Burbank PD responded to a call from a man threatening to shoot people at Home Depot. He seemed to be delusional, claiming his daughter had been kidnapped. Officer allege that soon after they arrived, Ruben Ramos emerged from his vehicle and appeared to the officers to be aiming a weapon of which police could not decide if it was a gun or knife at them. They shot and killed him.No officers were charged.
