OPEN RECORDS SUMMARY :
Frank Rodriguez allegedly choked and hit a woman and also attacked a nearby unhoused man but was reportedly unarmed and throwing punches. When police arrived, both Rodriguez and the woman were in his vehicle. The woman told police multiple times that she was fine. Police refused to drop the issue and touched or pushed Rodriguez who ran. Police fired their taser. Fleeing the taser, he ran directly into the path of a car and was killed while the car fled the scene.
