OPEN RECORDS SUMMARY :

On 07/24/2024, at approximately 3:30 a.m., Thornton Police Department officers responded to a reported assault at a gas station near Gale Boulevard and West Thornton Parkway. Officers identified 27-year-old Gilberto Velazquez Carnero as the suspected assailant and located him nearby.
According to investigators, an officer attempted to detain Velazquez Carnero, and the two became involved in a physical struggle. During the altercation, investigators stated that Velazquez Carnero attempted to take the officer's handgun. Officer Julian Becerra then fired his weapon, striking Velazquez Carnero.
Officers rendered medical aid until paramedics arrived, but Velazquez Carnero was pronounced dead at the scene. The officer involved in the struggle sustained non-life-threatening injuries and was treated and released.
The 17th Judicial District Critical Incident Response Team conducted the investigation. On 12/17/2025, District Attorney Brian Mason concluded that Officer Julian Becerra's use of deadly force was legally justified under Colorado law and declined to file criminal charges. Thornton Police Department subsequently initiated its administrative review of the incident.
