On 04/19/2021, Fountain police officers and Colorado State Patrol troopers shot and killed 38 year old Robert Paul Garcia following a high-speed pursuit on Interstate 25 in Colorado Springs. Law enforcement responded earlier to a reported attempted robbery at a Dairy Queen in Pueblo West. A short time later, officers spotted a pickup truck linked to the incident traveling northbound on I-25 at speeds exceeding 100 miles per hour.
The truck briefly pulled over, and a passenger exited. The driver then accelerated and continued northbound on I-25. South of North Academy Boulevard, a trooper used a patrol vehicle to force the truck off the roadway. During the stop that followed, officers opened fire. NARRATIVE:
On 04/18/2021, 62-year-old professional photographer David Kawashima of Orange was killed when a vehicle fleeing a Tustin Police Department officer traveled the wrong way on Jamboree Road and crashed head-on into his vehicle near Warner Avenue in Irvine, California. Kawashima was an uninvolved motorist who encountered the pursuit while driving to a photography assignment for the City of Irvine.

At approximately 8:45 a.m., Tustin police were called to the District at Tustin Legacy shopping center after employees reported a driver who appeared to be passed out in the In-N-Out Burger drive-thru.

The subsequent criminal case established that at approximately 9:00 a.m., a police officer arrived and parked behind this vehicle. The driver backed up and drove away, and the officer followed. The vehicle drove through a rear alley of the shopping center, traveled the wrong direction through a gas station, ran a stop sign and a red traffic signal, crossed double-yellow lines and entered the wrong side of a major roadway.

The vehicle continued north in the southbound lanes of Jamboree Road at approximately 55 to 60 mph. According to evidence subsequently summarized by the California Court of Appeal, he narrowly avoided approximately seven vehicles traveling toward him before reaching Kawashima's vehicle.

After traveling approximately 300 yards against traffic, the vehicle crashed head-on into Kawashima's vehicle on Jamboree Road near Warner Avenue. Kawashima was alone in his vehicle and was pronounced dead at the scene.

The fleeing driver and his female passenger survived the collision and were hospitalized.

Kawashima was a professional photographer and longtime photographer for the City of Irvine. He earned a bachelor's degree in history from UCLA and had photographed Irvine's civic events, milestones and community life for nearly 15 years. His professional clients also included the Los Angeles Times, ESPN, Toshiba, Orange County United Way and Orange County Metro.

Kawashima was traveling to a City of Irvine photography assignment when he was killed. Following his death, Irvine added his name to the city's Wall of Recognition, planted a memorial tree, renamed the photography studio at the Irvine Fine Arts Center in his honor, and mounted an exhibition of his photography at Irvine Civic Center.

On 04/18/2021, Detroit Police Department officers were investigating a shooting involving five victims and a related fatal crash near West McNichols Road and Ward Avenue. The investigation continued after midnight into April 19. At approximately 2:38 a.m., a 27-year-old man driving a 2019 GMC Yukon entered the police-controlled crime scene. Police alleged that he fired a shot toward an officer, striking a police vehicle, and struck two parked police vehicles as he drove away.

Detroit police pursued the Yukon across the city. Police reported speeds exceeding 100 mph as the pursuit traveled through Detroit’s west side, downtown, onto a freeway and eventually toward the east side.

After the Yukon became damaged, the man stopped in a parking lot, got out and exchanged gunfire with officers, according to police. He then ran from the area while police pursued him on foot and in vehicles.

Police alleged that when an officer caught up with him less than half a mile away, the man pointed a handgun toward the officer. Police again opened fire, striking him. Officers provided emergency medical aid and transported him to a hospital, where he died. A .40-caliber Smith & Wesson handgun was recovered.

Detroit police released dash-camera video showing portions of the encounter and gunfire. Chief James Craig also disclosed that police had spoken with the man’s family, who said he had been deeply distressed by the shooting death of a 21-year-old friend the previous day and another recent death in his family.

On 04/18/2021, DeQuan Cortez Glenn, 24, died from a self-inflicted gunshot wound after fleeing a Douglasville Police Department driver's-license and safety checkpoint on Chapel Hill Road near Interstate 20. The checkpoint was operating at approximately 2:07 a.m. when officers saw a vehicle they believed was attempting to avoid police.

Douglasville officers pursued the vehicle until it stopped and Glenn ran. Police established a perimeter and requested assistance from the Austell Police Department K-9 Unit.

Austell Police Officer Edward Reeves and K-9 Jerry Lee tracked Glenn. When they located him, gunfire was exchanged. Police alleged that Glenn shot Jerry Lee in the front leg. Reeves returned fire. Reeves then removed his wounded K-9 from the area.

Police subsequently located Glenn dead. Although an officer had fired during the encounter, the GBI reported that preliminary autopsy findings established Glenn's fatal injury as a self-inflicted gunshot wound.

The Georgia Bureau of Investigation conducted the independent investigation. Its statewide 2021 police-shooting index records the April 18 Douglasville incident, Glenn's identity and the involvement of the Douglasville Police Department.

On 04/15/2021 at approximately 1:53 a.m., Oliver Sevin Frazier-Savoy, 24, of Beaverton was walking near Southwest Murray Boulevard and Southwest Bowerman Drive, adjacent to Nike World Headquarters, when he was struck by a Washington County Sheriff’s Office patrol vehicle traveling south on Murray Boulevard. Beaverton police were called to investigate because a Washington County deputy was driving the vehicle.

Police reported that the deputy had a green traffic signal and investigators did not initially believe the patrol vehicle was speeding. Frazier-Savoy suffered fatal injuries. The deputy, responding Beaverton officers and paramedics attempted lifesaving measures, but Frazier-Savoy was pronounced dead at the scene.

