OPEN RECORDS SUMMARY :
The Portland police bureau arrived at a disturbance call after being told the shots had been fired. When they arrived, the encountered Joel Arevalo, and shot and killed him. Police later explained that he had had his hands in his pockets. Police were uncooperative with questions and specifically refused to answer the question whether he had been armed at the time of the shooting or had even been the person who had fired the shots they were sent out to investigate
