Jeffrey Noble, a former police chief and nationally known police use-of-force consultant retained by the family, reviewed the footage and publicly concluded that the officers appeared to have control of Meza and that the use of deadly force did not appear justified. At the time of those reports, the Harris County District Attorney's review and Houston Police Department's internal investigation remained pending.
OFFICER HISTORY
Officer Jillian McGowan previously fatally shot 54-year-old Rufino Lara in Houston on 07/10/2012. McGowan reported that Lara turned toward her with his hands inside his shirt and that she believed he was reaching for a firearm. Lara was unarmed; investigators recovered only an empty beer can. Two civilian witnesses disputed McGowan's account, stating Lara had his hands raised and was not reaching into his shirt. A Harris County grand jury declined to indict McGowan, and Houston Police Department ruled the shooting justified, although the department's internal review concluded she had acted too quickly. As of the latest available information, Officer Jillian McGowan had not been criminally charged or disciplined for the shooting. She remained employed by the Houston Police Department while the Harris County District Attorney's Office and HPD conducted their reviews. Officers encountered 43-year-old Dennis Thornton of Leander standing near the concrete barrier separating the northbound and southbound lanes. When an officer attempted to make contact, Thornton did not respond and moved toward the officer. The officer deployed a Taser, causing Thornton to fall to the ground. Officers attempted to handcuff Thornton, but he continued struggling for approximately two minutes before they secured both wrists. Officers then applied a wrap restraint that secured his arms and legs before transporting him to Christus Santa Rosa Hospital. While in police custody, Thornton suffered a medical emergency. Hospital staff measured his body temperature at approximately 108 degrees. Despite treatment, he was pronounced dead at 8:20 p.m. The Texas Rangers, the San Marcos Police Department Criminal Investigations Division, and the department's Office of Professional Conduct opened investigations into the death. On 08/04/2024, Delaware State Police responded after receiving reports of an armed man at a residence on the 1700 block of Limestone Road in Wilmington. Troopers discovered 22-year-old Alondra Quinonez fatally shot inside the residence, which had also been intentionally set on fire. Investigators determined that 57-year-old Francisco Vasquez had forcibly entered the home of his former spouse, fired multiple rounds at two occupants, fatally striking Quinonez before setting the residence on fire and fleeing in a vehicle. Members of the Delaware State Police Aviation Section located Vasquez near the Chesapeake and Delaware Canal. Vasquez climbed onto a high-tension electrical transmission tower while armed, prompting a standoff that lasted several hours. Troopers attempted to negotiate with him. On 07/17/2024, a Greensboro police officer observed a vehicle traveling the wrong way and attempted a traffic stop. The driver continued driving away at a high rate of speed, and police pursued. The fleeing vehicle reached speeds estimated at approximately 130 mph. At the intersection of East Cone Boulevard and North O. Henry Boulevard, the fleeing vehicle collided with a Greensboro police patrol vehicle responding to assist in the pursuit. The vehicle caught fire after the collision. Fourteen-year-old passenger Brandon Bowie Jr. died at the scene. Two other juvenile passengers, 14-year-old Kenyan Saxton-Reese and 15-year-old Derrion Legrand, also died. On 08/03/2024 at approximately 9:34 p.m., San Bernardino County sheriff's deputies responded to a report of a man carrying a handgun outside the Vons shopping center at 8778 19th Street in Rancho Cucamonga. Witnesses directed deputies toward a nearby Walgreens, where they encountered 31-year-old Angeleno Davonte Sykes.
Police attempted to contact Sykes, who was armed with a handgun. During the initial encounter, gunfire was exchanged between Sykes and deputies in the parking lot outside the Walgreens. Sykes then continued on foot across the shopping center toward the Sprouts Farmers Market on Carnelian Street while still armed. Deputies pursued him into the shopping center, where a second exchange of gunfire occurred.

