On 03/31/2021, a high-speed pursuit initiated by the North Little Rock Police Department ended in tragedy when officers requested assistance from the Arkansas State Police. On 03/31/2021, Barstow police officers responded to a report of a man who had threatened another person and gestured as if he had a weapon at a residence on Montara Road. Officers encountered Lance Montgomery Powell outside the location as he moved toward a trailer on the property. According to police, Powell did not comply with commands and turned toward officers while firing a handgun. Officers opened fire, and Powell was shot and killed at the scene. The San Bernardino County District Attorney’s Office conducted the investigation.

On 03/31/2021, Independence police officers responded to a late-night call reporting a person firing a rifle inside a home. Officers encountered Aaron Christopher Pouche at the residence. According to police, Pouche fired at officers during the encounter. Police opened fire, and Pouche was shot and killed. One Independence police officer was wounded during the incident. The Chicago Police Department attempted a traffic stop on Alvarez on Laramie Avenue at about 12:18 a.m.; when Alvarez refused to stop, officers escalated a foot pursuit. Alvarez fled through a parking lot and alley, holding a gun in his right hand and a cellphone in his left, then stumbled in the front yard of a residence near 5200 W. Eddy Street. Officer Solano confronted him, ordered him to drop the gun and fired five shots, shooting Alvarez in his back and thigh. Alvarez died at the hospital. Alvarez final words are "Why are you shooting me?" to which Solano replied "You had a gun." The Cook County State’s Attorney’s Office reviewed the case and found insufficient evidence to charge the officers.

At approximately 6:45 p.m., a 2003 Mack truck tractor towing a pole trailer was traveling east on Highway 94. A 2017 DPS Chevrolet patrol vehicle was traveling westbound. The DPS Trooper, Trooper Brady Germeroth, identified a traffic violation on another eastbound vehicle and made a U-turn. As the patrol vehicle re-entered the eastbound lane, the Mack truck driver swerved into the westbound lane, striking a 2019 Jeep Wrangler head-on. The truck continued to swerve and struck the back right side of the DPS vehicle, which then overturned and caught fire. The driver of the truck and the trooper were not injured. Melanie Painter, the driver of the Jeep, was killed in the crash.

On 03/31/2021, police responded to a home at 247 Sullivan Street in Claremont, New Hampshire, following reports of gunshots being fired. Jeffrey Ely had barricaded himself inside the residence. After an extended standoff, gunfire was exchanged between Ely and New Hampshire State Police. Troopers Nicholas Cyr, Stefan Czyzowski, Gary Ingham, Shane Larkin, William Neilsen, and Noah Sanctuary fired at Ely, who was subsequently killed. Officer Noah Sanctuary had been involved in a previous shooting incident in February of 2022. Sergeant Stefan Czyzowski and again Sergeant Noah Sanctuary were among six troopers who fired their weapons during a standoff in Plymouth, where Kevin Steinfeldt, died from a self-inflicted gunshot wound under police duress.

Shortly after 10 p.m. on March 31, 2021, gunshots were reported to the police. Approximately 25 minutes later, officers located a pickup truck and attempted a traffic stop. The driver did not stop, leading officers on a pursuit that ended in a dead-end parking lot near Southeast 122nd Avenue and Mill Street. Police initiated a standoff, during which a shot was heard from within the vehicle. Officers deployed gas into the truck, after which the man died by suicide.

On March 30, 2021, Helen Marie Quarles was driving home from her job at the state probation office. As she attempted to make a left-hand turn onto eastbound Route 3, her vehicle was struck by a Culpeper County Sheriff's Office-issued Chevy Tahoe SUV driven by Lt. Ashleigh Baughan. The officer, who was allegedly driving 75 mph in a 55 mph zone, was not responding to an emergency or pursuing another vehicle, and her emergency lights and sirens were not activated at the time of the crash.

On March 30, 2021, at approximately 11:00 a.m., officers from the Bossier City Police Department responded to a report of an allegedly stolen vehicle near a business in the 500 block of Barksdale Blvd, Bossier City, LA. Upon arrival, officers encountered 30-year-old Billy Ray Hill, who reportedly fled on foot but was apprehended by police after a brief chase. Details of the arrest are unknown. After the arrest, Hill became unconscious and died shortly thereafter.

