Mesa PD were alerted by a surveillance camera monitoring system mounted at an intersection that someone was firing shots outdoors. Police arrived and fired tasers at the man, then fired beanbag rounds and finally fired live bullets and killed Ringo Van Winkle. Police did not clarify whether he had or used a weapon at the time that he was killed
