated the fatal collision. U.S. Customs and Border Protection's Office of Professional Responsibility reviewed the Border Patrol involvement, and the Department of Homeland Security Office of Inspector General was notified.

On 01/29/2022, 29-year-old Jose Jaime Villa Martinez was killed when his vehicle crashed during a Texas Department of Public Safety pursuit near Weslaco in Hidalgo County. The crash occurred at approximately 1:07 a.m. Villa was the sole occupant of the vehicle.

Before the crash, DPS troopers attempted to stop Villa while he was driving a black 2010 Kia Optima at Old La Blanca Road and Mile 10 North Road. DPS did not publicly disclose why troopers initially attempted the traffic stop.

Villa continued driving away, and DPS troopers pursued him southbound on Mile 6 West Road, also known as Westgate Drive, at what DPS described as a high rate of speed.

During the pursuit, Villa entered a construction zone on Mile 6 West Road. DPS reported that he lost control of the Kia and struck two mounds of gravel. The vehicle rolled over and came to rest on its left side. Villa suffered fatal injuries in the rollover.

Villa was born in Mexico on August 20, 1992. He was married to Alondra Aguilar and was the father of six children. He was also survived by his mother, brother and two sisters. His Salinas Funeral Home obituary confirms that he died in Weslaco on January 29, 2022, at age 29.

On 01/28/2022, an unidentified male driver was killed when his vehicle crashed in the 2600 block of Silver Creek Road in Fort Worth during a White Settlement Police Department pursuit. The crash occurred within Fort Worth city limits despite the pursuit being initiated by White Settlement police.

White Settlement Police Department records identify the incident as the department's pursuit-related fatality of 2022. Police stated that the pursuit was initiated because the driver was wanted on a felony aggravated-assault warrant.

The pursuit continued into Fort Worth and reached the 2600 block of Silver Creek Road. During the pursuit, the driver lost control and crashed. The driver was the vehicle's sole occupant and was ejected during the collision. He was pronounced dead at the scene.

Yoakum Police Department tried to pull over Francisco Junior Lopez. Lopez did not stop. More law enforcement agencies joined the chase and spike strips stopped him. He fled on foot to a nearby home and according to police, he held an elderly woman hostage and police shot and killed him. It is unknown how many officers fired shots at him. He appears to have been unarmed when killed.

On 01/15/2022, federal agents responded to a hostage situation at a synagogue on Pleasant Run Road in Colleyville. After hours of negotiations, agents entered the building to end the standoff. A Harris County sheriff's deputy attempted to stop the vehicle after seeing a man leave the CVS wearing a mask and enter a vehicle matching the description broadcast to deputies.

NARRATIVE:
On 01/12/2022, 22-year-old Autrey Faith Simone Davis was killed when a Harris County Sheriff's Office patrol vehicle driven by Deputy Dontre Thomas crashed into her Kia Borrego during a high-speed police pursuit at Laura Koppe Road and Lockwood Drive in northeast Houston. Davis was traveling with her two young children and was not involved in the pursuit.

The pursuit began after robberies at an Exxon gas station and a CVS Pharmacy. Authorities said Thomas saw a man leaving the CVS wearing a mask and entering a vehicle matching the description associated with the robberies. When Thomas attempted to stop the vehicle, its driver continued away and Thomas pursued. The driver was later identified as DaVonte Williams.

Investigators said the pursuit reached speeds exceeding 80 to 90 mph. Shortly before 11 p.m., Thomas was driving his marked patrol vehicle eastbound on Laura Koppe Road with its emergency lights and siren activated when he entered the intersection with Lockwood Drive.

Davis was driving her black Kia Borrego northbound on Lockwood Drive when Thomas' patrol vehicle struck her vehicle. The impact caused Davis' Kia to roll over and collide with a white Acura TLX and a white Mitsubishi sedan. Thomas' patrol vehicle continued into a nearby parking lot, struck several additional vehicles and caught fire. The collision ultimately involved seven vehicles.

Davis was pronounced dead following the collision. Her two children were injured. Her young son, Kyle Johnson, suffered particularly severe injuries and required multiple brain surgeries. Davis' daughter was also hospitalized.