The Louisiana State Police conducted an investigation into the incident. The Bossier Parish Coroner's Office performed an autopsy, which indicated no external or internal injuries or diseases. The coroner suggested that Hill may have suffered a life-threatening cardiac arrhythmia; however, this diagnosis could not be confirmed, and the final cause of death was listed as undetermined.

On 03/30/2021, Douglas County sheriff’s deputies responded to a reported robbery in progress at Mountain Motorsports in Lithia Springs. During the response, deputies encountered Shelby Jean Berkheimer inside the business. Under circumstances described by authorities as an armed confrontation, deputies opened fire and Berkheimer was shot and killed at the scene. One deputy was reported injured during the encounter. A Clay County deputy attempted to stop Gage Allen Salsman, who was on a motorcycle, in Henrietta. During the stop, Salsman reportedly threw something from his pockets and began speeding away, yelling for the officers to stop chasing him. Wichita Falls police and the sheriff's office set up ahead to wait for the chase. Salsman eventually collided with an SUV and was killed on impact.

A domestic disturbance occurred at the Quality Inn, starting around 6:30 a.m. A woman called officers there several more times, with the last call shortly after 12:30 p.m. Michael Leon Hughes had forced his way back into the room after having left earlier. When two officers arrived, Hughes refused to leave. As officers attempted to take Hughes into custody, a struggle ensued lasting more than 60 seconds with one of the officers. Hughes reportedly gained control of Officer J. H. Wing's Taser, stunned him once, and was then shot and killed by the officer.

On March 29, 2021, at approximately 9:11 a.m., officers responded to a domestic incident at a home involving Pierce L. Flinchum. When approached by police, Flinchum ran into the house and barricaded himself inside. Police obtained an arrest warrant for him on charges of assault and battery, and possession of a firearm as a felon. Throughout the day, police made multiple attempts to contact him by telephone. At approximately 10:30 p.m., officers entered the home and discovered Flinchum dead from a self-inflicted gunshot wound.

Nathaly Medina, 19, was a passenger in a car that Tulsa police attempted to stop for reckless driving. The driver, Jose Lara-Garcia, did not stop, leading officers to initiate a pursuit. On 03/29/2021, at approximately 3:50 a.m., LAPD officers attempted to stop Matthew Blaylock near 7th and Bixel Streets. Blaylock fled on foot, and officers escalated a chase that ended near 8th and Bixel Streets, where Blaylock allegedly produced a handgun. Officers opened fire, killing him. A handgun was recovered at the scene. Body camera footage of the incident has been released and is under review. On March 29, 2021, Chicago Police Officer Eric Stillman shot and killed 13-year-old Adam Toledo in an alley near the 2300 block of South Sawyer Avenue in the Little Village neighborhood. Officers had responded to reports of gunfire when Toledo fled on foot. Body camera footage later showed Toledo discarding a handgun behind a fence and turning toward the officer with his hands raised. Stillman fired a single shot that struck him in the chest. Adam was a seventh grader who loved video games and was close to his family. On March 29, 2021, at approximately 4:30 p.m., Deputy Justin Conley of the Fleming County Sheriff's Office observed a vehicle on Kentucky Route 11 near Maysville, Kentucky, with a male driver and a female passenger who appeared to be involved in a physical altercation. Deputy Conley attempted to initiate a traffic stop, but the driver, 48-year-old Terry Darnell Jackson, exited the vehicle and fled on foot into a wooded area. During a physical struggle, Deputy Conley opened fire, killing Jackson. Jackson was airlifted to the University of Cincinnati Hospital, where he was pronounced deceased. Deputy Conley was treated for minor injuries at Meadowview Regional Medical Center and was subsequently placed on administrative leave, per department policy.

On March 29, 2021, troopers from the Wyoming Highway Patrol attempted to stop a vehicle that was already being pursued. Despite the attempt to stop the vehicle, the driver, identified as 24-year-old Josiah Griffith, fled from the trooper. The vehicle entered Blairtown Connection Road before coming to a stop on 5th Avenue West. The vehicle then moved forward again, went down an embankment, and came to a stop. When officers approached the vehicle, they discovered Griffith dead from a self-inflicted gunshot wound.

