On 07/25/2024, Miami-Dade Police Department officers responded to reports of shots fired near the intersection of S.W. 5th Avenue and 3rd Street in Miami. Witnesses reported that 64-year-old Ramon De Jesus Blanco was firing a handgun into the air and toward nearby buildings.
When officers arrived, they encountered Blanco holding a handgun. According to investigators, officers gave repeated commands for him to drop the weapon. Police stated that Blanco failed to comply, and Sgt. Luis Bernal, Officer Richard Narino, and Officer Michael Moreno fired their weapons, striking him.
Miami Fire Rescue responded, but Blanco was pronounced dead at the scene.
The Florida Department of Law Enforcement investigated the shooting. In December 2025, the Miami Police Department released body-worn camera footage and the investigative close-out memorandum. The investigation concluded that the officers' use of deadly force was legally justified. The report determined that Sgt. Luis Bernal and Officer Richard Narino fired the rounds that struck Blanco, while Officer Michael Moreno also fired but did not strike him.
