OPEN RECORDS SUMMARY :

On 07/30/2022, officers with the Metropolitan Police Department responded to reports that two people had been shot in the 200 block of Madison Street NW. Officers located a vehicle believed to be connected to the shooting and attempted to stop it. When the driver continued driving away, officers pursued the vehicle until it crashed.
Kevin Hargraves-Shird exited the crashed vehicle and ran on foot. According to police, he was armed with a handgun during the foot pursuit. Officer Reinaldo Otero Camacho shot Hargraves-Shird, who was transported to a hospital and later died from his injuries.
The D.C. Office of the Chief Medical Examiner ruled Hargraves-Shird's death a homicide. The D.C. Office of Police Complaints and the U.S. Attorney's Office conducted reviews of the shooting, while the Metropolitan Police Department's Internal Affairs Division investigated the officers' actions.
Hargraves-Shird's family and community members disputed the police account and questioned whether deadly force was necessary. Demonstrations were held outside Metropolitan Police headquarters demanding the release of body-worn camera footage and greater transparency about the shooting. Officer Reinaldo Otero Camacho was later identified as the officer who fired the fatal shots.
