OPEN RECORDS SUMMARY :
Peoria PD responded to a call alleging Samuel Vincent Richmond was having a mental health crisis and mentioned suicide. Separately, police also investigated two Shotspotter alerts near a park. Peoria PD allege that Richmond pointed a gun at them and that they shot and killed him. Richmond had been. a very popular local man, nicknamed “Meatman” for his many years of working at Kroger’s in the meat department. His family challenges the officers’ statements and feels that this could have been resolved without a shooting.