On 08/02/2024, Lake County sheriff’s deputies responded to Brookside Drive in the Orlando Hills neighborhood outside Eustis after residents reported that Michael Sulpizio’s wife, Julie Ann Sulpizio, was trespassing on their property, striking people and making religious accusations against them.
Deputies detained Julie Sulpizio and began investigating statements she made concerning her husband and two adult daughters at the family’s nearby home. Julie told deputies that her family members were inside the residence and made statements about needing to “trick the evil to come out.” Police decided to conduct a welfare check at 38144 Brookside Drive.
Master Deputy Bradley Michael Link and Master Deputy Harold Howell approached the residence shortly after 9 p.m. Deputies found two dead dogs outside, a damaged or open window and indications that someone had forced entry or altered the house. Link and Howell entered through the rear of the residence.
Link’s body-camera footage showed Michael Sulpizio sitting inside the house wearing what appeared to be body armor and holding a rifle. Michael opened fire on the deputies. Bullets struck Link in the back as he faced away from Michael and struck Howell in the arm. Howell returned fire and escaped from the residence while Link remained wounded and trapped inside.
Police established a rescue team to reach Link. Deputy First Class Stefano Gargano entered with the rescue group approximately 20 minutes after the initial shooting. Michael Sulpizio and the two women inside fired repeatedly at the rescue team. Bullets struck Gargano multiple times in his abdomen and arms, forcing the team to withdraw without Link.
Police surrounded the house and attempted to communicate with the people inside. Body-camera and police recordings captured a woman inside shouting religious statements at deputies. Police later reported that Michael Sulpizio and his two adopted daughters, Savannah and Cheyenne Sulpizio, discussed killing themselves while the standoff continued.
Shortly after 11 p.m., police heard three gunshots from inside the residence. The Lake County Sheriff’s Office SWAT team subsequently entered, recovered Link and found Michael, Savannah and Cheyenne dead from self-inflicted gunshot wounds. Michael died from a gunshot wound to the head.
Deputies recovered 22 firearms positioned in the living room, large quantities of ammunition, body armor, gas masks, emergency food, bottled water, anti-government material and conspiracy-related media. Investigators said the firearms and ammunition had been staged throughout the room from which Michael and the two women fired.
Link died from the gunshot wounds inflicted during the initial attack. Howell underwent surgery for the wound to his arm. Gargano underwent several operations after sustaining multiple gunshot wounds.
Detectives arrested Julie Sulpizio on 08/05/2024. On 08/02/2024, Lake County sheriff’s deputies responded to Brookside Drive in the Orlando Hills neighborhood outside Eustis after residents reported that Michael Sulpizio’s wife, Julie Ann Sulpizio, was trespassing on their property, striking people and making religious accusations against them.
Deputies detained Julie Sulpizio and began investigating statements she made concerning her husband and two adult daughters at the family’s nearby home. Julie told deputies that her family members were inside the residence and made statements about needing to “trick the evil to come out.” Police decided to conduct a welfare check at 38144 Brookside Drive.
Master Deputy Bradley Michael Link and Master Deputy Harold Howell approached the residence shortly after 9 p.m. Deputies found two dead dogs outside, a damaged or open window and indications that someone had forced entry or altered the house. Link and Howell entered through the rear of the residence.
Link’s body-camera footage showed Michael Sulpizio sitting inside the house wearing what appeared to be body armor and holding a rifle. Michael opened fire on the deputies. Bullets struck Link in the back as he faced away from Michael and struck Howell in the arm. Howell returned fire and escaped from the residence while Link remained wounded and trapped inside.
Police established a rescue team to reach Link. Deputy First Class Stefano Gargano entered with the rescue group approximately 20 minutes after the initial shooting. Michael Sulpizio and the two women inside fired repeatedly at the rescue team. Bullets struck Gargano multiple times in his abdomen and arms, forcing the team to withdraw without Link.
Police surrounded the house and attempted to communicate with the people inside. Body-camera and police recordings captured a woman inside shouting religious statements at deputies. Police later reported that Michael Sulpizio and his two adopted daughters, Savannah and Cheyenne Sulpizio, discussed killing themselves while the standoff continued.
Shortly after 11 p.m., police heard three gunshots from inside the residence. The Lake County Sheriff’s Office SWAT team subsequently entered, recovered Link and found Michael, Savannah and Cheyenne dead from self-inflicted gunshot wounds. Michael died from a gunshot wound to the head.
Deputies recovered 22 firearms positioned in the living room, large quantities of ammunition, body armor, gas masks, emergency food, bottled water, anti-government material and conspiracy-related media. Investigators said the firearms and ammunition had been staged throughout the room from which Michael and the two women fired.

