NARRATIVE:
On 02/01/2022, 22-year-old Jesus Adrian Alvarado of Mission was killed on U.S. Highway 281 north of Edinburg after the Chevrolet pickup in which he was riding was pursued by U.S. Border Patrol agents. The incident occurred at approximately 9:14 p.m.

A Border Patrol agent at an observation location approximately 35 miles north of McAllen saw a Chevrolet Silverado traveling north on U.S. Highway 281 with several people lying in the bed of the truck. The agent radioed the information to other Border Patrol agents conducting highway operations farther north.
.
The Silverado passed two marked Border Patrol vehicles near mile marker 750. Both agents followed the pickup and activated their emergency lights and sirens. The driver continued north for approximately three-quarters of a mile before stopping in the highway median near mile marker 748.
.
Multiple occupants got out and ran. Alvarado crossed the highway and was struck by a passing vehicle. Texas DPS subsequently publicly identified him as 22-year-old Jesus Adrian Alvarado of Mission.

Border Patrol agents immediately began CPR and requested Hidalgo County EMS, Texas DPS and an air ambulance. EMS continued lifesaving efforts, but Alvarado was pronounced dead at the scene.

Texas DPS investigated the fatal collision. U.S. Customs and Border Protection's Office of Professional Responsibility reviewed the Border Patrol involvement, and the Department of Homeland Security Office of Inspector General was notified.

Before the crash, DPS troopers attempted to stop Villa while he was driving a black 2010 Kia Optima at Old La Blanca Road and Mile 10 North Road. DPS did not publicly disclose why troopers initially attempted the traffic stop.

Villa continued driving away, and DPS troopers pursued him southbound on Mile 6 West Road, also known as Westgate Drive, at what DPS described as a high rate of speed.

During the pursuit, Villa entered a construction zone on Mile 6 West Road. DPS reported that he lost control of the Kia and struck two mounds of gravel. The vehicle rolled over and came to rest on its left side. Villa suffered fatal injuries in the rollover.

On 01/12/2022, 22-year-old Autrey Faith Simone Davis was killed when a Harris County Sheriff's Office patrol vehicle driven by Deputy Dontre Thomas crashed into her Kia Borrego during a high-speed police pursuit at Laura Koppe Road and Lockwood Drive in northeast Houston. Davis was traveling with her two young children and was not involved in the pursuit.

The pursuit began after robberies at an Exxon gas station and a CVS Pharmacy. Authorities said Thomas saw a man leaving the CVS wearing a mask and entering a vehicle matching the description associated with the robberies. When Thomas attempted to stop the vehicle, its driver continued away and Thomas pursued. The driver was later identified as DaVonte Williams.

Investigators said the pursuit reached speeds exceeding 80 to 90 mph. Shortly before 11 p.m., Thomas was driving his marked patrol vehicle eastbound on Laura Koppe Road with its emergency lights and siren activated when he entered the intersection with Lockwood Drive.

Davis was driving her black Kia Borrego northbound on Lockwood Drive when Thomas' patrol vehicle struck her vehicle. The impact caused Davis' Kia to roll over and collide with a white Acura TLX and a white Mitsubishi sedan. Thomas' patrol vehicle continued into a nearby parking lot, struck several additional vehicles and caught fire. The collision ultimately involved seven vehicles.

Davis was pronounced dead following the collision. Her two children were injured. Her young son, Kyle Johnson, suffered particularly severe injuries and required multiple brain surgeries. Davis' daughter was also hospitalized.

Bystanders pulled Thomas from his burning patrol vehicle. He was hospitalized with serious injuries, including a broken hip. Williams was not involved in the collision and continued away from the scene. He was arrested the following day.

Williams was charged federally with interference with commerce by robbery and brandishing a firearm during and in relation to a crime of violence. Harris County authorities also pursued charges including aggravated robbery and evading arrest resulting in death.

The Houston Police Department Vehicular Crimes Division investigated the fatal collision. The Harris County District Attorney's Office also investigated Thomas' conduct and presented the case to a grand jury. On June 28, 2022, the grand jury declined to indict Thomas in connection with Davis' death. .
OFFICER BACKGROUND:
Deputy Dontre Thomas was 24 years old and had been with the Harris County Sheriff's Office for approximately three years at the time of the fatal pursuit. Records obtained after Davis' death showed that Thomas had previously been disciplined for violating the sheriff's office pursuit policy.

On March 24, 2021, Thomas participated in an earlier vehicle pursuit. An internal investigation determined that he violated department policy during that pursuit, and in July 2021 he received a written reprimand and was ordered to complete a driver-safety course. The January 2022 crash that killed Davis occurred approximately six months after that discipline.

