On 06/25/2021, Dionta O. Moore died from a self-inflicted gunshot wound after Granite City police pursued a vehicle connected to the fatal shooting of Delas Carter at Cheapies Tires, 1525 Madison Avenue in Granite City. Police responded to the tire shop at approximately 11:23 a.m. and found Carter suffering from gunshot wounds. Carter subsequently died at a hospital.

Investigators identified a vehicle matching witness descriptions, and Granite City police attempted an investigative traffic stop. The driver continued driving away while police pursued through Madison and Venice toward the McKinley Bridge.

The vehicle was ultimately stopped on the McKinley Bridge. Later court records state that a responding officer attempted to block the vehicle and the vehicle crashed into the police vehicle before a semi-truck driver positioned his truck to block the lanes. Two people exited the vehicle. Police found Moore dead in the driver’s seat from a self-inflicted gunshot wound to the head. A Glock 27 was recovered.

The Major Case Squad of Greater St. Louis was activated to assist Granite City police with the homicide investigation. Investigators identified Moore as one of the people they believed was involved in Carter’s killing. Another man, Fred W. Williams Jr., was subsequently prosecuted for Carter’s murder.

Williams was later convicted of first-degree murder and reckless discharge of a firearm and sentenced to 78 years in prison. Later appellate records provide additional documentation of the police chase and Moore’s suicide at its conclusion.

OFFICER BACKGROUND:

On 06/24/2021, 31-year-old Jermaine Jackson of Longs was killed after crashing a 2005 Honda Accord during a Horry County Police Department pursuit near Little River, South Carolina. Jackson was returning home after spending time with his girlfriend and children.

Shortly before 4:45 a.m., two Horry County police officers were parked near a Tiger Mart at Highway 9 and Highway 905 when Jackson passed them traveling approximately 100 mph in a 45-mph zone. The officers followed him for more than two minutes before activating their emergency lights. Dash-camera footage later obtained by The Sun News documented the pursuit.

Jackson initially pulled into a gas-station parking lot after police activated their lights but then continued away. The pursuit turned onto Highway 57, where an officer reported speeds of approximately 90 mph.

Near Harshaw Lane, Jackson's Honda left the roadway, struck a culvert and utility pole, entered a ditch, struck a tree and overturned. Jackson was ejected from the vehicle.

Horry County Fire Rescue arrived at approximately 4:53 a.m. Jackson was transported to Grand Strand Medical Center, arriving at approximately 5:25 a.m. in cardiac arrest. He died at the hospital at approximately 5:45 a.m.

REASON FOR POLICE CHASE:
Temporary license-plate violation. At approximately 9:30 p.m., a Bonner Springs police officer began following Vincent's 1996 Geo sedan because of a temporary license-plate violation. Dash-camera video showed Vincent signal a right turn before the officer activated emergency lights. Vincent pulled into a QuikTrip, drove around a gas pump and left the parking lot as the officer activated the siren. Police pursued Vincent onto K-7 Highway and then eastbound Interstate 70.

On 06/19/2021, 57-year-old Darrell Vincent of Kansas City, Kansas, was killed when a Bonner Springs police officer intentionally struck his car with a tactical vehicle intervention during a high-speed pursuit on Interstate 70, causing Vincent's car to lose control and overturn. Vincent was ejected and died at the scene.

The pursuit began over the temporary license-plate violation and continued for several minutes from Bonner Springs onto eastbound Interstate 70. A passenger was riding with Vincent. During the pursuit, dash-camera video showed the passenger extend his hands outside the car window.

Approximately four minutes and 15 seconds into the pursuit, a police supervisor authorized the pursuing officer to perform a tactical vehicle intervention, or TVI, in which a police vehicle intentionally strikes a fleeing vehicle to force it to rotate and stop.

At the time authorization was given, the officer reported traveling approximately 90 mph with traffic ahead. The officer indicated that after clearing the other vehicles, he would attempt the maneuver. The pursuit subsequently reached approximately 100 mph.

Vincent's Geo was traveling in the left lane of Interstate 70 when the police vehicle moved alongside it from the middle lane and struck the Geo's right rear quarter. The impact immediately sent Vincent's car veering across the highway. The Geo overturned and came to rest upside down.

Vincent was ejected from the vehicle and died at the scene. His passenger survived and crawled through the rear window of the crushed vehicle.

The Bonner Springs Police Department later acknowledged that the pursuit violated department policy. Significantly, the department had revised its pursuit policy only five days before Vincent was killed. The policy warned that performing a TVI above 45 mph made the maneuver more unpredictable. Vincent grew up in Kansas City, Kansas, and was the youngest of six children. He lived in Germany for a period before eventually returning to the Kansas City area. His family remembered him as a jokester who loved music and cooking.

Vincent was also a father. Earlier in 2021, his son Darrius Vincent had been hospitalized, and Darrell visited him. Darrius remembered that his father, who normally did not show much emotion, cried because he was worried about his son's health. It was the last time Darrius saw his father alive. Vincent was killed over Father's Day weekend.

After learning the circumstances of the pursuit, Darrius questioned why a license-plate violation had been allowed to escalate into a 100-mph chase and a deliberate police collision. He also objected to the government excluding his father's death from pursuit statistics simply because the officer intentionally caused the crash.

The Kansas City Star later conducted an extensive investigation of police pursuits throughout the Kansas City metropolitan area, using more than 140 public-records requests to over 60 law-enforcement agencies and reviewing more than 4,500 pages of records. The same investigation found that the Bonner Springs Police Department engaged in an unusually large number of pursuits for a community of its size.
