OPEN RECORDS SUMMARY :
On 08/14/2024, at approximately 10:23 p.m., officers with the Virginia Beach Police Department responded to a residence in the 1200 block of Quarter Way after receiving a report of a possible drug overdose. The first officer to arrive heard a disturbance inside the home, entered the residence, and found 61-year-old Robert "Bobby" Charles Miller and a woman struggling over a knife in an upstairs bedroom.
According to police, the officer repeatedly ordered Miller to drop the knife. Police reported that Miller instead moved toward the officer while still holding the knife. The officer fired, striking Miller. Officers immediately rendered first aid until Virginia Beach EMS personnel arrived. Miller was transported to a local hospital, where he later died from his injuries.
Virginia Beach Police Chief Paul Neudigate stated that the shooting was the department's second deadly force incident in less than 48 hours. As required by department policy, the officer who fired was placed on paid administrative leave while the investigation proceeded. The Virginia Beach Police Detective Bureau opened a criminal investigation, the Virginia Beach Commonwealth's Attorney conducted a separate independent review, and Internal Affairs was assigned to conduct an administrative investigation after completion of the criminal reviews.