The deputy was placed on administrative leave while the Washington County Crash Analysis and Reconstruction Team investigated the collision. Public reporting at the time did not identify the deputy.

On April 14, 2021, Aroostook County Sheriff's deputies responded to a 911 call at approximately 2:58 a.m. that reported a man, later identified as Jacob "Jake" Wood, holding a knife to a woman’s throat at a residence on Scovil Street in Mars Hill, Maine. Deputies arrived at the scene and made contact with Wood.

Despite repeated commands to drop the knife, Wood did not comply. He was reportedly holding a knife to the woman’s throat, and the situation quickly escalated. Deputy Isaac Ward, fearing for the woman’s safety and the potential for further escalation, discharged his firearm, fatally wounding Wood.

The woman was unharmed, and after the shooting, she was able to safely exit the residence. Following the incident, the Maine Attorney General's Office conducted an investigation and determined that the use of deadly force was justified under the circumstances, as Wood did not comply with law enforcement commands and posed a potential threat to both officers and the woman involved.

NARRATIVE:
On 04/18/2024 at approximately 6:00 a.m., Nicholus “Nick” Wayne Woolums, 25, of Muncie was a passenger in a Dodge Dart traveling north on State Road 3 in Henry County. Henry County Sheriff’s Deputy Tanner Strelecky, who had just completed his shift but remained in uniform and was driving his marked patrol vehicle, reported seeing traffic violations that led him to suspect the driver was impaired. Strelecky attempted a traffic stop near the Henry-Delaware County line and the driver continued north.

Strelecky pursued the Dodge into Delaware County and through Muncie. Investigative records later described speeds of approximately 70 to 100 mph as the pursuit traveled through the south side of Muncie, downtown, the west and northwest sides, and eventually east on McGalliard Road.

At approximately 6:15 a.m., the Dodge approached a red light at McGalliard Road and Tillotson Avenue. The driver moved into the left-turn lane to pass vehicles stopped for the signal and entered the intersection, where the Dodge collided with a white Jeep driven by 38-year-old Shanta Sharrel Schmiesing. Both vehicles came to rest in a grassy area northwest of the intersection.

Woolums was pronounced dead at the scene. The Dodge driver and Schmiesing were both transported to IU Health Ball Memorial Hospital in critical condition; Schmiesing was subsequently transferred to IU Health Methodist Hospital in Indianapolis. Muncie police did not participate in the pursuit but investigated the crash with Indiana State Police.

Woolums was remembered by his family as outgoing, kind and intensely family-oriented. His obituary said he routinely put other people before himself, was an Indianapolis Colts fan and particularly cherished time with his father, whom he considered his best friend.

Woolums’ father, James David Woolums, filed a civil-rights lawsuit against Strelecky, Sheriff John Sproles, the Henry County Sheriff’s Department and Henry County. The case was removed to the U.S. District Court for the Southern District of Indiana on 09/11/2024 as Woolums v. Henry County Sheriff’s Department et al., No. 1:24-cv-01554. The litigation challenged the circumstances and supervision of the pursuit that killed Woolums.

The Delaware County Prosecutor separately reviewed whether Strelecky should face criminal charges. On 01/29/2025, the prosecutor formally announced that no criminal charges would be filed against the Henry County deputy for the pursuit ending in Woolums’ death.

The criminal case against the driver continued. In July 2025, Zacrey Antrim pleaded guilty to resisting law enforcement resulting in death, resisting law enforcement resulting in serious bodily injury, and operating a vehicle with a controlled substance in his blood. On 10/29/2025, Delaware Circuit Court Judge Judi Calhoun sentenced him to 22 years in prison.

OFFICER BACKGROUND:
Tanner Strelecky was a rookie deputy. He was hired by the Henry County Sheriff’s Office in July 2023 and was still an Indiana Law Enforcement Academy trainee during the period surrounding the fatal pursuit. Contemporary academy reporting identifies him as a newly hired Henry County deputy undergoing law-enforcement training. Strelecky remained employed by Henry County as a merit deputy in 2025.

NARRATIVE:
On 04/14/2021 at approximately 1:47 a.m., Alyssa Roman, 19, of San Jose was a passenger in a 2004 Toyota Camry traveling south on Highway 1 with three other young people from San Jose. California Highway Patrol officers first observed the Camry traveling at high speed north of Dimeo Lane and attempted a traffic stop. The driver continued south toward Santa Cruz while CHP pursued.

The Camry continued at high speed onto Mission Street and through Santa Cruz. Additional CHP units encountered the vehicle near Highway 1 and Highway 9 and again attempted to stop it. Santa Cruz police were also involved as the pursuit continued south on Highway 1.

Near Morrissey Boulevard, the driver attempted to take the off-ramp but struck a concrete curb, causing the Camry to pitch forward and crash into a metal guardrail. Approximately 20 feet of guardrail was damaged, and the wrecked Camry caught fire.

CHP officers pulled Roman and another passenger from the burning wreckage. Roman was pronounced dead at the scene. Passenger Kenny Tran, 20, and a 17-year-old female passenger were injured and hospitalized; later reporting described their injuries as minor. The driver, Richard A. Quihuis Jr., 19, suffered minor injuries and ran from the wreck before a CHP officer apprehended him.

Quihuis was arrested on allegations of felony DUI, gross vehicular manslaughter while intoxicated, felony evading police, felony hit-and-run and possession of a controlled substance. He was initially held in the Santa Cruz County Jail on $150,000 bail.

The Santa Cruz County Sheriff-Coroner subsequently publicly identified Roman.
