REASON FOR CHASE:
Police pursued a city-owned pickup truck after it was carjacked from a city employee.

NARRATIVE:
On 05/23/2023, 58-year-old Victor Nguyen was killed when a city-owned pickup truck being pursued by San Francisco police and sheriff’s deputies crashed at 16th Street and Potrero Avenue and struck people at a bus stop.

At approximately 10:00 a.m., San Francisco police responded to Folsom and Mabini streets after a city-owned vehicle was carjacked. Police and sheriff’s deputies subsequently located the stolen truck near Kansas and 25th streets and began pursuing it through city streets.

The pursuit continued approximately 10 blocks. At 16th Street and Potrero Avenue, the truck collided with an SUV, careened into a bus stop and struck several bystanders before crashing into a storefront.

Nguyen was waiting at the bus stop when he was struck and killed. Three other bystanders were injured. The driver was detained after the crash.

The San Francisco Police Commission subsequently considered reviewing the city’s vehicle-pursuit policy following Nguyen’s death and another serious police-vehicle crash.
