OPEN RECORDS SUMMARY :

On 08/14/2024, shortly before 6:40 p.m., Honolulu police responded to reports of an active shooting at a residence on Waianae Valley Road. Investigators said 60-year-old Alston Kaipo Awong arrived at the property armed with both a rifle and a handgun after an ongoing neighborhood dispute involving the occupants of the home. According to investigators, Awong opened fire, striking multiple people before officers arrived.
Responding officers encountered Awong outside the residence. Honolulu Police Chief Joe Logan said Awong was still armed when officers confronted him. Officers fired, fatally wounding him at the scene. Four other people were shot during the incident. Three were transported to hospitals with serious injuries, while one victim died from gunshot wounds.
The shooting stemmed from a long-running feud between neighboring families that had generated repeated police responses before the violence erupted. Following the incident, investigators recovered both a rifle and a handgun believed to have been used by Awong. The Honolulu Police Department's Criminal Investigation Division and the Department's Professional Standards Office investigated the officers' use of deadly force.
Subsequent reporting identified the civilian who shot and killed Awong's son, Rishard Keamo-Carnate, during the exchange of gunfire. In 2025, the Honolulu Prosecutor's Office announced that Keamo-Carnate would not face criminal charges, concluding he acted in self-defense while protecting himself and others during the attack. That prosecutorial decision became the principal post-incident development in the case. No later reporting identified the Honolulu police officers involved, announced criminal charges against them, or reported civil litigation arising from the police shooting itself.
