OPEN RECORDS SUMMARY :

On 03/03/2024, deputies from the San Diego County Sheriff's Department responded to reports of a man, Abdul Kamara, 29, acting erratically near the Vista Detention Facility. Kamara was initially arrested on suspicion of being under the influence of a controlled substance after he was found crawling in a parking lot in Cardiff-by-the-Sea. While in custody, Kamara reportedly exhibited self-harming behavior and resisted detention. Deputies restrained Kamara using a WRAP device, and he later experienced a medical emergency. Despite life-saving efforts, Kamara was pronounced dead at a local hospital.

The San Diego Police Department's Homicide Unit is leading the investigation, and the San Diego County Medical Examiner is determining the official cause of death. Additional investigations are being conducted by the Sheriff's Department, the Citizens' Law Enforcement Review Board (CLERB), and the San Diego County District Attorney's Office.
