OPEN RECORDS SUMMARY :
On 07/30/2022, officers with the Pasadena Police Department attempted to stop a vehicle near 690 N. Lake Avenue after receiving reports that it had been involved in a carjacking. Adam Mostafa Youines continued driving before stopping in a parking lot.
According to investigators, officers approached the vehicle on foot. Police stated that Youines accelerated the vehicle toward officers, who fired their service weapons. Youines was struck by gunfire and pronounced dead at the scene.
Bystander video of the shooting circulated publicly and was reviewed as part of the investigation. The Los Angeles County Sheriff's Department investigated the shooting under an agreement to handle officer-involved shootings involving Pasadena police. The Los Angeles County District Attorney's Office later reviewed the case and declined to file criminal charges against the officers, concluding that the use of deadly force was legally justified under California law.