Bystanders pulled Thomas from his burning patrol vehicle. He was hospitalized with serious injuries, including a broken hip. Williams was not involved in the collision and continued away from the scene. He was arrested the following day.

Williams was charged federally with interference with commerce by robbery and brandishing a firearm during and in relation to a crime of violence. Harris County authorities also pursued charges including aggravated robbery and evading arrest resulting in death.

The Houston Police Department Vehicular Crimes Division investigated the fatal collision. The Harris County District Attorney's Office also investigated Thomas' conduct and presented the case to a grand jury. On June 28, 2022, the grand jury declined to indict Thomas in connection with Davis' death. .
OFFICER BACKGROUND:
Deputy Dontre Thomas was 24 years old and had been with the Harris County Sheriff's Office for approximately three years at the time of the fatal pursuit. Records obtained after Davis' death showed that Thomas had previously been disciplined for violating the sheriff's office pursuit policy.

On March 24, 2021, Thomas participated in an earlier vehicle pursuit. An internal investigation determined that he violated department policy during that pursuit, and in July 2021 he received a written reprimand and was ordered to complete a driver-safety course. A Houston PD deputy was chasing a robbery suspect and speeding when he drove through an intersection and crashed with another car, starting a chain reaction of 7 vehicles being involved in the crash. On 12/27/2021, Houston Police responded to reports of gunfire in the 3500 block of Corder Street around 2:41 a.m. Officers encountered Christopher Johnson on the roadway wearing a tactical vest and holding a firearm. Officers issued commands and positioned themselves behind patrol vehicles. Police reported Johnson fired toward officers. Officers opened fire and struck him. He died on the roadway. Authorities documented recovery of firearms from the area and transferred the case for internal and external review consistent with departmental policy.

REASON WHY POLICE VEHICLE WAS SPEEDING:
Officer Christopher Cabrera was returning to his station after booking a DWI arrestee and was hurrying to complete paperwork and file charges. He was not responding to an emergency and did not have his emergency lights or siren activated.

EVENT NARRATIVE:
On 12/26/2021, at approximately 12:00 p.m., 75-year-old Charles Payne Sr. was driving south on North Shepherd Drive after leaving a Sunday church service. Payne approached Thornton Road in his Cadillac CTS, signaled and began making a left turn across the northbound lanes. Houston Police Department Officer Christopher Cabrera was driving a marked police SUV north on North Shepherd Drive.

Cabrera was not responding to an emergency and was driving without emergency lights or siren. Vehicle data and subsequent court proceedings established that Cabrera reached approximately 70 mph on the 35-mph roadway. Immediately before the collision, Cabrera was traveling approximately twice the speed limit and had looked down at his police laptop. The Fifth Circuit later stated that if Cabrera had been traveling at the speed limit, the collision would not have occurred.

Cabrera's police SUV struck Payne's Cadillac as Payne turned across the northbound lanes. Surveillance footage showed the violent impact sending Payne's Cadillac onto the sidewalk and approximately a block down the roadway, while Cabrera's police SUV struck a concrete pole. Payne suffered severe injuries and was transported to Memorial Hermann-Texas Medical Center, where he died. Cabrera sustained minor injuries.

Payne was a father of seven and grandfather who had just left The Community of Faith Church before the crash. His family said he regularly attended Sunday services there and was driving home when Cabrera struck him.

EYEWITNESS OR FAMILY STATEMENTS:
Payne's family maintained from the beginning that Cabrera's excessive speed caused the crash and demanded accountability from HPD. The family later alleged in federal court that Payne's death reflected a broader departmental practice that permitted officers to speed without emergency lights or sirens and without adequate consequences. A federal jury ultimately agreed that the City of Houston's policies demonstrated deliberate indifference to public safety.

DISPOSITION:
HPD relieved Cabrera of duty while the crash was investigated. A Harris County grand jury subsequently considered a potential criminally negligent homicide charge and returned a no bill, declining to indict him. HPD suspended Cabrera for 45 days without pay and required two days of remedial traffic-safety training. He was not criminally charged.