Following Davis' death, the Harris County Sheriff's Office opened another internal investigation into Thomas' actions. Later reporting states that Thomas was subsequently fired from the sheriff's department.

Payne approached Thornton Road in his Cadillac CTS, signaled and began making a left turn across the northbound lanes. Houston Police Department Officer Christopher Cabrera was driving a marked police SUV north on North Shepherd Drive.

Cabrera was not responding to an emergency and was driving without emergency lights or siren. Vehicle data and subsequent court proceedings established that Cabrera reached approximately 70 mph on the 35-mph roadway. Immediately before the collision, Cabrera was traveling approximately twice the speed limit and had looked down at his police laptop. The Fifth Circuit later stated that if Cabrera had been traveling at the speed limit, the collision would not have occurred.

Cabrera's police SUV struck Payne's Cadillac as Payne turned across the northbound lanes. Officer Orlando Hernandez and his partner, Officer Anthony Aranda, were patrolling nearby and decided to respond to an officer-assistance call connected with the search. Later federal litigation alleged that Hernandez was neither assigned nor authorized to join the pursuit response and could not see the pursued vehicle when he began driving toward the scene.

Hernandez drove the marked Ford police SUV westbound on Reed Road at speeds between approximately 80 and 100 mph on a roadway with a 40-mph speed limit. The pavement was wet from recent rain. EVENT NARRATIVE:
On 11/21/2021, at approximately 5:30 a.m., Sanger Police officers attempted to stop the pickup in the 300 block of North 5th Street. Police pursued the vehicle south through Sanger until, approximately one-half mile from the attempted stop, the 14-year-old driver lost control and crashed into a tree in the 700 block of South 5th Street.

Nelson, Brian Atian Hutson, 16, and Kevin Xzavier Angeles, 14, were killed. The 14-year-old driver and an 18-year-old passenger survived. All three teenagers who died were passengers.

Nelson was born on 02/02/2006 and lived in Argyle, Texas. Denton-area death records identify his full name as Nelson Steven Candelario Lopez Vargas and confirm that he died in Sanger on 11/21/2021.

EVENT NARRATIVE:
On 11/21/2021, at approximately 5:30 a.m., Sanger Police officers responding to reported vehicle burglaries located the white Ford pickup in the 300 block of North Fifth Street and attempted to stop it. The 14-year-old driver continued driving away and police escalated a pursuit south on Fifth Street.

The pursuit was exceptionally short geographically. Police reported that the pickup traveled approximately one-half mile before the driver lost control and crashed into a tree in the 700 block of South Fifth Street. Three of the five teenagers in the truck were killed. The surviving 14-year-old driver was critically injured, while an 18-year-old passenger was hospitalized with injuries described as non-life-threatening.

The three teenagers killed were Kevin Xzavier Angeles, 14, Nelson Steven Candelario Lopez Vargas, 15, and Brian Atian Hutson, 16. All three were passengers; the 14-year-old driver survived. Officers pursued Elliot Lewis in an hour-long, high-speed chase across the Houston area. REASON WHY PURSUIT WAS INITIATED:
Fort Worth Police were searching for a man accused of critically stabbing another man with a box cutter and stealing the victim’s pickup truck. Before police began the pursuit, the same man allegedly drove the stolen truck through the Taz game room on Camp Bowie West Boulevard, killing 45-year-old Jeffrey Allen Mazurowski.

EVENT NARRATIVE:
On 11/10/2021, Fort Worth Police officers were searching for a man accused of stabbing another man at approximately 11:45 a.m. in the 8600 block of Las Vegas Trail and stealing his pickup truck. At approximately 1:45 p.m., police located the stolen truck and began following it.

Before the police pursuit developed, the driver allegedly crashed the stolen truck through the Taz game room in the 8700 block of Camp Bowie West Boulevard and drove back and forth inside the building. Jeffrey Allen Mazurowski, 45, was pinned between the truck and a wall and later died at a hospital.

The driver left the game room and continued along Camp Bowie West Boulevard. At approximately 2:50 p.m., he drove onto the sidewalk in the 7600 block and struck 57-year-old Lailani Duroy Snell as she sat on a bus-stop bench. Surveillance video later showed that Snell had virtually no opportunity to escape the approaching truck. She was killed.

The driver subsequently abandoned the first stolen truck, took another vehicle and continued driving away while Fort Worth Police pursued him for several miles. Police eventually trapped the vehicle near Misty Mountain Drive and Deer Trail in south Fort Worth. SWAT officers surrounded the vehicle and deployed gas after a standoff, taking the driver into custody.

Snell and Mazurowski were both Fort Worth residents. Their identities were subsequently confirmed by the Tarrant County Medical Examiner’s Office.