On March 29, 2021, Springfield Police Department officers responded to a reported shooting at the Bass Pro call center on East Kearney Street. Upon arrival, officers discovered 33-year-old Troy Rapp deceased from gunshot wounds. Witnesses identified 28-year-old Joshua A. Anderson as the shooter. Anderson fled the scene, leading to a police pursuit that ended when Anderson crashed his vehicle near Glenstone Avenue and Kearney Street. Officers found Anderson with an apparent self-inflicted gunshot wound. He was transported to a local hospital, where he died from his injuries on April 1, 2021.

On March 28, 2021, deputies with the Greensville County Sheriff's Office responded to a disturbance call at the Quality Motel on U.S. Route 301. The caller complained of a white Ford Crown Victoria playing loud music in the parking lot. When a deputy arrived, the vehicle, driven by Daiquan Tarez Wright, was seen leaving the motel at a high rate of speed. The deputy attempted to stop the vehicle, but Wright fled down Liberty Road, reaching speeds of 60 mph. Wright's vehicle ran through standing water, lost control, struck a mailbox and fire hydrant, and then crashed into a tree, resulting in his death.

Florida Highway Patrol troopers joined the pursuit, which resulted in one person being killed and two others critically injured when the fleeing vehicle crashed. On 03/28/2021, Lompoc police responded to reports of a person walking in public with a gun. Officers located Krys Brandon Ruiz, who was wearing a mask. On March 27, 2021, at the Oklahoma County Jail located at 201 North Shartel Avenue in Oklahoma City, inmate Curtis Montrell Williams, aged 34, took a detention officer hostage on the 10th floor. Williams held a makeshift weapon to the officer's throat, leading to a standoff. Oklahoma City Police Department officers, including Lt. Coy Gilbert and Officer Kevin Kuhlman, responded to the situation. Upon entering the pod, they observed Williams threatening the officer's life. On 03/27/2021, Landon J. Payne’s spouse called 911 requesting non-police assistance for a mental health and drug crisis. Police were dispatched instead. After arriving, Lane County sheriff’s deputies determined Payne had an outstanding warrant and attempted to arrest him. Deputies said Payne resisted. Deputies deployed Tasers multiple times and handcuffed him. Payne was placed into a patrol vehicle, where officers observed signs of medical distress, including incoherent speech and erratic movement. Deputies transported Payne to jail. Upon arrival, deputies removed him from the vehicle, restrained him on the ground, and held him facedown while applying pressure to his back and head for an extended period. Payne lost consciousness and died shortly afterward. His family disputed the deputies’ account and filed a civil lawsuit alleging excessive force, repeated Taser use, and positional asphyxia during restraint. No deputies were criminally charged.

On 03/26/2021, Daniel Nolan called 911 and told a dispatcher that he was suicidal and armed with a gun. A Saint Charles police officer located Nolan outside a school property and spoke with him. During the encounter, Nolan walked away from the officer and later returned holding a gun. The officer fired a gun, killing Nolan at the scene. The killing was reviewed by investigators, and no criminal charges were filed against the officer.

On 03/26/2021, Weld County sheriff’s deputies responded to a residence on County Road 70 after a woman reported that Steven Michael Kielian had assaulted her, remained inside the home, and had access to firearms. Deputies arrived around 5:45 p.m. Kielian later ran from the residence. Deputies fired a bean-bag round in an attempt to stop him. Police said Kielian fired at deputies at least once. Deputies fired their guns, killing Kielian at the scene. The district attorney reviewed the killing and cleared the deputies. No criminal charges were filed.

Officers responded to a call about an assault in progress around 1:30 a.m. Upon arrival, they found John Pena Montez on the doorstep of the home, trying to get inside. Montez reportedly had a knife and was threatening a woman and three children inside. Officers used a Taser twice, but it did not incapacitate him. Montez went inside the home and shut the door. Officers entered, used a Taser again, and then fired two shots, killing him.
