OPEN RECORDS SUMMARY :

On 08/13/2024, deputies with the Bertie County Sheriff's Office went to a residence on Sierra Lane in Windsor to serve an involuntary commitment order for 28-year-old Tyshawn Barnes. The deputies were attempting to take Barnes into custody under the court order when they encountered him outside the residence.
According to the Bertie County Sheriff's Office, Barnes opened fire on the deputies, striking one deputy in the arm. Additional deputies returned fire, striking Barnes. Deputies immediately rendered aid until Bertie County EMS arrived. Barnes was transported to ECU Health Bertie Hospital, where he was pronounced dead. The wounded deputy was transported for treatment and later released.
The North Carolina State Bureau of Investigation assumed responsibility for the independent investigation into the shooting. The Bertie County Sheriff's Office identified the decedent as Tyshawn Barnes and confirmed that the deputies had been attempting to serve an involuntary commitment order rather than a criminal arrest warrant.