The driver, 22-year-old Malcom T. Braman, continued driving away while police pursued. Officers requested the Air Support Unit and began coordinating the deployment of spike strips in an effort to end the pursuit. On 08/02/2024 at approximately 3:10 a.m., Oklahoma City police responded to 7021 Eagles Landing, near Southeast 74th Street and South Sooner Road, after receiving a report that 47-year-old Brandon Lena was experiencing a suicidal crisis and walking in the residential street with a handgun. The caller reported that Lena had spoken about provoking police into killing him.
Officers found Lena outside holding a pistol. Police surrounded him from positions in the street and behind patrol vehicles and repeatedly ordered him to put down the gun. The encounter continued for approximately one hour while Lena walked through the street and police maintained their firearms trained on him.
Body-camera video shows officers discussing Lena’s mental-health crisis and describing his conduct as an attempt to make police shoot him. Officers continued issuing commands while Lena remained in the roadway with the handgun.
Police eventually fired less-lethal impact projectiles at Lena. Body-camera audio recorded an officer directing another officer to “shoot him again,” referring to the continued use of less-lethal ammunition. The projectiles struck or were fired toward Lena but did not cause him to release the handgun.
At approximately 4:10 a.m., police said Lena raised the handgun and pointed it toward officers. Officers James Doran, Joshua Geerdes and Jimmy Hatfield then fired their guns at him. Police gunfire struck Lena, and he died at the scene. Each officer had worked for the Oklahoma City Police Department for approximately four years at the time of the shooting.
The Oklahoma City Police Department classified Lena’s killing as its fifth police shooting and its 55th homicide investigation of 2024. The department placed Doran, Geerdes and Hatfield on administrative leave while investigators reviewed the shooting. Police released a community incident briefing containing body-camera footage on 08/23/2024.
The Oklahoma County grand jury subsequently reviewed the killing. Jurors heard testimony from two detectives and examined more than two dozen exhibits, including officers’ body-camera recordings, police-vehicle camera footage, interviews and photographs. On 10/30/2024, authorities announced that the grand jury had declined to bring criminal charges against Doran, Geerdes or Hatfield.
Lena’s death occurred amid a broader federal investigation into Oklahoma City’s emergency response to people with behavioral-health disabilities. In January 2025, the U.S. Department of Justice concluded that Oklahoma City and its police department routinely relied on armed police responses to mental-health emergencies in ways that escalated encounters and discriminated against people with behavioral-health disabilities.

On 08/02/2024 at approximately 8:30 a.m., David Resmondo arrived at the Monroe County Justice Center in Madisonville carrying a rifle. He fired multiple rounds in the parking lot before walking toward the building.
After firing outside, Resmondo shot through the glass front entrance and entered the justice center. Sheriff Tommy Jones later said one of the rifle rounds struck the brick immediately outside his office window after Resmondo fired directly toward that area of the building. Approximately 30 to 40 people, including court employees and members of the public, were inside the building at the time.
As Resmondo entered the lobby, a Monroe County sheriff's deputy confronted him at the security checkpoint. Investigators reported that Resmondo pointed his rifle toward deputies inside the building. The deputy fired his service weapon, striking Resmondo. He was transported to a local hospital, where he was pronounced dead. No one else was struck by gunfire during the incident.
The Tennessee Bureau of Investigation assumed responsibility for investigating the shooting at the request of 10th Judicial District Attorney General Shari Tayloe. The investigation included processing the crime scene inside and outside the justice center, interviewing witnesses and collecting physical evidence.
Sheriff Jones stated that he had met personally with Resmondo several weeks before the shooting. According to Jones, Resmondo appeared to be experiencing mental-health problems during that meeting, although nothing in their conversation led him to believe Resmondo would carry out an armed attack.
A GoFundMe campaign created by Resmondo's family described him as a husband and father who had struggled with severe depression and mental illness before the shooting. The fundraiser stated that he left behind his wife and children and sought assistance with funeral expenses.

On 08/01/2024 at approximately 1:30 p.m., Chandler police officers responded to an apartment complex in the 2000 block of South Dobson Road after receiving reports of a suspicious person and a possible domestic violence incident. Officers heard loud noises and items breaking inside an apartment and established a perimeter around the residence while attempting to assess the situation.
While officers maintained the perimeter, 49-year-old Lorie Martha O'Neal exited the apartment carrying a handgun. Officers repeatedly ordered her to drop the weapon. Body-camera footage later released by the Chandler Police Department showed officers continuing to issue commands as O'Neal stood outside with the firearm.
Police shot O'Neal after she continued holding the handgun during the encounter. Officers rendered medical aid until Chandler Fire Department personnel arrived. O'Neal died at the scene. Investigators later stated that no other people were inside the apartment when the shooting occurred.
The East Valley Critical Incident Response Team assumed responsibility for the criminal investigation, with the Chandler Police Department conducting a separate administrative review of the officers' actions under department policy.
In December 2024, the Chandler Police Department released a Critical Incident Briefing video containing body-camera footage, police radio traffic and a narrated timeline of the encounter. On 08/01/2024 at approximately 5:11 p.m., Utah Highway Patrol Trooper Withers was conducting speed enforcement on Interstate 70 when a white BMW SUV passed his location traveling approximately 128 mph. Trooper Withers entered the interstate and attempted to catch up to the vehicle but was unable to close the increasing distance. He radioed ahead to the Emery County Sheriff's Office for assistance.
An Emery County deputy located the BMW and attempted a traffic stop. The BMW continued driving east on Interstate 70 while law enforcement pursued. During the pursuit, the driver encountered slower traffic and drove into the highway median to pass other vehicles at high speed. The pursuit covered less than 20 miles.
Near mile marker 160, the BMW left the roadway, rolled multiple times and ejected both occupants. Driver Matthew Koehler died at the scene from injuries sustained in the rollover. Passenger Jasmine Green also died at the scene.

