OPEN RECORDS SUMMARY :
On 07/10/2024, Chula Vista Police Department officer Patrick Alvarez responded to a call about a Volvo that had crashed near the waterfront at the intersection of H Street and Marina Parkway, north of Sandpiper Way. Upon arrival, police attempted to make contact with the driver, identified as 50-year-old Moises Colunga Jr., who refused to exit the vehicle. Police reported that Colunga Jr. held or flashed a firearm during the interaction. In response, Officer Alvarez fired his weapon, striking Colunga Jr. He was later pronounced dead. The incident remains under investigation, and no other injuries were reported.
