OPEN RECORDS SUMMARY :
On 07/30/2024 at approximately 5:45 a.m., the Pueblo Police Department SWAT Team executed a high-risk arrest warrant at a residence in the 2100 block of South Drive for 19-year-old James Jaramillo. Jaramillo was wanted on multiple felony charges stemming from several violent crimes under investigation. Officers announced their presence and attempted to contact him, but he barricaded himself inside the residence. During the standoff, investigators reported that Jaramillo fired multiple rounds from inside the home toward officers. SWAT officers used flashbang devices and a BearCat armored vehicle while attempting to resolve the incident.
According to investigators, Jaramillo later exited the residence while armed with a handgun and again fired toward members of the SWAT team. Officers returned fire, striking Jaramillo. Tactical medics and EMS personnel responded immediately, but Jaramillo was pronounced dead at the scene. Investigators recovered a loaded, operable handgun from the scene.
The 10th Judicial District Critical Incident Response Team, led by the Pueblo County Sheriff's Office, conducted the independent investigation. The investigation included body-worn camera footage, forensic evidence, witness interviews, scene reconstruction, and ballistic analysis. After reviewing the investigation, the Pueblo County District Attorney concluded that the officers reasonably believed they faced an imminent threat of death or serious bodily injury after Jaramillo fired at them. The District Attorney determined the officers' use of deadly force was legally justified under Colorado law, and no criminal charges were filed. The names of the officers involved have not been publicly released.
Following department policy, the involved SWAT officers were initially placed on paid administrative leave while the investigation was conducted. The case was closed following the District Attorney's findings.