On 08/01/2024 at approximately 5:11 p.m., Utah Highway Patrol Trooper Withers was conducting speed enforcement on Interstate 70 when a white BMW SUV passed his location traveling approximately 128 mph. Trooper Withers entered the interstate and attempted to catch up to the vehicle but was unable to close the increasing distance. He radioed ahead to the Emery County Sheriff's Office for assistance.
An Emery County deputy located the BMW and attempted a traffic stop. The BMW continued driving east on Interstate 70 while law enforcement pursued. During the pursuit, the driver encountered slower traffic and drove into the highway median to pass other vehicles at high speed. The pursuit covered less than 20 miles.
Near mile marker 160, the BMW left the roadway, rolled multiple times and ejected both occupants. Driver Matthew Koehler died at the scene from injuries sustained in the rollover. Passenger Jasmine Green also died at the scene.

On 08/01/2024 at approximately 4:40 p.m., Columbus police officers responded to a residence on Cherry Creek Parkway after a 911 caller reported that 40-year-old Benjamin Wheeler was threatening his stepfather. Wheeler's parents met officers outside and reported that Wheeler had several mental health conditions, had stopped taking his prescribed medication, and was inside the home.
Officers spoke with Wheeler at the front door. During the conversation, Wheeler denied taking medication and initially denied being armed before retreating back inside the residence. While investigating, officers learned Wheeler also had an active felony warrant for failure to pay child support. After Wheeler barricaded himself inside, Columbus Police requested the SWAT unit.
SWAT officers negotiated with Wheeler for approximately four and one-half hours and used numerous less-lethal tactics in an effort to end the standoff without deadly force. Officers deployed chemical agents and other less-lethal tools while repeatedly attempting to persuade Wheeler to surrender.
When SWAT officers entered the residence, Wheeler attacked them with knives from behind a barricade. Three officers suffered knife wounds during the assault. Body-camera footage released by the Columbus Division of Police shows Wheeler throwing furniture and other objects before charging officers with knives. During the confrontation, at least one SWAT officer fired, striking Wheeler.
Officers secured Wheeler, rendered medical aid, and summoned medics. Wheeler was pronounced dead at the scene. The three injured officers were transported to area hospitals and later recovered from their injuries.
The Ohio Bureau of Criminal Investigation conducted the independent criminal investigation. The Columbus Division of Police completed a separate administrative review. Body-camera footage and a critical incident briefing were released publicly on August 7, 2024.
On June 12, 2025, a Franklin County grand jury reviewed the investigation and declined to return criminal charges against the SWAT officer who fired the fatal shots. The Franklin County Prosecutor's Office announced the decision publicly on June 16, 2025.

On 07/31/2024 at approximately 8:21 p.m., Prince William County police responded to the 3400 block of Caledonia Circle in Lake Ridge after an out-of-state family member reported that 22-year-old Gabriel Rene Ramirez had made suicidal statements and was believed to be armed with a handgun. Officers initially searched the Caledonia Circle residence but soon learned Ramirez had gone to the nearby home of an acquaintance in the 3000 block of Bromley Court.
Police located Ramirez in the backyard of the Bromley Court residence. Officers reported that he was armed with a handgun and appeared agitated. Patrol officers contained the area while members of the Crisis Negotiation Unit and a Community Services clinician responded. Over the next eight hours, negotiators repeatedly attempted to persuade Ramirez to surrender peacefully. Officers relayed messages from family members and obtained an Emergency Custody Order so he could receive emergency mental-health treatment.
At approximately 5:30 a.m. on 08/01/2024, police reported that Ramirez pointed the handgun toward officers and occupied townhouses in the surrounding neighborhood. A member of the Prince William County SWAT Team fired a single round, striking Ramirez in the upper body. Officers immediately approached, rendered first aid, and summoned rescue personnel. Ramirez was pronounced dead at the scene. No other residents or officers were struck during the encounter.
Prince William County Police Chief Peter Newsham requested that the Northern Virginia Critical Incident Response Team (CIRT) conduct an independent criminal investigation. The involved officer, a patrol officer with approximately 4½ years of service who also served as a part-time SWAT member, was placed on routine paid administrative leave pending the outcome of the investigation. Police stated that only one officer fired and only one round was discharged during the shooting.
Friends and acquaintances described Ramirez as having struggled with mental-health issues before the incident. Family members had contacted police because they feared he was suicidal and wanted officers to get him medical assistance before the barricade developed.
