Arcadia PD planted a bait package with a GPS device in a package left on a porch. The package was stolen and police found it in a crashed car in which the unnamed driver had been killed. Police claim they were not actively pursuing the target vehicle at the time of the crash and did not explain why the vehicle was involved in a fatal single-vehicle crash.
