Rogers Kyaruzi allegedly caused a disturbance at a restaurant. An off-duty officer was apparently moonlighting nearby and got into a fight with him. The officer shot and killed him. Kyaruzi had been unarmed, and the officer was off-duty during the killing, but he was never charged.
