Police responding to a medical emergency for a person who had fallen and needed help. When they arrived, they found a second person, minimally verbal and catatonic Steve Amann with an object in his hand. Initially reported as a gun, the object was a cell phone. Steve Amann was unarmed and not a threat to police when killed.
