OPEN RECORDS SUMMARY :
On 08/05/2024, Baltimore Police detectives assigned to the Western District Action Team were investigating a shooting that had occurred about an hour earlier when they observed 17-year-old William Gardner standing with a group near North Gilmore Street. Police stated Gardner repeatedly grabbed at his waistband in a manner officers associated with carrying a concealed firearm. When detectives attempted to speak with him, Gardner ran. Detectives pursued him on foot into the unit block of North Stricker Street. During the chase, Gardner removed a handgun from his waistband. Police stated Gardner turned toward the pursuing detectives and pointed the handgun at them. Detectives Dennis Bailey, Shawn Crenshaw, and Anthony Merola fired their weapons, striking Gardner multiple times. Officers rendered first aid until emergency medical personnel arrived, but Gardner was pronounced dead at the scene. Investigators recovered a loaded handgun near Gardner. The Maryland Office of the Attorney General's Independent Investigations Division assumed responsibility for the investigation. On August 9, 2024, Baltimore Police released body-worn camera footage and surveillance video of the incident. The Attorney General's Office later identified the three detectives involved. Publicly available records reviewed did not identify criminal charges or disciplinary action against the detectives arising from the shooting.
