OPEN RECORDS SUMMARY :
Dallas PD went to a call about an armed man waving a gun around, pointing at cars. When police arrived,the man allegedly pointed the weapon at them. They shot and killed him. A BWC video was released but does not show Darrell Hibbard nor any weapons he was allegedly holding as it was shot in the darkness outside and only shots are heard.
