OPEN RECORDS SUMMARY :

On 08/04/2024, Delaware State Police responded after receiving reports of an armed man at a residence on the 1700 block of Limestone Road in Wilmington. Troopers discovered 22-year-old Alondra Quinonez fatally shot inside the residence, which had also been intentionally set on fire. Investigators determined that 57-year-old Francisco Vasquez had forcibly entered the home of his former spouse, fired multiple rounds at two occupants, fatally striking Quinonez before setting the residence on fire and fleeing in a vehicle. Members of the Delaware State Police Aviation Section located Vasquez near the Chesapeake and Delaware Canal. Vasquez climbed onto a high-tension electrical transmission tower while armed, prompting a standoff that lasted several hours. Troopers attempted to negotiate with him. During the standoff, Vasquez fired his weapon at troopers. Three Delaware State Troopers returned fire, striking Vasquez. Troopers rendered first aid, but Vasquez died at the scene. The Delaware Department of Justice and Delaware State Police Homicide Unit investigated the shooting. The involved troopers were placed on administrative leave pursuant to department policy. Their identities were not publicly released.
