OPEN RECORDS SUMMARY :
On 07/25/2024, Louisville Metropolitan Police Department officers responded to a residence in the 6600 block of Eagle Wood Drive after receiving a 911 call regarding a man in mental health crisis. The caller, later identified as 32-year-old Yoel Napoles Ravelo, reportedly requested to go to the hospital.
When officers arrived, they encountered Napoles Ravelo behaving erratically while armed with a large kitchen knife. Officers attempted to communicate with him, including through family members because of a language barrier. According to investigators, officers repeatedly ordered him to drop the knife and deployed multiple less-lethal options, including 40 mm foam baton rounds and Tasers.
Police stated that Napoles Ravelo then advanced toward officers while still holding the knife. Multiple officers fired their weapons, striking him. He was pronounced dead at the scene.
The Louisville Metro Police Department released body-worn camera footage of the incident on August 8, 2024. In 2025, the Louisville Office of Inspector General completed its review and concurred with the Professional Standards Unit's findings that the officers' use of force was exonerated. The OIG also concluded that the language barrier between officers and the family was evident and noted that an officer relied on Napoles Ravelo's sister to translate during the encounter.