LITIGATION:
Payne's widow Harriet Payne and seven children pursued litigation against Cabrera and the City of Houston. The federal action, Payne et al. v. City of Houston, Texas et al., Case No. 4:23-cv-04686, was filed in the U.S. District Court for the Southern District of Texas on 12/15/2023. In March 2024, the court dismissed the federal civil-rights claim against Cabrera but allowed claims against the City to continue.

The City attempted to obtain dismissal based on governmental immunity, but on 04/03/2025 the U.S. Court of Appeals for the Fifth Circuit rejected that argument, concluding that Cabrera was not reacting to an emergency and that the allegations supported a finding of reckless conduct.

In November 2025, following an eight-day federal trial, a jury found the City of Houston liable and awarded Payne's family $13 million. Evidence presented at trial included patrol-vehicle data indicating that Cabrera frequently drove substantially above posted speed limits on surface streets even when he was not responding to emergencies. Civil-rights attorney Ben Crump was among the attorneys representing Payne's family. The City subsequently challenged and appealed the verdict; that challenge remained ongoing in 2026.

OFFICER BACKGROUND:
Christopher Cabrera was 28 years old at the time of the crash. Evidence presented during the family's civil case included patrol-vehicle data indicating that Cabrera had repeatedly driven 20 to 30 mph above posted speed limits on surface streets when he was not responding to emergency calls. Cabrera testified that whether he regularly drove that far above the speed limit depended on the circumstances, stating, "We are in a city."

On 12/10/2021, Bowie County Sheriff's deputies responded to a report of a suicidal man at 6588 FM 44 in Simms, Texas. Upon arrival, they encountered 59-year-old Mark Robert Peters, who was armed and reportedly threatening self-harm. On 12/04/2021, at approximately 5:40 p.m., Houston Police officers were pursuing the reported stolen pickup in the Sunnyside area after locating it through the vehicle’s GPS system. The initial pursuit ended at an apartment complex when the teenagers abandoned the pickup and ran. Officer Orlando Hernandez and his partner, Officer Anthony Aranda, were patrolling nearby and decided to respond to an officer-assistance call connected with the search. Later federal litigation alleged that Hernandez was neither assigned nor authorized to join the pursuit response and could not see the pursued vehicle when he began driving toward the scene.

Hernandez drove the marked Ford police SUV westbound on Reed Road at speeds between approximately 80 and 100 mph on a roadway with a 40-mph speed limit. The pavement was wet from recent rain. Body-camera footage showed Hernandez maneuvering through traffic at high speed, at times steering with one hand, and proceeding through a red traffic signal at Cullen Boulevard while driving toward Scott Street.

Officers pursued Elliot Lewis in an hour-long, high-speed chase across the Houston area. On 11/10/2021, Fort Worth Police officers were searching for a man accused of stabbing another man at approximately 11:45 a.m. in the 8600 block of Las Vegas Trail and stealing his pickup truck. At approximately 1:45 p.m., police located the stolen truck and began following it.

Before the police pursuit developed, the driver allegedly crashed the stolen truck through the Taz game room in the 8700 block of Camp Bowie West Boulevard and drove back and forth inside the building. Jeffrey Allen Mazurowski, 45, was pinned between the truck and a wall and later died at a hospital.

The driver left the game room and continued along Camp Bowie West Boulevard. At approximately 2:50 p.m., he drove onto the sidewalk in the 7600 block and struck 57-year-old Lailani Duroy Snell as she sat on a bus-stop bench. Surveillance video later showed that Snell had virtually no opportunity to escape the approaching truck. She was killed.

The driver subsequently abandoned the first stolen truck, took another vehicle and continued driving away while Fort Worth Police pursued him for several miles. Police eventually trapped the vehicle near Misty Mountain Drive and Deer Trail in south Fort Worth. Deputies responded to multiple calls about 6:20 p.m. regarding a man armed with a 12-gauge shotgun. Deputies were told the man was walking down the street and threatening people with the weapon. Rolando Zuniga Bueno was shot and killed after a six-hour standoff.
