OPEN RECORDS SUMMARY :
LAPD presented the following narrative: An LAPD officer called for help, stating they had heard shots fired near 66th and Flower Streets. Police escalated a 75-mile long high-speed chase. The vehicle stopped and Ricardo Ramirez allegedly walked up to the police vehicle. Plainclothes vice officers inside opened fire, killing him. Ricardo Ramirez died. He had been unarmed and was killed by vice cops in civilian clothing who were working on prostitution undercover work elsewhere when they began tailing the vehicle Ramirez was in after LAPD had allegedly been told of shots fired. The vice cops claim that they had seen Ramirez with a ski mask arguing with another driver. This was the reason given for undertaking the massive manhunt that ended in a close range shooting of the unarmed Ramirez.
Other passengers in the vehicle took off and LAPD chased them with police crashing their cruiser in a single-vehicle accident while chasing the vehicle again. After a lengthy chase, the men were arrested.
